Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
189 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 12 voices separated from the audio.
9 short machine repair(s) (13 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 91.9% of 7,444 content words.
Dotted words (173 places) are ordinary wording differences: hover or tap to see the other reading.
189 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Almost a year. So I'm here today to walk you through the draft CRA plan. So we'll start with an overview of the project that we were hired on for, how we developed the plan, the strategic framework, and the projects and programming that we believe are going to be most beneficial for the

and Ryan and Charlene. From there, we move into data collection and analysis before conducting the community engagement section, which informed the development of the plan.
year and sent to city departments for revision, and now we're presenting to you as the draftdraft CRA plan. so this is the approach that we took in developing the CRA plan. It's a four-phase approach, which starts off with collecting and analyzing both qualitative and quantitative data and the public input that we received. The qualitative data we look at begins with doing a site tour and reviewing previous plans, as well as our findings from the stakeholder interviews, the workshops, and the project website results. We then use quantitative data to inform and support what we heard and saw on through GIS mapping, pulling demographic reports, looking at our public website survey, on the transportation network, the real estate market, and of course the
Flag: numbers, amounts, negation or names differ between the machine readings · 00:05:12–00:05:13 · unresolved: the words are not shown (unclear audio); listen to the recording
where we piece together the information we have and look at where those gaps are, confirming the framework that we developed along the way with Ryan and Charlene and staff. And then finally, we move into developing the plan that you have in front of you. So we all know that if it's not in a plan, it can't happen. So
target efforts, but broad enough to be flexible in the case that funding and resources become available. So really tried to focus on realistic and effective implementation. So if you want to follow along, this starts on page 13 of the plan. We began our data analysis phase by reviewing previous plans and pulling key information about the CRA

understand what we were dealing with So reviewing the 2022 CRA plan allowed us to better understand the community's challenges and goals The waterfront district master plan gave us an understanding about the various sub districts within the CRA ‸ And then the sustainability action plan and resilient cocoa plan help us
Flag: numbers, amounts, negation or names differ between the machine readings · 00:06:33–00:06:36 · unresolved: the words are not shown (unclear audio); listen to the recording
And their sustainability goals and then of course we have the 2017 parking study, which informed us where potential parking locations could be. Our own data

Which give data on demographics housing and economic trends? And then we looked at regulatory context of course flu zoning and existing overlays as well as utilities and transportation service capacities So towards the beginning of the project we published an interactive website with updates about the project a survey and ‸ an interactive map comment board This website was active for four months for the public to interact with and leave their their input

being in September and then the second being in October in both open houses We gave a presentation about what a community redevelopment area is how tax increment financing works and then a little
Flag: numbers, amounts, negation or names differ between the machine readings · 00:07:44–00:07:46 · unresolved: the words are not shown (unclear audio); listen to the recording
‸ In the first open house we had a broad open ended interaction board series of boards Which was to just gather initial input? Whereas in the second open house the activity was a little bit more focused on what we had heard previously And allowed participants to vote where funding would be allocated in a hypothetical sense
the CRA And then we ultimately developed these five goals to help lead the CRA's efforts moving forward So we looked at you know previous plans existing conditions analysis the SWOT public input
us these five So these goals are investing in place making initiatives improve connectivity diversify and improve housing stock Foster sustainable economic development and then strengthen resilience So Looking a little bit more deeply at these we have First goal invest in place making so those were things like creating more opportunities for the community get involved in place making efforts Creating more parks and pedestrian plazas and providing wayfinding and signage throughout the CRA Which is going to be particularly important with the potential bright line station coming in The second goal was improve connectivity This involved things like enhancing the pedestrian experience and street streetscape safety
and incorporating those alternative mobility options To help facilitate people that are using the bright line to get into the cocoa CRA and throughout the CRA So this is of course hugely beneficial to even your local constituents as well Third goal was diversify and improve housing stocks so that included things like restoring underutilized space on the upper level of buildings encouraging live work units, and then particularly in the heart of Cocoa Subdistrict
diverse set More diverse population including young professionals dual income no kids and of course families So moving into that fourth goal we have fostering sustainable economic development this included things like doing pop-up locations for local businesses and hosting entrepreneurship incubators Activating the waterfront by offering activities such as rental swamp boats and kayaks
And then last goal was strength and resilience which of course involves bringing in resilient specialists and Consultants on how to strengthen the CRA in the case of storms and flooding
Flag: numbers, amounts, negation or names differ between the machine readings · 00:11:21–00:11:23 · unresolved: the words are not shown (unclear audio); listen to the recording
And the city's contribution and that's how we came up with our projections and with that we formulated a five-year budget worksheet Which incorporates those proposed projects and programming And so
framework that it tries to accomplish or work towards What sub-districts it is meant to be implemented in Estimated cost kind of a range and then potential funding sources as well. So giving you a lot of options there And then with that we also created a map to kind of visualize where all of these targeted efforts are going to be And we focused on two areas so Our first conceptual opportunity project is the transformation of harrison street into a festival street Which creates a beautiful pedestrian connection between the waterfront and all of its future activities With the existing historic cocoa village. So the conceptual Master plan features street lighting outdoor seating decorative murals
Flag: words were replaced by a machine repair · 00:12:54–00:12:54 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
already going on And then the second one is a renovated gateway plaza right at the foot of the first baptist church This conceptual opportunity project features an expansion of the green space with additional seating and pathways ‸ Reorienting the parking to be parallel parking to really make it more of a pedestrian area slow down traffic and you know Get people to want to stay in that location and then embellishing the area with more landscaping and lighting So that's all I have for you guys today. I hope that was informative and please let me know if you have any questions

as far as it's an idea that would obviously be expanded on as we Come up with it with that vision So this is just a conceptual plan development that of what Inspire believes would be the best use of the space and And the best possible nature obviously if we as an agency made a decision to To go that route there would be a significant more planning and design that would be taking place in order to determine parking loss Food truck use all of that. There's that would be a that's an extensive planning Um adventure that we would be taking on so this is just a conceptual plan as you know, this is a plan that's in motion Okay, thank you

um through our analysis, We weren't trying to come up with you know reinvent the wheel We're really trying to build upon what's already here and makes the most sense with You know all of the various priorities that there are and you'll see them in that list Um on page 45 and 46. So there's multiple priorities. Uh,
Laura the the festival street is not It's not something that happens every day. It's not It's not food trucks there every day, but it is a reconfiguration of the street To allow for that type of activity.
it right on the nail. It's it's definitely not to have um I mean if you wanted to have permanent food trucks, I don't think that that would be a bad thing I think people love you know food trucks all the time You know in the city of tampa, there's definitely permanent food trucks as well
Flag: numbers, amounts, negation or names differ between the machine readings · 00:17:46–00:17:48 · unresolved: the words are not shown (unclear audio); listen to the recording
a somewhat limited use of food trucks there unlike unlike the big cities But but again the concept is to do some reconfiguration of the street so that you can have these uh These uh festival type events uh special events there. So just wanted to make sure that you guys were clear on that

cra in my mind at the same time, but you know what This really opened my eyes on what goes on north of willard street I'm thinking warehouses and then I'm looking at the maps and going oh crap that's in the cra
it's so I have to say that as far as that goes I'm I'm kind of excited about some of the possibilities But I do have to Yeah, I was curious about this festival street thing too, and I just wondered was that something that the Public came up with or is that something that you guys came up with after talking to the public? You know what I'm saying? It's
any customers in cocoa village saying Get rid of some of the parking because we want to play in the street I Anyway, um What does this mean or what? Y'all know about the legislation that's been going on if if that passes we can't do any projects So what does that mean? What how do we get excited about this and think about things and and do things and then all of a sudden have the rug pulled out from under us? What's happening with that?

I just wanted to ask how we're handling the waterfront Because as I looked at some of the suggestions It mirrors pretty much what we had already approved in 2018 And I know that you cannot add It's like I need to throw everything in because once we approve this we can take things out, but we cannot put things in
Right, but once we approve it is what i'm saying like we you know a couple of months from now when we look at the final But this is not there's no priorities here. This is a concept Okay, so We can still add on correct
‸ Yes, ma'am, we have that collaboration with the city manager and staff members as well Okay, and mrs. Martinez has a voice in the matter too as well And in

would not give ‸ the city an easement to do that connection along the river. There is an easement, however, from the main marina ‸ where the city and the agency have that easement for the boardwalk that connects to 520, and then you have to go on 520 to get the connection underneath the bridge. That There are ‸ easements there, but that was all the city could get many years ago.

you the most flexibility possible. And so if you go back and Laura, you, you correct me if I go off the rails. If you go back to page 45 and 46, you see that they have a proposed project, the strategic theme or framework, and then project descriptions. And you'll, and you'll see that the proposed projects are very ‸ broad and they're descriptors.
but, but again, what they tried to do, um, from a strategic point of view is give you the broadest language. Um, the broadest descriptors that they gave you the flexibility to, to then drill down on specific projects as you guys see fit. And again, Laura helped me if I'm, if I'm not articulating that quite, quite right.

was about, uh, Derby street chapel specifically. Um, and I believe you mentioned the, was it the St. Mark's Episcopal church? If there's any edits that need to be done for accuracy in the report, I think we're, we're able to do that for sure. Um, but page 23 is just a part of the existing conditions analysis. And so there's, um, ‸ not necessarily proposed projects on those, you know, specific places of worship or anything like that.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:35:14–00:35:16 · unresolved: the words are not shown (unclear audio); listen to the recording
Okay. Um, I'll just focus then on the, um, the matrix here. Um, the architectural guidelines. Did you, were you given the ‸ 2020 guidelines that I don't think we ever, you know, put them in a place, but we had them developed. Did you see those? And would that be the basis of developing our architectural design standards?

don't know if that, that was ever presented to the CRA, but, and I know Laura's too young to, to know, but some of the staff that is actually, that are actually the principles that inspire were the staff that worked on that. And so that would be another re-engagement to actually either finish up that ‸ product or to start anew on that. But again, the plan does address architectural standards. And so, so we're either starting over or we're trying to hire somebody to pick up that and finish that.

So if you want to go back in time like you do when you go to the circus and you see the three-ring circus there, you get the feeling of going back to a place of calm and tranquility, moselling along on the Indian River, running parallel to it. And to me, you're running about 25, 30 miles an hour.
