I. DELEGATIONS:
Brad Whitmore discussed having a dinghy dock on the waterfront. He brought
photos for the agency members to look at which showed the damaged T docks
on the waterfront as well as an area where he is proposing we put 2x4s from the
bottom to the top of the seawall cap. Though Mr. Whitmore does believe that his
idea would meet DEP standards and have low impact, it has not been vetted so
staff are not able to discuss the feasibility or the liability of the work he wants to
get done. There is also a plan already in place for the Day Slips project and
since we were given grants for the work, we would need to go to the grant maker
for permission to make changes. Director Neuterman also explained how the T
Dock project is different from the day slips, so we will put in for the FIND Grant
again when it becomes available. The Chairperson recommended that Mr.
Whitmore coordinate with staff and asked if there was going to be some sort of
barrier in case there is a storm. Director Neuterman answered yes and it is part
of the revetment process. He also wondered if the new docks would be
retractable to which Director Neuterman answered no that they would be
permanent. The City Manager added that this will be a different design than
before.

1. Request Agency approval of a Resolution Amending the FY26 Budget, BAF#
26-050-T to transfer funds of $338 budgeted for training to cover insurance
overages for the Cocoa CRA.
Chairperson Blake read off the description of the action item and gave Director
Neuterman a chance to speak on it.
Director Neuterman explained that the CRA ’s have insurance requirements,
and we budgeted less than what the premium was this year, so we need to
correct that. The Chairperson made a motion, and it was seconded by Agency
Member Hearn.
* MOTION by Chairperson BLAKE; Seconded by Agency Member HEARN to

3. Request Agency approval to provide an extension to 360 Development Group
for 60 days to allow for a completion of the hotel deliverables needed for a
Development Agreement.
After the Chairperson read off the agenda item , he stated that if you are not
sure of something to go straight to the source. He then opened the floor up for
the City Manager to speak on the item.
The City Manager began by saying that this item is not necessarily for approval
from the agency members but instead to acknowledge a 60-day extension that
can be provided by him with the agreement. He then explained that this
extension is needed because the City experience d technical difficulties
preventing staff from reviewing submittals by the applicant.
Vice Chairperson Goins wanted verification that it was not the applicant who
requested the extension. To which Director Neuterman responded that it is the
City that is asking for the extension and that the applicant is ahead of schedule
and we may have been on phase two if not for the technical difficulties. So, we
are moving way ahead.
* MOTION by Chairperson BLAKE; Seconded by Vice Chairperson GOINS to
approve an extension to 360 Development Group for 60 days to allow for a

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
192 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 10 voices separated from the audio.
13 short machine repair(s) (17 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 86.7% of 4,410 content words.
Dotted words (105 places) are ordinary wording differences: hover or tap to see the other reading.
192 passages (34% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:02:26 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

We also lost the dinghy docks which has hurt the community in terms of being able to attract cruising voters Why do we care about that? Because these are people typically that have expensive boats disposable income They're out having fun They're looking to go out and explore Dine Shop Have an adventure They're looking to create positive memories We have a great place to be able to do that It's a year-round cruising ground The ICW goes right out front With boats going by all the time that are these cruisers And in the snowbird season we have a mass migration

completion of the hotel deliverables needed for a development ‸ agreement. Now, let me be first to say, I know that there are some issues floating out there in social media. But sometimes when you're not sure, go straight to the source. um you're accessible to them. Utilize their services. so that when you make a decision, it's well informed ‸ your decision is accurate. Because sometimes, you know, the old famous saying, um one side of the story can leave the room before the act and go around the world before the actual truth leave that leaves that room. And my concern is, is that if you're going tosay anything about it, talk about the information that was readily available. um I know that they've been working diligently um
also in a wholesome, fundamental way. And I believe in the 360 organization, the 360 development group. And I will stand beside them, with them, so that we can finally get some great things done here in the downtown area. So please, I'm like James Brown, please, please pick up the phone and talk to the proper personnel. And I know you have

that's not on the developer. That is, a city issue. And so again, as we've outlined in the, agenda report itself, those technical issues begin in the middle of February or actually late February and cause us to lose some time in terms of what we could review from the submittals, um um by the, uh by the, uh applicant. And so again, Mr. Chair, if the if the if the um the agency would just acknowledge the uh 60-day extension that's being granted.

Just this is for me, so I won't get cussed out tomorrow by several individuals that's called me all day today. um The applicant is not the one that is asking for the extension, correct? That is correct. Okay. um that That's most of the phone calls I received today was, I think, the assumption, because again, like I talked to city manager today about, because of what we've been through in the ‸ past, um um it gives everyone heartburn.
