The City's record
What the City's record shows
Built only from the City's minutes (167_CC_Reg_Minutes_12_12_2023.pdf). Page numbers are the minutes' own. Discussion is in the minutes' text; it is not summarised here.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
1094 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 46 voices separated from the audio.
77 short machine repair(s) (95 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 93.6% of 46,727 content words.
Dotted words (1,186 places) are ordinary wording differences: hover or tap to see the other reading.
1094 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
05:15:17 (8 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Please bow your heads. Heavenly Father, we come to you tonight. You say where two are gathered, and here we have a whole room. All right. We thank you for the blessing that you've given to help support our democracy, work things out humbly, give space to where concerns may be raised, and give peace in our hearts as we show kindness and fruits of the spirit as we have our discussions tonight. ‸ Heavenly Father, thank you for all that you've allowed us to do. Thank you for allowing us to be here today. And we hope that no matter what the outcomes may be, that they are in service to you and in service to others. We pray this in his name. Amen.

has caused and hastened the deaths of inadequately housed low income persons in Brevard County. The spirit of the holiday season of giving provides an opportunity for affirmation renewal regarding the commitment to end homelessness. Whereas December the 21st, the first day of winter and the longest night of the year, has been designated as National Homeless Persons Memorial Day for the National Coalition for the Homeless. Whereas the Brevard Continuum of Care Coalition has planned countywide memorial events recognizing homeless people who have died in our country. In this season of generosity and sharing, citizens of
our emergency ‸ shelters, and in condemned or abandoned properties from ailments or conditions directly related to homelessness, the cause of ending homelessness is kept urgent as the collective commitment to preventing such deaths in the future. Now, therefore, I, Michael C. Blake, on behalf of the great city of Cocoa and the city council, do hereby proclaim December the 21st, 2023 National Homeless Persons Memorial Day. I have here on set to my hand and caused the seal of the city of Cocoa to be affixed
Please, let's give this proclamation a round of applause, please. ‸ Because homeless people are also human beings, too, and they do matter as well. So, Mrs. Linda Graham, would you come forward, please, because you're part of the organization. Let's give her a round of applause. ‸ From continuing. Come on up.

Come on, who else are we missing? Come on, Matthew. That's right. Even though we come from different tribes, we belong to one race that's a human race because we're all God's children. I'm a firm believer in that. If you don't like it, stay mad at me. But in the end, you'll understand. In the end. So. That's all right, man. That's all

her team members, members of the Homeless Coalition boards, and the many partner organizations, I thank you for your support in declaring December 21st National Homeless Persons Memorial Day, a day to remember those who have died while living without permanent housing. It is sad, but in many cases, these memorial services will be the only commemoration of ‸ the life that they have lived. We want to invite you to attend one of the three memorial services that are being held across Brevard County on December 21st. It should be noted that our 2023 point-in-time count, which is a homeless census for Brevard County, revealed that there are over 1,000 persons who are experiencing homelessness, and that was a 15% increase over last year. ‸ And that's been the highest count since 2015. So what can be done? Our strategic plan details it best, housed and healthy. Our plan is to add 1,200 units of housing with supportive services to our chronically homeless residents.

if we could tailor an ordinance that could be created to allow flagpoles within our city and they have, and to specifically allow the flagpoles at major intersections adjacent to I-95. If this rezoning is approved, that special except special exception is no longer needed because it's a permissible use. So that's why we've jogged the boundary. You can see they used to be Sunday school rooms, and we're seeking to pull out that acoustic ceiling, we'll replace the flooring, we'll add kitchens and baths, and really make these fully functioning housing units. For reference, here are photos of the Winter Garden transitional housing that was referenced earlier. These are single family and duplex homes, but just to give you a sense of the quality. These are comparable with any market rate or permanent housing you would find and are consistent with the quality that we would deliver here. So we know from the work in Winter Garden that this program works. You you just heard Sherry talk about it. You'll hear others later this evening. But it's a unique formula of accountability from participants with hands-on, personalized support. So this is the formula that works in transitioning people into lives of self-sustainability and independence. Now some folks have mentioned a comparison to other programs in the city. I want to talk through some things that differ. So first of all, this is not an emergency shelter. Someone cannot just approach Matthews Hope and secure one of these rooms. It's not open to everyone. It's not going to be advertised publicly.

that wore the color red. And that's something that you don't find in Brevard County, but it's present. What I'd like to say is that eventually we will be able to cater to a lot more people here in this town, a lot of people that you will not even consider. Part of a homeless. In our community. What I'd like for you to do is consider what we are doing as a part of your community and respectful to your community as something to your community that could be respectful for your community I'd like you to please please let us be a part of the respect and the confidence that your community can present.

My name is Alan Cowart. Like the mayor, I was born ‸ bred here. I'm 62 years old. I've seen a lot of changes in Coco. I don't want to go over. I know she has a great presentation and I don't. um it sounds like matthew hope's a great item they sound like they do a lot of great things what i've seen and what i've heard not from the company but from the neighborhood and people around here there has been a lot of crime and increase in that area apparently they bring busloads of people in. um They said that they don't have any control of them i understand that you're not. I'm not going to control somebody that I don't know. I don't have any way to do it. There's been crime in the areas that has increased. There's the house that's closed up. People moved out because the crime was there. They woke up and found people in her backyard. Guys, I'm staying here. So yeah, there's been crime increase and you don't want it in your backyard. I don't want ‸ in my backyard. I'm a deputy sheriff ‸ of 10 years

for 25 years. My husband is a surfer and he loves this town and we moved up here 10 years ago. My house is disgusting. I have trash in the front of my house. I live very close to the church. They throw their food containers on my yard.
They leave their trash everywhere. They throw my things around. They pick up my solar lights and they throw them around. They have taken things off my fence. I have questioned them, asked them to please leave my property. They sit right there on the floor to the point where I almost had to call the police. And then once he saw me on the phone, he picked up and he left. Please don't tell me that there is not crime going on because things are being destroyed every single day. I moved here. I have a lot of health issues. I moved here for peace and quiet. The last years have been horrible. Horrible. I have no issue with helping anyone. I am a Catholic. I believe in God. I believe in help. But I also believe that I have the right to live peacefully in my own home. My property is my property. I do not want anybody throwing trash on my property. I don't throw trash. I don't go to anybody's house. And I don't throw anything. I pick up trash. I'm disabled. I've had over 20 back surgeries. I have metal everywhere. It's very hard for me to move. And yet I'm out there picking up trash every single day. Once the feedings are done, it is horrible. The amount of trash

Look at this. I mean, it's just a mess. It's just unfair for the people that live there. Those of us that live between Forest and Indian River are dealing with trash on a daily basis. People are just cutting through our property, throwing things all over the place. We want to live peacefully. We're not asking for anything. I'm not asking for anybody to be thrown out. I'm not. That's not my business. But I want my property to be respected. I want my peace.
And that's the same thing that I'm expecting. If they are there, there needs to be some sort of supervision where, and I don't know how they're going to do that, because it doesn't exist. I live it every day. It just does not exist, and it's not fair. You're bringing more people to a very small area, and we're already overcrowded. The traffic on Forest is horrible.

I have actually been a volunteer with Matthews Hope since I've been 12 years old. And now I actually cut hair for Matthews Hope. So today I did a little over 12 haircuts with a bunch of our guests. One thing I want to say before I start is actually Councilwoman Koss and I have a lot in common with what I'm going to say and what she said earlier. I'm here to champion a cause that transcends structures and regulations. I'm here to advocate for the transformative power of hope. I stand in support of Matthews Hope and their endeavor to establish transitional housing for the homeless in Cocoa, Florida. The issue of homelessness is not merely a lack of shelter. It's a web of adversity that can grip anyone at any moment. Matthews Hope understands this deeply. They're not just aiming to provide temporary roofs. They're building bridges to stability. They're
offering a lifeline for individuals and families to rise from the depths of despair. Transitional housing isn't just a place. It's a sanctuary where lives are rebuilt, where aspirations are rekindled, and where families can heal. It's more than four walls and a roof. It's a nurturing environment that fosters growth, empowerment, and a renewed sense of belonging. By granting Matthews Hope the opportunity to establish transitional housing in Cocoa, we're not just endorsing a project. We're embracing the chance to rewrite stories, to break the cycle of despair, and to create a community that believes in second chances. Let's remember, the absence of a stable home doesn't diminish one's worth. It challenges us to extend empathy, to unite as a community that values compassion, and ‸ to stand shoulder to shoulder ensuring that no one is left behind. This initiative is about more than permissions and regulations. It's about humanity. It's about

a fair chance at a brighter future. It's about building a community where hope thrives, where resilience is celebrated, and where compassion knows no boundaries. I urge you all to consider the profound impact this endeavor will have on countless lives. Let's be the community that believes in the strength of unity, in the power of compassion, and in the potential for a better tomorrow for every person in Cocoa, Florida. Let's stand together, let's support Matthew's Hope, and let's pave the way for transitional housing to uplift the homeless in Cocoa. Thank you.

There is just ‸ absolutely the requirements for a zone change. There is not sufficient, competent, substantial evidence to support this proposed change. There are better community options close by. Coco has drawn tourists and residents for over 150 years.

One of my favorites, which I think I told Alex, I was standing in my side yard, and a man came up with a bicycle, laid it down, walked right up my yard, passed me talking to this man, right to my back door, pulled his pants down and pooped in front of my back door, walked back by me and got on his bike and left.
And four days later, I think he came back, cut the screens on my porch, took the pillows out and was laying on them. I did call the police that time, but they said, well, we can't, we can't prove that he was the one, because you didn't see it with your own eyes that he cut the screens, but he's laying on my cushions.
live there. And I was like, you don't have the right to live here. But we did actually get him evicted finally. I've witnessed just at Thanksgiving here a painful incident for me as one homeless man was beating the other homeless man's dog and kicking it. My own mother's house, we brought her to hospice. We just, it was terrible. We brought her into hospice and her home was broken into. They were living there, sleeping in mama's bed, eating her food, left the freezer open, trashed the place, stole everything that could be sold.
I just realized ‸ it's huge and we probably do need to have a community meeting with you, chief of police, and start figuring out ways to address that problem. But again, this is not about their ministry. We want to solve this problem. We really do. I mean, we really, really do. But it's about housing and becoming in our neighborhood on a ridiculous zoning request.

Mayor Blake and members of the city council. Thank you very much for this opportunity to give input on this issue. My name is Mark Faley. I live near Cocoa Library, just a few blocks from Matthews Hope. I'd like to address the question of whether there's a need for rezoning, part of the Matthews Hope property, to allow for housing. On the application for rezoning, question letter P asks, whether it is not impossible to find other adequate sites in the city for the proposed use in districts already permitting such use? Well, as we all very well know, it is possible and very easy to find other sites in the city of Cocoa that are already zoned for multifamily housing, both with and without existing buildings. There is no need for this strange and illogical spot zoning smack in the middle of an institutional property. Furthermore, other organizations are already providing excellent housing solutions for the homeless. And I wish the
the new Orchid Lake complex going in on Michigan Avenue due to open in just a few months. So spring of next year, it has 90 units being built, a total of 156 bedrooms and half of those, that's 45 apartments are dedicated. And I love the way they put it to those saved from homelessness. I don't know how you can argue that a ministry that calls itself Housing for Homeless is providing housing for homeless. I mean, it just, it's in their name. We are grateful for the long successful track record of Crosswind Youth Services on Dixon Boulevard. Since 1974, that's 49 years folks, they have provided shelter facilities and a wide range of services for runaway and at risk youth. And then let's look at New Life Mission founded in 2008, which has four facilities around Brevard County providing housing for homeless women and their children. Just in September of this year, they opened New Life Village on the former Hacienda Girls Ranch in Melbourne. This is a secure gated environment for homeless single mothers with families. That brings their current total to 40 housing units and they will be adding 60 more at New Life Village. To me, it makes perfect sense to wait and see how well these facilities, especially the new ones from proven organizations, meet the needs in our city and county rather than approving this request for rezoning from Porchlight Foundation and Matthews Hope. So, thank you for your attention and consideration. Thank you.

the organization. I think you guys do great work. work And uh there's a lot of you know amazing stories that do come out of the organization. But I'd like to offer my perspective as a father in the community and a local physician. So sadly, there's a large number of unhoused members in our community. The underlying cause ‸ their circumstances is often complex and multifactorial, but frequently coincident with addiction and substance abuse along with mental illness. Unfortunately, without adequate mental health or substance use disorder treatment services, many of these individuals are never able to overcome their illness and remain unhoused or in poor living conditions.
I've witnessed the following incidents. We've had trespassing and burgling on our property. We've had drug use on the sidewalk in front of our property while walking my daughter to the library.

There's been drug use at Lee Winter Park. There's been squatting on my neighbor's property. These encounters have raised my concern about the safety in my community and prompted modifications to our family's routines.
I think other families looking to move into the area will be as well and likely consider other safer neighborhoods. Based on my experience living in other parts of the country, in California and New York, and seeing various approaches to the management of unhoused populations, I'm deeply concerned that adding more supportive resources locally, including transient housing for the unhoused

We have a mental health problem that needs, if people want to spend their time effectively, we can come here and we can make a lot of noise and we can use up a lot of oxygen. The reality is we have to go after our state legislators who can actually do something about it. Right now, our prisons and our jails are full of mentally ill people. Today, we had to call about one. Here's the problem. We called chief. We did exactly what we're supposed to do. What they come out is they do come out and typically do an assessment. If that person ends up being Baker acted, they go over to circles of care. They will be there 24 to 72 hours. guess my only concern really is if right now there's a few vacant homes that are within five miles of Matthews Hope, right? So right now you have seven to eight units. We don't have any.

It's still going to be a problem no matter if it's in the area by forest or if it's in the area by 524. If it's in the area next to my home, it's still going to be a problem. So we sit and say that we want to have a solution for our problem.

again, ‸ Mr. Goins, there won't be a difference. We're going to continue to do. The only difference is going to be is we're going to expand our ability to do mental health and medical. We had another RN come on today. ‸ We're expanding things like that. ‸ We have a dentist we're now working with. One of our gentlemen has worked to get his ‸ new teeth put in starting tomorrow ‸ morning. These folks that are around here,
mean, they're working. They're working. You know, I see so many. I see even some of the folks that are in here tonight that walk their dogs on our property. They have since before we were there and they have why we stay here. All I ask is, can you clean up the poop?
mean, outside of that, they're welcome to do. ‸ There's nothing to fear on our property. Absolutely nothing to fear on our property. And I do understand there's some few bad eggs out there. I really do. ‸ Homelessness is a direct reflection of our society.
or not. If they're an arsonist, they were going to be an arsonist whether they're homeless or not. The one thing that we don't, again, often address, and the doctor addressed it some, is mental illness. And again, those people typically do not stay with us. ‸ They just, they don't have the capacity and the wherewithal to be able to do what we need them to do.
I've been homeless and I can tell you I don't know anybody who's chosen, but I've known people who chose to remain homeless. And typically because it's very hard to get out of homelessness, very hard. But when you're mentally ill, it takes it to a whole other level because there's just simply no support system, ‸ not just here, there's no support system, period. We go through the same thing in Orange County.
We shove bobs and bobs of taxpayer monies to kind of, to reevaluate these people every few weeks to be told they're schizophrenic again, to release them with no care, no follow-up medications, no nothing, and do it all over again. And this is how we have to spend our taxpayer dollars. Nothing's going to change.

question revolved around the institutional zoning. Correct. um Which, if I understood the applicants team, that there is no housing occurring presently. So as a result of going to the ru 215 it would be classified as just multifamily housing. Right.
In that area. And my understanding from the zoning is ‸ even under institutional use, there's structures are subordinate to the the idea of it. Meaning, you there's actually some flexibility already in the zoning. ‸ not suggesting that it could be multifamily, but I'm saying that there's flexibility to the structure as written as institutional.

uh and and it was relative to, you know, and and some comments uh or some concerns from citizens where, you know, ‸ spot zoning even legal? uh ‸ So, and to to give deference, just to say, hey, look, you know, is that something that we can do?
uh But equally, when we look at, at best case scenario as a layman, I try to ‸ look at, you know, appellate uh kind of reasoning on spot. So when it goes wrong after you apply and somebody sues you, but you know, what's the what what are the appeals going to say about zoning criteria when it comes to spot zoning? So therethere were a couple kind of general criteria that I was able to find. So, and and uh for our legal counsel, I don't know if you want to clean us up on that, if if not. I
There's criteria in the code. In fact, one of the criteria kind of hints about the spot zoning. It, one of the factors for consideration is whether or not it creates an isolated zoning district, okay which I think is another way of saying does it create a spot zone. And in this particular case, the property has a future land use designation of um of um high density ‸ residential. um
being proposed would create this small island, um would do um injustice to the city's master plan in the particular area, and they look at around the the zoning in the surrounding area. So the master plan is the city's comprehensive plan. It has a high density

if there's four factors, Council. One, uh you know, compatibility with the surrounding area. And I think that there is concern from constituents who have been in the area for a long time. But i from my understanding, you know,

historical, what I would say is a fixture to our community and and do something different with it. And that to me would be, if if we're if we're trying to service people, I would hate to lose something that that would that that would be the case. I think that that is aa big piece of who we are

from a compatibility standpoint. organization, I think from a capacity, we give it one more shot, that's a good thing. No matter how this goes, I think that that needs to be done. So, yes, I think we need to address that specific. uh And part of that homeless plan would be comprehensive because every one of us has said the impact that poverty and or homelessness has within our districts. My personal one, this is my first year here. uh I've made no bones about it, that a gentleman who was cutting through my yard, uh that almost ended very, very, very poorly. And that would have been a tragedy, but my five-year-old son means a lot to me. And when I see somebody
go in well. And that would be a tragedy if we set the conditions to allow an incident like that to happen as a community. That would be horrific across the board. And I see everybody shaking because we all know that that's true. And we can be a part of that. So to that, whether it was at the city hall for one component of it, but I also think that there's, a at a minimum, iI feel as a city, we could have a meeting at the at thethe library. I've lived out there 38 years. This thing moves. You're going to have a great impact on the roads out there by this subdivision. The density is so high per acre compared to what our density is, you're going to ruin the values of our properties. But I guess y'all don't care about that. Our values don't mean nothing. Why would you allow that density? It makes no sense. Also, there's a lot of
the city that you can annex and do some good that are in the county. You're going way out of the city, way out of the boundaries of the city and annexing things that makes no sense.
was to do this and also have a subdivision, which isn't really legal by the city laws to have a borrow pit, was it? But you all allowed it with the zoning. Also, when you look at the improvements that the city has done on Grissom Boulevard is nothing. I mean, you go there and you're putting all those buildings in there and stuff, you allow Amazon to come in, but you didn't even
because you had 200 people petition that other thing, and you all just did whatever you wanted. So it's kind of sad reflection on this city. So I know me speaking here

that only applies to the subject property of the 246 acres. A CDD is ‸ a local unit of special purpose government. The purpose is the developer is seeking the CDD pursuant to an agreement that the city entered into back in 2004 regarding this property to fund infrastructure improvements related to the future development of this property. ‸ and entered into a stipulated settlement agreement, not only with the property owners, but with Brevard County regarding the development of this property. So for all intents and purposes other than the specifics on the development itself, this development has been agreed to and approved by the city and the property owner for many, many years. So now they're getting to the point where they're ready to proceed with final development permits. and this CDD is just one aspect of their plans to develop by ‸ getting a CDD to help them fund and manage capital improvements for the long term. That's some of the background regarding this. So this council finds itself all these years later proceeding with the final implementation of a project that's been planned for almost 20 years.

development agreements. There was the settlement agreement between the city and the county and a number of things ‸ that ultimately found their way into the settlement implementation agreement between this developer and the city. It laid out lot sizes and number of units and minimum home size, a number of things that they ultimately were forced to comply with. We also were required to do zoning, which was handled back in 2020 before this exact same body. Tonight, as clarified, we are here specifically for the second reading on the CDD and are willing to entertain any questions, Mayor, that you or the council may have relating to that issue. But I thought it was important to clarify specifically, one, why we were here. and we think Mr. Garganese provided very much clarity on the issue of the history relating to the specifics in terms of the development regulations that are associated with this property.

Professional address, 517 East, College Avenue, Tallahassee, Florida. To answer the question regarding funding, there would be no burden on the city or on any residents living outside of the district. Although there haven't been any commitments made, if the developer decides to pursue the issuance of bonds, those would be repaid through assessments that would be levied on properties only within the district. So that's where that would fall. I'm happy to answer any additional questions that the council may have or provide any additional overview regarding community development districts

first. Mayor, this is not like ‸ the preceding hearing. That was more of a quasi-judicial matter. This is not. This is ‸ a legislative matter for the city council, and I just did a brief introduction, and as required by law, you opened it up to a public hearing, and the applicant developer didn't really need to speak unless the council had questions, and ‸ that's what happened. So it's a little bit different procedure

representatives of the project could speak to their choice of why they would choose to do that. But in my experience, as of over the past 10 years, at a minimum, uh,

go into some other advantages that being a ‸ CDD offers, which are the public disclosures, the transparency, all ‸ sunshine law, public records. Just to address the density issue, I know it's not related to the CDD, but you know when the city originally approved the proceeding development agreement, the density, maximum density was much, much, much higher. And then we ended up in the lawsuit with the county and then we entered into the settlement agreement.
for this particular property is 500 dwelling units. And the city and the developer have further limited that to a maximum of 350. so the density has been ratcheted down significantly than what was otherwise agreed to

In the upper right hand corner, this is an example of an amenity that we have constructed in the past. That's not acceptable to me. I would be owning whoever caused that accident and whoever okayed it for all this property to be happening this way. The flooding is horrendous in some of the areas during storms. We have, I don't know if y'all know this, but we have fire hydrants that are completely underwater sometimes during some of the flooding. How can we access those?
Where there's people, there's crime. There's a whole lot more crime. Where there's people, there's also fires. There's one ingress, one ‸ egress to this property. I know all of you have heard of Paradise in California. Same type of thing. One ingress, one egress. They had people panic when that town burned.
Not only were they completely lost because they were killed and burned and turned to ashes, it rained two weeks later and the families could not even recover their family members. Same thing could happen in that area because there is no place for anybody to go. What if the trains were to derail on the other side of the property? People are going to try and get out. They're still going to panic. ‸ Emergency EMS cannot get in there when people are panicking and taking up all the lanes just to go one direction. The schools, they say, yeah,
But you know what? They're short on teachers. I have a ‸ grandson who has dyslexia, severe dyslexia. He can't even get his ESE coverage and help ‸ from his IEP, which is a legal document, ‸ because
enough teachers, enough ESE teachers. There's not enough for the children that would be coming in. Why? Why do you want to have so many homes on that little piece of property? It's not in keeping with what's around there. Yeah, I know. This is going off. But you know what? Everybody else got to speak five and ten minutes, so I'm going over.

Yeah. It's one of ‸ the staff points was the smart growth. And certainly density is a part of smart growth. But looking at the whole picture, this is obviously urban sprawl. We have lots of rural area and then a dense area out here that we've connected. And there's a long history and a genesis.
better. And all I hear is it feels very baked because of the history. But I am really concerned with the safety on James Road. And then, of course, we're using the impact fees toward the 524 to try to push that forward. But I've got to tell you, it's going to be a while. And I didn't realize that this is,
pretty aggressive schedule. If it were to go by this, we'll be done building in 27. So I have concerns as well. I have concerns that, you know, what's happened now is, you know, I looked up the FEMA firm maps, the flooding. Of course, everything's changed since they changed topography with Brightline. And I know that the county has, is redoing their maps or has redone most of them.
yeah, so, ‸ you know, I have real questions about this. I'm glad to see it went down in density a little bit. But I think it's still going to be a strain on the area.
And that seems high considering the railroad is, is right behind them. And those are my concerns. And so it's, you know, it's primarily it's the traffic issue and the safety surrounding that. And then the stormwater. Thank you.

So, uh, you never know who's going to pop in. So it was nice to speak with them. Um, and I appreciate all of the development and effort that we're putting into our parks.
