IX. ADJOURNMENT
An agenda lists what was scheduled. Whether an item was approved, amended, tabled or not taken up is stated only where it is verified above, or once the minutes are on file.
The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
203 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 12 voices separated from the audio.
13 short machine repair(s) (15 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 91.5% of 8,784 content words.
Dotted words (169 places) are ordinary wording differences: hover or tap to see the other reading.
203 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:02:04 (9 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Okay. Next, 2-2, approval of the minutes of the regular meeting of the Diamond Square CRA for September 21st, 2026. If everyone hopefully had a chance to take a look, if you can glance over. And then I'll take a motion for

Okay. Okay. We're going to call the motion. All in favor. Aye. That's unanimous. Next on the agenda, we have the delegations. Do we have any delegations tonight? We

whenever that time is going to be, I would like ‸ to know if we are ever going to do something with the old Jolie Smith with this influx of our new train system, ‸ our housing, and our parks are going to be inundated with people, visitors, and such, and
Flag: words were replaced by a machine repair · 00:09:19–00:09:20 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
But I'm not sure if we have the lighting, the proper lighting around Jolie Smith done properly yet. Because when that does not happen or they go in this week and then the weekend the lights are out, then our homeless guests, we call them, they kind of congregate around the area and
the things that was cooking. And they told me about it when I went to go volunteer last Tuesday. And they said, we was over there cooking. I said, you was? And she said, yeah, we had some chicken and rice. And
And he asked me, he said, I want an onion and some, I need it, Miss Nita, I need an onion and some butter. And I said, what you going to do with that? And he said, there's a hookup at Jolie where you can do your phone and
I said, oh, okay. And I kind of left that ‸ alone and kind of, because they talk to me freely about anything because they're up and down my neighborhood. So just my two issues is Jolie. I want something done as far as, I want to personally reach out to his daughter because I know her from way back when.

We're going to start. I'll start with ‸ that. So the city has requested through several different iterations through the state for funding for the old Jolie Smith Center, which
We are going to continue to request that funding. We requested $2 million in the last two budget cycles and did not get any funding out of that. And we'll continue to request that. That is the minimum that is needed in order to bring the building up to code. And that's just to get it to code to get to start doing anything else to it.
as potential mold, mildew, and asbestos that are in that 55-year-old building. And so we have to go from step by step. And any funding we can get is going to be good funding. But right now, the $2 million is just the bare minimum to get us to code.
But we're working towards ‸ that. The electrical issue that Ms. Gibson noted about the people cooking, that is being addressed by Public Works. They should have already, if not, have already placed boxes that are locked so that the power outlets are not accessible to anybody on the outside of the building. And so that is being worked on to make sure that is addressed.

But talking to the chief, he changed my mind frame on it. And so if we want to remove the issue, like she stated, then you have to remove that resource. And sometimes bad things stop good people, too, sometimes.
Same process where we had a lot of the power outlets underneath the pavilion that brought a lot of homeless, which ended up bringing drugs, which ended up bringing a whole bunch of other things inside of that

plugging up other things for tents, things of that nature as well. So we'll see how it goes. Mr. Brown, I know he was definitely an advocate of the issue because you got voting coming up. You had so many people outside of the Jolie Smith Center. A lot of the

it was a big issue. But police said that they've been doing a lot of surveillance at 1 o'clock, 2 o'clock in the morning, and that has slowed some things down, which we know it's not going to stop everything, but they're going to do their best job that they can to make sure that it's safe up there. So
porches. So that's something that I did notice that yesterday because I just noticed that it was two people that don't live there, and they were hanging out on her porch. Wow. And they were plugged in. Wow.
So I would encourage everybody here and everybody listening that if that, if you encounter that, to please call the police immediately because that is a concern,
with the power boxes, and we had to lock all of them up because the ‸ unhoused were going and plugging in their phones, their electric bikes, their electric scooters, and all of that on all the charging boxes that were throughout the park, which included the park where the playground is where the children are.
we've been addressing that over the years as well. So it's unfortunate that we have to remove a service, or at least an electrical service that can be used for events and everything to stop that, But we want to protect the residents and the visitors at the Dr. Jolie Smith Center at the same time.

it drives out all the darkness, and football program is no longer there. Now they're getting more comfortable, and now you're back to 15, 20 people up underneath the pavilion when that wasn't the case at one point. And so, you know, the community got to do, in my opinion, I taught Pastor Jarvis about this as well, we got to really increase events in the park, which could be kickball games, it could be flag football, it could be whatever it is. We need to host the events like the churches used to do back in the day. We used to do all kinds of basketball tournaments and things of that nature. We have to take our park back.
if we don't have any events in the park, it's going to turn into, you know, what it is kind of trying to get to right now. So I just wanted to make that statement.

The first action item tonight is to approve an application for the agency's paint grant program in an amount not to exceed $1,500 for the property located at 722 Carissa Avenue and to authorize the city manager to execute the paint program agreement. The property owner, Mr. Nash, submitted the paint grant application and staff have reviewed the application and have found that Mr. Nash's home is eligible to receive the paint grant in an amount not to exceed $1,500. Staff is available for questions, and Mr. Nash is in the audience if you have any questions. And I will add that Mr. Nash is a city employee and has

All right. Motion approved. Next. The next one is we have received a beautification grant application from the same address for 722 Carissa Avenue in an amount not to exceed $750. Again, the owner is Mr. Nash,
he is requesting a beautification grant, and staff has reviewed the application and found the applicant eligible to receive a grant in an amount not to exceed $750.

that should be at that meeting if we get some partners at that point who might want to join in and gather in the digital information. That would be, we were looking at the Friday of Dr. King's holiday, that Friday.
My brain is not working that good tonight, so I'm glad you guys are helping me. Yeah, at the museum. Okay. I was thinking, too, that we could invite some people who we thought might be good partners to join us at the information meeting. When I say a partner, I'm not seeing anyone who,
mind that would join us as maybe some, quote, ambassadors of the program, us being the gatekeepers, so to speak, and then the partners being ambassadors. I'm thinking of someone, you know, if we do it at the museum, I was thinking of Alliance for Neighborhood Restoration as an ambassador of a program that could come in and assist. When we do have the harvest day, where they could be greeters or something through their programs that they have there, they're familiar with the building. And I know that ‸ Alliance for Neighborhood Restoration originally, I know there's a lot going on when it comes to the kids, but I didn't make the last meeting, but I understand they're thinking of, you know, reaching a larger ‸ audience. So that might be something that would be of interest. I know also they've been very involved. When they first started out as an organization, they started out as more of a cultural organization. They got later into the PAL program, and I think that had to do with, you know, how do we survive more so than anything else, but PAL is a good program. But ‸ I do know ‸ there are people there who have experience with handling ‸ these types of events and would know, you know, how to handle guests that would come in and assist whatever we might need assistance with.
So it has a lot of different aspects of it that we could probably do as time goes on. We do need to maybe next go around in our November meeting, think about who are we inviting to come and share their history with us. What type of how do we want to start it? What organizations we want to do invites to? Or do we just put out a blanket invite? It would be good to target the invites. I noticed I just went to a conference that the university does a

Square and how it relates to the rest of Cocoa. It's just, I mean, it's right there. Downtown Cocoa is right there. So how, through the years, ‸ how has that changed for us overall? Has it been a good thing or a decline for us as far as our community is concerned? But there are a lot of different ways we can focus. You don't have to just say all of it's oral history. All of it's just pictures. It can have theme-oriented sessions.
This next month we're looking at, you know, something else. You know, because we're trying, in the long run, we're trying to, to me, I think what we should be doing, and this is a goal that I personally have, but it should be an overall goal for us all here as a board, is to make sure that people know our total history, not just one part of our history.
‸ know all about Grandma and what she did and how she affected the community. But it's also good to have ‸ what buildings were in the community, what people remember about those buildings, who's still alive, family members, what do those pictures look like. There's just so many different ways we can go with this project from month to month. So, I mean, we're not paying the school for any of this. The school is doing this because this is what they do. And they do a very, very good job. And they bring in all the equipment and the students, and they take it back and make something that we can say we digitized, you know, and we made the record. If you want to know about Diamond Square or

do it, that would be great. Then I can pencil that on in with the school, and we can go from there and then start thinking in November what should our main topic be and who do we want to invite.

if we can kind of tie it down, that would be a good thing. And we can start on how do we promote it? You know, both being very important months to the community. January around Dr. King's holiday, lots of things are going on. And February, the whole month, you know, in particular, is Black History Month. So, I mean, we got some hashtags we can put on it.

So it can't be on a meeting? We would have to have a full meeting, a full scheduled meeting that would have to be on the calendar. And it would have to be advertised as a meeting. Both times? Yes. Every time we do a hug?
Just like we had to do a notice for all of you attending the FRA conference this week. Okay. And that four of you are driving in the same vehicle have to be noticed. So that is required by statute to do that.

I didn't want it at Jolie. And I'll tell you why. I'll tell you why. That meeting is really for us and any partners so that they get a chance to kind of understand. We get a chance to understand what their obligation is to us at that point.

Right. Right. So then would December be an option? I just, I do believe that it's going, it's beneficial to be able to get... Jolie is where they come, they don't come here. Yeah.
let's make this an agenda item for next month to discuss all of these so we can iron everything down for January. Right. Bring back your ideas on what you would like to do and we will work it out at that time.
want... I do want to say that it would need to be at a place that, you know, audio visual is available. It would need to be because how can you explain how you're going to do it if you can't show them how you're going to do it? You can talk about it all day long. But until people see it visually, they see the importance of what you're trying to do, then you're not going to get that point across. You're not going to get that point across.
So the first initial meeting is the school coming in to talk to us and we get ‸ everything out on the table. And then after that, we present it before the community. Right. Okay.
And so for November, we cannot bring them in. It has to be strictly a Diamond Square meeting for the November. All we can do is just talk about what we want to do and then we set up another date for...

Was lacking in many years on the Diamond Square board that we didn't have the support that we always needed in order to make those improvements that we have.

say that with the help of Mr. Goines getting the enthusiasm back ‸ with the residents and getting everybody wanting to be a part of this board, we've really made some strides that we haven't been able to achieve over the last 30 years with this agency. And so a lot of that I can attribute to ‸ Alex and to our council and to our city manager and to staff for what they've put forth to care about this community. And ‸ I appreciate all of you for caring about this community as well. Thank you, Alex. We applaud you, Alex.
I told y'all many times in the last eight years that I'm proud of this group. The needle has been moved. I voted on each one of you to be on this board. And it was a yes emphatically every single time because ‸ I knew all of you had the vigor and the energy to get this done. And
And so it was easy to be a liaison on this board. Well, number one, I live in the Diamond Square as well, so it makes it easy too. But your passion that you have for the community, it means a lot. All of you took the opportunity to be on this board and took it serious. It wasn't just something to do.
wasn't just to say I'm on a board. Every vote was, you know, it was thought about. It was well. I don't know. I just love the way y'all move. And so I really appreciate all of you. I'm going to be here.
got done in the last eight years. A lot of moving parts. And all of y'all was a part of that process. Even Mr. Brown. Lord knows he got on my nerves. But I'll tell him the same thing all the time, too. ‸ Even a lot of ‸ arguments we had at the beginning, it was worth something because he cared about it.
But I learned to not screen his cause no more. Because I know him and everybody else on the board, y'all really care about the community. And that's really what it's all about at the end of the day. We all need to make sure that we love on the community and make sure that the citizens know that you love the community. And if you show you love it,
That's why we have the landscaping program. That's why we have the Upstart Cocoa program. All these programs that have been established the last eight years, it has really, truly moved the needle. And so I just wanted to let you know that. And I'm proud of each and every last one of you guys. For real. Seriously. ‸ But I'll be back at some point. ‸ And I hope to work with you all again. I'm probably going to jump on another board somewhere else. Somebody else asked me. Somebody in the back. Back there. So

And the other one was the branding for the Diamond Square that we talked about ever since we went to the St. August thing. Have we looked into that yet?
But I consider Alex family. Yes, sir. I don't think we ever really fell out about anything. And I could call him any time of the night and talk to him.

The thing that I respect so much about you is that you won't bend for the desires of your counterparts. ‸ You care more about the community and the needs of the community than your own agenda, which honestly has always been the community as far as I've seen. And it doesn't matter what feathers you ruffle. If it is for the betterment of the community, that is what you do. And that is the definition of love.
‸ But ‸ that is something that we're excited about. And I am so glad to see you in position because it allows our next generation to see what you need to be doing. So I just appreciate the example that you are as well. Thank you. So
pile on some more. I really, you know, you have always been in our meetings. And if you couldn't be there, someone would always say, well, he couldn't come because.
You've always been a good listener. And you always come with solutions. So that's love, as you say. It's always, if someone comes with solutions, they're thinking about what it is that you're complaining about or praising. So thank you for always being present. Thank you for always giving us an insight as to what is going on on city council.
know, but thank you. And only hoping that those who follow you will also utilize your footprint because you left a very important footprint for the next person taking that position.
Anyone else? Well, I would like to say for the few moments that I actually have met you, Alex, I can say that even as we were out in the public, people always ‸ had something good to say about him. And you don't get that always. And I actually saw for myself that there were people that walked up to him. And he met them where they were. And they had a full conversation. You don't meet many people like that, especially if they were on opposite sides. It's the idea that they respect you. And I respect that in you. I also want to say thank you because you did help all of us get here. I think Brown was the first one.
But I appreciate it. And thank you for the opportunity to be here and actually be a part of this community and this wonderful board that we are on. Tracy, you put in a lot of work. So we can't forget about you at all. You did a lot of work to push. And you stayed faithful when nobody else was. And same for you, Charlene, as well. Like you said, when nobody else was here, you guys were holding up the banner. So we thank you. You saw the future. And ‸ we're here now because of you. So thank you both. And

the growth and everything and the love for Coco. Absolutely. It's in our heart. So just thank you for the opportunity. And thank you, Charlene, for everything that you're doing. But just continue to be involved and help the community.
Yeah. Yeah. If y'all don't know, everybody up there has really been strategically picked out. Right. Someone talked to you and either it was the mayor, ‸ it was ‸ another council member, if it was Jackie, it was Larry Brown, it was somebody.

people. And I stepped down when I got ill. And I couldn't do it anymore. And I refused to be a drag to the community. If I can't help them, I don't want to be there. So when I got myself together and Mr. Brown came to me and told me that there was an opportunity and an opening, I said, okay, I'll do it.
I have been in Diamond Square since 1976. Wow. Wow. Wow. So I am a resident. Wow. Definitely. Yeah. So I love this community. And Mr. Nash is my neighbor.
And he doesn't know it. ‸ I haven't seen him. You know, we're not out. But he is my neighbor. And I do love our community. And I thank you, Alex, for being you and for leading the charge.
