Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
924 suspect passage(s) marked in place; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 52 voices separated from the audio.
96 short machine repair(s) (110 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 94.3% of 40,944 content words.
Dotted words (1,072 places) are ordinary wording differences: hover or tap to see the other reading.
924 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
03:22:48 (6 s) — neither reading has words
04:16:17 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

While you're coming down, I'd like to express my sincere thanks to the residents of this great city, to the leadership of this council and its mayor, to the great staff that participated, the many merchants who went out of their way to collect tons of food. So I'm so excited to be able to come here today and present this winning trophy. But really, the winners are our community, those who come to our pantry, those who receive this food.

Adopt the second and final reading of zoning map amendment for plus or minus 1.002 acre portion of the property located at 825 Forest Avenue from institutional to RU-2-15 multiple family dwelling. ‸ This is the second and final reading.
This is ordinance number 23-2023. An ordinance of the city council of the city of Cocoa Brevard County, Florida, amending the official zoning map designation of a portion of one parcel of real property, that portion totaling 1.002 acres more or less, and generally located northwest of the intersection of Grimes Street and Forest

currently operates as Matthews Hope, a non-profit faith-based homeless outreach ministry. You can go to the next slide. Thanks. Future land use designation of the subject property is HDR, high-density residential. That was changed in July from commercial to high-density residential. Next slide. The current zoning is institutional. Previously, the zoning was split RE-215 on the east, RE-225 on the west. Next slide.

The map on the overhead shows where that area is located. This aerial shows similar general location of the rezoning area. And then this slide was added between the last meeting and tonight, just to show in greater detail generally the location of the rezoning area. This is an overlay of the survey with an aerial of the property. This future land use map was shown, or sorry, this zoning map was shown last week as well, just as a reference point to show some of the other properties in the city that have a split zoning categories based on a question that came up at the PNZ meeting. And then between then and now as well, just want to clarify that on these parcels, there are some of that, some of these have buildings that are split on these lots as well.
right through portions of the building. This was another example of a split zone project, Coco Grand Apartments, on the western side of the city. Briefly, the reason the request is that the applicant wishes to expand the existing Matthews Hope facility, which includes an existing daycare, which received a special exception for the Board of Adjustment in February of this year. They are looking to provide multifamily units for low-income multifamily members of the community that would ‸ live short-term,

No new construction would occur, so the greenfield areas would remain. On July 25th, 2023, the City Council adopted ordinance 06-2023, which amended the future land use map designation of the subject property from commercial to high-density residential.
that amendment was to complete the first step of the regulatory amendments prior to the submittal of the rezoning. As I mentioned previously, the property was previously zoned to RU215 on the east and RU225 on the west. The purpose of the previous zoning change to institutional in 2016 was to provide for an electronic sign, which was not permitted in the residential zoning districts.

However, only just over one acre of the subject property is proposed to be classified as RU215. And under RU215, the maximum density is 15 units per acre, which is more restricted than land use.
A full staff analysis is provided in your staff report. A couple of those findings were presented at first reading. I won't go over them again this evening. Charlie, you could skip forward a few slides. All of this information has been provided in your staff report and was gone over during the first reading. The Planning and Zoning Board did recommend approval of this item. The Council also did approve at first reading. Staff is recommending approval of the item. I'll be happy to take any questions you may have about the request and the applicants here this evening as well, if you have any questions for them.

I don't know of any other zoning other than the hearings that are tonight that have been done from planning and zoning to a second hearing in 13 days before. and so I know because I could I could kind of tell by the couple of flashes I've had of the double zoning properties that some of those are on Indian River Drive on one side and
on this particular property is is quite a bit different. And then, to you what what are the buildings that have two different zoning I'm just curious I
and it it varied each property but some of them, you know, is either right through the middle or through the back. Some not at all. So ‸ just, it seems to follow a future land use map trend where you have some, front the frontages being different. It appears that the residential is intended to be on one side and then maybe non-residential on the other. But the way it was split with some of the existing or maybe new structures as it went down the middle of the homes.
it's unique I think, you know, zoning being an interesting thing, but the interesting thing that it is when we run into that, we, we at least try to work with folks to find what the intended use is. So for example, like one of those properties, if they want to build commercial, clearly you, you don't do that in the residentially portioned or the
sometimes I think we have to as time change we have to modify our choices because of the uniqueness of certain situations that prevail. Okay. Any other questions for staff? Saying,

may I rely on you to run the presentation given that I was here just seven days ago I think the topic is very fresh on everyone's mind so I won't take you through the entire deck but I did want to pause on the slide that was added that
I think it's slide four maybe five the new it's an aerial with an survey overlay. That's it. yeah One more back. Well, we can talk about both. But, so what I was asked to do I this was a request both from the planning consultant and I saw some public commentary about this this is an independent surveyors diagram overlaid onto an aerial. What's hard to perceive from the aerial is that there are
separate standalone CMU structures so that boundary that you're highlighting there is a distinct building and the boundaries of the rezone capture that building and the preschool, which is just to the south. So, it does not cut or bisect any building. So, we're talking about distinct buildings, not mixed zoning in one structure if you go to the next slide this was a discrepancy I mentioned in one of the prior presentations that we have the original blueprints from 1952 and some of the existing conditions no longer exist. So, changes have happened over 70 years. This slide seeks to clarify what's happening there. There is now an opening that you saw on the previous slide. The surveyor had it marked with an X so we're just talking about a standalone structure highlighted in

Instead Jesus entered this world in what some might consider transitional housing The innkeepers provided shelter to Mary and Joseph ensuring a safe place for the birth of Jesus Reflecting on this act leads us to ponder the significance of transitional housing not just in ancient times but in our modern day Transitional housing is a beacon of hope for those navigating through challenging circumstances Just as the innkeepers offered a haven for Jesus's birth
provide transitional housing to the homeless offering a chance for stability and a fresh start Consider for a moment what would have happened if the innkeepers had turned away Mary and Joseph If they had closed their doors denying shelter to the family in need the narrative of that holy night might have changed drastically Similarly when we turn away those seeking a hand up we risk altering the course of their lives I mentioned this last week.
in the potential of every individual Through their dedicated efforts Matthews hope continues to empower the homeless giving them the tools ‸ and resources needed to rebuild their lives Just as the innkeepers opened their doors to Mary and Joseph Matthews hope opens its doors to those in need offering warmth safety and most importantly hope Jesus's birth in that stable teaches us humility compassion and the importance of extending a helping hand to those in need As we celebrate this season, let's remember the lesson from that holy night the immense impact of providing shelter support and hope to those seeking a new beginning In closing, let us strive to emulate the kindness of the innkeepers and the dedication of organizations like Matthews hope By doing so we can create a community where transitional housing isn't just a temporary fix, but a stepping stone towards brighter futures for those in need

hope and that is partly one, me needing to know more. But also I feel like there's been a lack of information that's gone out from city council to the community members, especially when we're talking about, um, rezoning. I'm concerned one in the fact that we did have two meetings very close together. Um, like councilwoman did bring up the fact that this is kind of unprecedented. It appears to be so closely together with two meetings without having had any informational pamphlets, um, go out to the members of the community about what the discussion is. So that is a concern to me and I believe to other members of the community. Um, just, just allowing us to have more time to make more, um, I don't know, valid, um, decisions on what's going on. Um, this is our community that we're talking about.
that's what I was from what I was under understand based on reading the pamphlet that was put on the website. panhandling is not on you because it would be outside of your facility. Number one, we know that. ‸ And the other concern was trash. You addressed it the last time dealing with trash with people when they come eat. They may take the containers. Sometimes they dump it out. I'm not sure how that works. Can you kind of talk about the relationship that you have with Matthews Hope with PD involving things that people may do that's not a crime that happens?
has been nothing short of phenomenal. Anybody who thinks that the PD is not out there doing their job isn't paying any attention. They are understaffed. I'll tell you that much. But I will also tell you as far as you know, they have been able to bring people to us that they have been able to refer people to us.
calling our state representatives because unfortunately this is not a local issue. It's not even a county issue. It really is a state and federal issue. And unfortunately, homelessness is on the rise. It's going to continue.

about people that are mentally ill. Now, the reality, Mr. Goins, is they don't hang around Matthew's Hope. We just don't see those people because we have guidelines so they don't stay ‸ around. We will certainly help them out in the field and we make it a point to to try to keep them fed and safe from the weather. But outside of that, it really has been when we call PD, we call them usually it's because there's somebody that's having a mental health issue. And because of the fact that we are conscious of the neighborhood, we want to make sure that those people we I hate to do it. They're they don't be in trespass. That's just the truth.
I've learned how to deal with it. If if the neighborhood paid attention and spent time with us, I would think they would find very quickly how much we really are doing. We moved into a situation here because of what's here that the church even told us that that property has been loaded with homeless people for years. One thing you don't see now is you don't see homeless

will know that. And so we try to demonstrate that in what we do. Is it easy? No. Quite honestly, quite honestly, today, if you caught me in the middle afternoon, I was ready to quit. Was I ready to quit because of what I do? No. I was ready to quit because you get tired of being beaten down with lies and innuendos. And when people are in a position to be able to actually share what the truth is and don't take that position, that's the problem for me. Because some of this could have been stopped months ago. Months ago.
we were to split it up, we've been told that we could easily triple that. Uh, what in fact is we are just down. We are part of downtown winter garden. If anybody's familiar with it, it's pretty uppity up. Okay. I mean, it really is. And our transitional housing played the biggest part of ‸ launching that change years ago. We bought a group of homes that ‸ we knew were drug dens and what have you. And we refurbished them, rebuilt them. And they're as nice as any home as anybody in here lives in.
They really are that nice. And we did that on purpose because people have learned how to live in a box. And it's time that we start treating people like human beings. And it's interesting when you treat someone like a human being, they start to act like a human being. But you treat someone like an animal, they start to act like an animal.
Oh, it's not only safe to say, I can guarantee it. And I'll also tell you that since we've done that, since we've invested ‸ $5 million into the property here, it's gone up. I'll tell you what's going to hurt it.
Okay. It's interesting when you see a real estate person speak because they've actually taken an oath that says they are not to speak disparaging about the community they live in. We had a real estate person in here a couple ‸ times that I'll tell you what, me, I'm not hurting your property. But ‸ when you have someone up here talking about how the crime is out of control, how she said someone had sex in her yard, again, why didn't you call the police?

realize there's a whole lot ‸ more going on there than just down on the river. It just, the truth is, and that's something that all communities deal with in some way. In Winter Garden, they have
That's the poorest area where those people came from is after the riots in Ocoee, those black families were pushed to the literally the other side of the tracks. If you go over there, you will actually see railroad tracks and those families that had things at one time were pushed on the other side of the tracks. Now what's happening is because Winter Garden is becoming fancy, those people are now being pushed again. What's going to happen? I don't know. Maybe it's going to be like downtown Orlando,
which absolutely needed some attention, but now we're building million dollar condos there. The only problem with that is what do you do with the people that were living there? And so the city needs to come together with the state, the county. You know, you got a ‸ sheriff here that quite honestly,
thinks, ‸ that sheriff will dump your people right here. Okay, it just the way it is, the way it is. And the thing is, moving people around doesn't change anything. We have to sit there and the public and private ‸ people need to come together because there's absolutely not enough money. California actually has decided now to do something. Because when Skid Row went from a few blocks to a few miles,
look at it. And now they're sitting there going, how in the world do we deal with this? The way you deal with it is you deal with it before it gets out of hand. It's kind of like,
I said, girls, I'm not going to tell you what to think. I want you to figure out what you think on your own. But I want you to know why you believe what you believe and learn how to articulate it. Not because some neighbor told you that we're building a high rise. Not because some neighbor told you some of this other garbage. One thing,
was buying up properties in the area. It's just not true. It's not true. Most of that housing is going to be for females with children. There will be some men, but they will also pass the same drug test, the same background check.

first coming to Coco. ‸ She said, and this of course is what we talked about when I was in winter garden. Is that your model involved going, not having, there wasn't going to be housing on the campus. Ma'am,
So, okay. Zoning. Transitional housing. I mean, because you said it was zoning and it's, it's kind of all the same now, but we have 230 residents. Almost every single person that lives in that entire area signed a petition against it. This is unprecedented.
13 days in this zoning issue, that's unprecedented to push this through. I think it's what the community is just not feeling respect from there, from us. To be able to work through this. And that's why when, you know, that's why, again, I want to ask for a pause for an opportunity for the city to organize a community meeting to work for the best, for the best result here. Because we may pass this, and this may look good, ‸ we may have the six new units. But in the long term, it may be very bad, both for how our democracy
tried to work out some of the issues. Some of them weren't worked out, and we may not be able to work out the issues. But when people feel they have the opportunity to be heard, and that their opinion is respected, that the voice of that community is respected,
Even if, you know, they were never going to come around to it, it's still easier to digest. And it still allows them to believe in their local government more. So I'm going to make that motion.

I think a couple ‸ concerns that I have. uh One is that as a faith-based practitioner, i I have a very strong concern of government overstepping into a church function and a ministry function. I saw that during COVID. There were some serious challenges when we talked about ministry
we talked about what governments were doing to ‸ shut down ministries that were functioning for what they fold. Walks like a duck, quacks like a duck, looks like a duck. It's a ministry. It's got the pastor. They're helping homeless at a church.
uh try to add barriers to what I think is inherent to the work of the church. Good, bad and different if they followed a legal process to get there. So to that end, uh Mike, the I think from community concerns when we talk about and again, I say this cautiously. But
the implementation of social services and criminals and we're asking for background checks checks. I do not hope that churches feel they have to give background checks to members who might be criminals or drug addicts or uh need social services or helps.
I hope it's good enough for somebody who would also. The only difference is that maybe somebody doesn't have enough money or doesn't need enough support or doesn't have enough support. So I just I share that when it comes to the exercise of someone's religion. I'm very, very cautious with government intervening into that body. But I do acknowledge that there is a substantial concern from the points that were made that for whatever the reason, the direct association is being correlated to matthews Hope. But I also believe that enough folks understand that the members of our community who may be doing these things, nobody's celebrating that at all. Nobody. And I i do like Council's willingness and and member cost. You said it too. If it was a, you know, ‸ a previous discussion about how do we have a turkey dinner or whatnot. I'm not suggesting that the holiday is the way. I think that the capacity for us to bring support as a city is is there. And I think that this is one step. But I think that there is a greater discussion to be had equal to the district of the surrounding communities. If you have a house that is worth blank. You have people who are doing something that is in front of your house that is inappropriate or making you feel feel concern fear or quality of life that does not bring a peace of mind. That is a huge concern. That is a huge concern. Living in fear behind your window is not something I wish for anybody in this city. And there are plenty ‸ parts of our community that have lived like that for generations. And now maybe even more so. So I would share with you that that is a concern. I would be glad to work with Council about that. uh But those those are my two big ones as far as the speed at which this has happened. uh
I'm glad you asked that thank youquestion because when you say it's precedent setting, and I don't know that I'm supposed to to uh live by what previous administrations have done. And so this was uh a meeting that was set back at the beginning of November. And so
It is to process those items that uh applicants have been waiting on for an extended period of time. um This meeting is not unusual in my experience, which goes uh 30 plus years in government. the
um because the applicants uh ‸ believe that they had gone through the process. They had waited long enough in the process. Obviously, there's a lot of staff work that goes into this. um For the other items that are on the agenda, it's been uh decades and and and time kills deals. And so there's a there's an obligation on both sides to the neighborhood to the applicant to actually process as quickly as possible. One of the biggest criticisms that I heard uh coming into this job was the speed at which we

through the planning uh uh process. And so so again, this has been set up. This is not just about matthews hope. It is about uh the other items that are on the agenda and actually uh being fair to them.

And so on the one hand, hehe feels as though we've dragged our feet and then we suffer the criticism of we've rushed this on the agenda. And so I can I can assure you that's not the case. um and it And it may be unusual based on past administrations. But again, not unusual for me to be sitting um

Marina when we were making that adjustment there that several times I went and talked with the governor jeb bush and we had to do some modifications um to address that concern and look the edifice that we have now and where it stands and how it's been it it's been aa plus for our city as you enter into the city and depart from the city. Collective. I'm here in my role as a contract planner to the city. I'll be presenting the staff recommendation this evening, and it'll look very familiar. It's similar to the presentation that I provided last week. um Looks like the
still not working, so. um Next slide, please. So i'll this is the agenda. I'll talk about the location of the project, run through the existing conditions, speak a little bit about the request. and This site has a pretty long history, so it runs through some of those previous development agreements. I'll cover the staff findings, and then finally I'll conclude with a recommendation. So the site, as shown on the screen, is south of 528 and east of I-95. It's just over 212 acres in size, and
conservation, which allows for consideration of up to four dwelling units per acre. It doesn't currently have city zoning, so it retains its historic Brevard County general use zoning, which was on the property prior to it being

unit development classification. They're also requesting a large-scale site plan and a preliminary subdivision with this. The development program is proposed at 385 single-family dwelling units, and
amenity, a pool, dog park, and a portion of the trail network. And then phase two will be the remainder of the dwelling units, which is 200 homes. So in terms of the history, the states back to

Brevard County challenged that annexation also in 2004. And then in 2005, there was a ‸ proceeding development agreement with a prior owner, which would allow for the annexation in exchange for development rights in city services. uh
that pre uh preceding development agreement, uh as I mentioned, was, uh you know, proffered to annex the property uh into the city. The city agreed to provide police protection, fire, solid waste, wastewater, all city services. And the future land use map designation was supposed to be consistent with low and medium density residential, which it ultimately ended up becoming, uh and then they were

or the PUD, which were here this evening as a PUD. in 2008, there was a, the settlement agreement between the county and city, uh additional compatibility measures were put in place at that time, which essentially required a maximum of
and allowed for 600 dwelling units on the subject property there was some minimum size requirements for each of the individual units and then a requirement for the developer to pay for traffic calming devices along James road. And if you'll note, if we can go back to ‸ slide just one second, there was a piece of the property that

this was the 2002, uh site plan that was in the settlement implementation agreement reduced the unit count down to 418. um you know with the reduction of acreage came a corresponding decrease in units. and then there were some other requirements for amenities, such as

uh and specific um design standards for each of those. uh also required some street shape, uh improvements and, enhanced entry features. So just running through our findings, we reviewed this for consistency with the city's comprehensive plan, land development code, and all of those prior agreements. uh

the settlement implementation agreement, which was 418, so they're at 385, and they're providing amenities consistent with those prior agreements. As I mentioned, the amenity package, they are required to do a clubhouse enclosed under heat and air with the pool. That's on their plan. Park, Totlock, Dog Park, Trail Network. They're required to use stone, brick paper, stamp concrete driveways. That was a preference from the city, which they've agreed to do.
So in terms of finding number one, uh departure of the proposed PD from the surrounding areas, we just noted that it's consistent with the underlying future land use map designation, which would allow for consideration of up to four dwelling units per acre their gross density is 1.82 dwelling units per acre which is less than what was approved in the settlement at 2.3 and then they designed the ponds and open spaces to provide a buffer from the unincorporated Brevard property to the south and to the east. You'll see the wetlands and the ponds on those locations in the project. Finding number two, compatibility. Many of these things came directly out of those prior agreements. The cap on units, minimum home sizes,
There's a prohibition on access from Friday Road. All of the access comes through what's known as the James Road extension, and they're also required to do traffic calming devices on James Road. Finding number three is regarding erosion, and they they have drawings that are signed and sealed by a professional engineer.
Finding number four, moving on, uh is a public facilities finding. uh So we did a full uh concurrency analysis in the staff report, uh and it's been determined that there's capacity available in the Brevard uh public schools to serve this project. There's capacity available for wastewater and water. The drainage is consistent with the city's requirements and the water management district's requirements. uh And the recreational amenities proposed are uh in excess of the level of service standards for the community. uh And transportation capacity is available. uh Finding number five uh is open space maintenance. And in this proposal,
will be maintained by either ‸ CDD or an HOA as applicable. So that's consistent. Finding number six um is the phasing finding. So they are proposing two phases. uh Both of those phases have sufficient infrastructure to support the development program. The main amenity is going to be in the first phase. So that's going to be the kind of flagship amenity in the community. And then we've also added a condition that requires the amenity completion prior to
So those will be in place as the community is built out. uh Finding number seven is the adequacy of private or primary streets and thoroughfares. uh There is capacity available on the surrounding road network. uh ‸ State Road 524 is expected to exceed capacity at build out. But it is exempt from concurrency and designed for the widening of that facility uh is in the
um James Road, this is a late addition. James Road was previously contemplated to be owned and maintained by Brevard County. uh That has since changed in the last week. uh The applicants received notice that Brevard County will not own James Road.

I should have clarified the James Road extension. So just the portion extending uh west from Friday Road to provide access to the community. That's all we're discussing. Thank you for that clarification. uh We talked about finding eight, finding number nine, uh a departure from standards that are otherwise found in conventional zoning districts. They are preserving 34 acres of wetlands.
And there's a projected increase in ad form tax revenue. Number 10 is conformity and compatibility with other plans that are approved by the city. So as conditioned, it's consistent with a comp plan and it's consistent with all those prior development agreements and the PUD code requirements. And then finding number 11 is compatibility with open space. And as

mentioned, you've got a full trail system andamenity center dog park, park and tot lot. They preserve some wetlands on the south and east side of the property and it's above above and beyond code. The requirements from the agreements exceed those required by the city's code. So in terms of the recommendation, um we are recommending approval with a number of conditions. The first is it's going to comply with the plans that were provided to staff. uh Number two is the timing of the amenities. So that's the condition which requires those amenities be in place for

‸ a few uh outstanding comments that were issued by staff. applicant just resubmitted yesterday to address those. So they'll need to get staff sign off on those last remaining issues. uh Condition four is the clubhouse has to be under heat and air, which is a requirement of the previous agreement. uh Condition five is the uh driveway construction of stone or brick pavers, also requirement of a previous agreement.

nature play space, and it's under an existing oak canopy to provide shade. We have a main amenity center in the center, as Eric mentioned, and that's within phase one. And then we have a couple of other small pocket parks.
um This is the large city the large park that's located in the upper right hand corner it's 6.28 acres that will be uh owned and maintained by the homeowners Association. The nature play space is really a different type of a playground than you would typically see in maybe a city park or another community. It's really based on exploratory play and using recycled materials. um And then our last initiative is
is the main amenity site. As was mentioned, there is an air-conditioned clubhouse, a resort style swimming pool. There's a playground here that has sport court or sport nets and then a dog park that has dog park ‸ amenities.
That's an example. The photo is actually an example of one of the amenities that we've built in another community in Lake County. And then on the bottom left hand side is just a quick rendering of the clubhouse elevation showing that it will be air conditioned space.

We use the roads to walk. And we all, you all, want to add traffic. That the city would allow a high density community. And that is really what this is.

This is outrageous. Experience informs everyone here in this room. There will be 800 to 1200 more vehicles on those two roads, Friday and James. Experience informs us that that means 16 to 2400 more cars or trucks or whatever the heck it is. Everybody's driving. We all know we have more than one car. That is our walkway. That is our roadside. So we see a planned site to have a dog park and trails and that's all wonderful behind these gates. Meanwhile, we are losing our ability to walk or ride along our roadsides.
of life. For those who plan to buy into the proposed site, which is beautiful, I get it. It is lovely. They will discover that they are actually locked in. Their gates behind which they will live, that's where they will have to stay because they will not be able to get out there because they'll have to be in their own armored car to ride on the road. You can't walk on it. That's what's going to happen to us.
They're immediate noisy neighbors. So I implore you before I finish to please rethink this. Reconsider, regroup, recreate. Let's find a way to get to yes that's somewhere in between this.

be redundant. And I guess in this case it just can't be helped. um But some of the other issues that haven't been spoken about in some of the other even previous meetings is when this housing development, if it starts to kick in and go on, another issue will be by ‸ time it's all done, we're going to have an issue on that entire area, Friday Road, James Road, Rayburn, all of it, with golf cart problems. The golf cart population will increase. So as that goes on, ‸ something needs to be think about to try to have some kind of policies or something to curtail that, or else we're going to be a
When that development, if and when it starts, that's going to increase tenfold. Even if you build that access on I-95, they're still going to use that way. I have none against dump truck operators. But they fly up, literally, it's almost like they think they got wings whether they got the full load or the empty load coming up and down Friday Road, you know, and they're just not doing it. lower the curve number, the more grass and wetlands there are higher the curve number, the more indicative of flashy um high impervious areas. um So this job site typically has curve numbers that are ranging from 69 to 84 to 84 um Yet the the percent DCIA percentage used in the BMP analysis is uh zero. And the house where I grew up in on Cox Road, my um my brother's daughter and his grandchildren live in that house, so we have four generations in that house. When I was 12 years old, my husband moved my next door neighbor a quarter of a mile down the road from where I lived, and we have four generations that live in that house. My concern is not just with the schools, because my daughter is a principal, not just with the traffic, because the traffic is a lot more horrible now, because a lot of people that live on Friday Road come Cox Road so that they can actually get onto 524 ‸ because of the traffic that they have at the end of their street. I don't know. You'd have to ask him. He was getting into much more technical detail than I, um then I'm, ‸ not a civil engineer. Our civil engineers here. If this, if council has ‸ questions for him specifically. Okay. um
well, that would be a good one, but the, the, BMP analysis that he referred to, I am more familiar with that because the, the stormwater regulations are. ‸ being changed as a result of the clean waterways act and they have yet to be implemented. They have to be ratified, um hopefully, this year by the legislature. And that would um change those numbers quite a bit. Because you'd have to be treating more for the nutrients than nitrogen and phosphorus more. um I think i my concerns are, well, the drainage with the reduced wetlands. um I am concerned that the neighborhood's already flooding and they haven't cleared anything yet. So we know when we take out the trees and the foliage, the absorption, well, we're changing it. um And hopefully engineers that know a lot more than I do have got that magic recipe. But I know that whole area is surrounded by water now. um Because they're the two ponds, right? it would be just north?

makes a decision, often other cities will follow. And so we are a family owned and operated business. My sister and I own it. um We also are our own uh a healing center right next door. And he says, he talks about how much his life has improved. from it And it's just exciting for me to be able to participate in that.
to come to my bar and be able to see that it is a home environment. um Because of the implication of, uh you know, what's being stated here, it kind of implies that it's not. um um And so I'd just love to um educate on the subject, because it is fairly new here. However,

‸ and the beautiful thing about the benefits of some of the botanical teas is that it kind of takes down that social barrier. So when people have addictions often it's because they can't make the social connections. And so they look for those addictions to help them because of the the inability to make them. However, you would our bar is a non-alcoholic bar and I don't know of

so that you'll see people start becoming more sociable. So that when they make the social connections and it takes away their inability for that, they make the social connections, and then they have that social connection. ‸ it is a very wholesome environment that we have um established. We also have a healing center right next door that offers different modalities of healing with um with the red laser therapy as well as hydrogen, um the inhaled hydrogen gas. um So it's a great modality that goes together with our bar, more of a holistic approach, a whole leaf approach
look at the scripture, the leaves of the trees are for the healing of the nations. And here this is a leaf and it's getting such a a pushback from it, which is as a disappointment to see that, how much the people have struggled to keep it where um maybe a larger corporate interests would like to dissuade it. um

Um, I just want to remind the council that overall, ‸ and I think the chief and I cringe every time, uh, we start talking about the crime rate, uh, and there are certain highlights presented there. Again, we continue to have a overall decrease in our crime rate. So, so, um, as, as we up on the day, I said, talk about what the crime rate is. I just wanted to make you

And so, and so the reality for the city is, is that our crime rate is overall crime rate is down again. Just wanted to again, reiterate that, um, you know, in terms of 524 and you all again can be very proud of this.

program, which is an ongoing process that is used to allocate funds for priority transportation projects for the next five years. And so, and so we know that the design is going to get done somewhere in the next five years. Prior to it actually being placed into the program. We, we couldn't tell you when the design was going to occur, you know? So, you know, councilwoman costs is, is correct in saying, well, we don't know when, when ultimately a project is going to happen. We do know that there's some acceleration of that because again, the design is in their five year work program. So just wanted to, to highlight that for you guys. I sent out earlier and I don't know if you all have, I had a chance to look at the email, but
you guys wanted to explore the possibility of, of, uh, getting that back or getting that from the county. The county is actually taking that action tonight. Thank you. You, you all will have 30 days, uh, from the notification to, uh, either say yay or nay to the conveyance of that. I'm going to give you the pluses and minuses associated with that. And so, and so we'll probably bring that back.

I know he can't give us seven plus million dollars and I'm sure we're going to have, you're going to give us multiple ways to maybe address this. I don't know if it's going to come to through Tiff, through the CRA, whatever the case may be. But I think, uh, if we can be proactive instead of reactive, because it's a lot of scenarios attached to its current condition right about now.
And the, you know, right now it's the counties and so they have all of the liability out on all. They have a significant amount there. I'm playing attorney here.
