Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
434 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 14 voices separated from the audio.
42 short machine repair(s) (50 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 91.4% of 19,913 content words.
Dotted words (590 places) are ordinary wording differences: hover or tap to see the other reading.
434 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
01:24:04 (14 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

I can answer that question, ma'am. I'm sure we have a, if I may, Mr. City Manager, we can have acreage that could accommodate a hospital right here in beautiful downtown Cocoa.

this area, even if it's on the Cocoa's curve, where the next boom is going to take, I think we are at a prime position to monopolize and take advantage of this golden opportunity. Why do I say that? Proper preparation promotes positive productivity. And it's pleasingly

I did have the conversation, and he was going into a meeting last week, or maybe this week, with the Orlando Health officials there, because Orlando Health requests, I don't know if it's each year, but I know this year they're requesting millions of dollars from the state. And so he
and talk on the subject with either him or the Orlando Health officials there, because, again, we don't, obviously we don't have a whole lot of land, but, ‸ again, we have some possibilities. And, ‸ again, ‸ as we get further into the agenda, I'll tell you why some of the federal priorities are as they are, because it was with that in mind.

Thank you, Mr. Mayor. Yes, sir. We're here as we are each year. ‸ This is the second special meeting slash workshop of the season. Pretty standard form with a couple of exceptions. We have ‸ the contract planners here to talk about the evaluation and appraisal review process. And Alexis will give you more details on exactly what that is. But that's a policy document comprehensive plan document that is, again, a policy matter for the council. And so needed to have that presented to you, get any input that you may have on that. And so we'll call her up. We will again go through the financial update. Mrs. Bowman will do that because, again, I'm a little nervous about what's happening in the economy, what's happening at a ‸ state level.
You guys probably all heard on your way to work stock market and that and that. And everything is sort of upside down at the moment. I'll pass around for you and ‸ I emailed this to Councilwoman Weeks there. I'll pass around the Florida League of Cities, their legislative sort of bill watch summaries that are out there. And again, it's just as there is every legislative session, there's just a lot of activity out there with regards to bills that could negatively affect local governments.
I know city attorney also advises you of things that come on his radar. But again, if you ever want to know, I think they do this weekly at the end of the week. The Florida League of Cities does their legislative bill summaries. And so, so you can go there each week and ‸ see what's happening there. Again, recall that at this second, at the second meeting, we do ask you for council priorities. We always list those as council priorities because although they flow up individually, we are always hoping and need for you guys to actually give some direction as a body with regards to what the collective priorities of the council will be.

But I'm here today along with Patrick Murray and Carol Zepeda, who are planners in our office working on this evaluation appraisal report. And so we wanted to kind of walk you through this project, the process, explain the steps involved and the aspects of the comprehensive plan will be evaluating along with your staff.

Every city has to have a comprehensive plan. And the state also mandates that we maintain consistency with Florida statutes. So it's timely that Stockton passed out the legislative summary and initiatives this year. Every year the state legislature goes to Tallahassee and they have a lot of big ideas.

your comprehensive plan and affect policies that are in that document. Fortunately, the state understands that it's not cost effective for the city of cocoa every year to go from their comp plan to start to finish and try to figure out every little change in those bills that affect the plan. They say you really need to do this every seven years. We're going to give you some grace and understand this is can cost money and time. So we we hit our seven year mark where we are due to demonstrate consistency with state statute. We have to do so by sending them amendments to meet the state requirements by October of this year. So

spoken about this with staff. We really feel it's prudent to really approach this and make the changes needed to be consistent with the state. If there are other changes long term you want to make to your comprehensive plan. There's avenues to do that right now.

So we want to make sure we do that. In doing so, we are going to look at every goal, objective and policy within the comp plan to evaluate for consistency. We'll go through each of the elements and proceed that way. So your comprehensive plan has many elements or really chapters where they divide up the subject matter. There's the one I think you work with the most or see the most as council is your future land use element. That's where we allocate density intensity and land uses to every property in the city. And it's always what's changing the most in the plan. You also have infrastructure. ‸ You've separated your stormwater, your sewer, potable water all into separate chapters under the infrastructure heading.
[00:21:14]▶ PlaySpeaker 8 (introduced as “Alexis Crespo” — machine-transcribed, not verified)
have housing, schools, conservation. So there's there's a broad level of subject matter. I can tell you that ‸ the ones typically impacted by state changes are your capital improvements, your transportation, when they change stuff like concurrency and and items like that. So we were engaged as part of our contract with the city to start looking at this just last month. You did do a light update in 2019. So your last comprehensive plan is dated 2020. The planning horizon or the length of time that plan looks outward is to 2030. Your plan per the state law must look out a minimum of 20 years. So we know just right off the bat, we've got to perform data analysis. Look at your population growth over at least 20 years. We'd recommend doing a 2050 plan that gives you a little bit of fluff. It's a nice round number. And

‸ as part of this and that's really the next the next slide is ‸ get to the preliminary assessment here. So the first step in this process is we ‸ choose the year you want ‸ to plan towards and we're going to look at overall population growth. ‸ Are we getting younger people coming into town where we're going to have stable cohorts moving forward? So we do it. That's what the state likes to see to know that we've all of our policies tie back to that growth. We'll also look at your vacant available land for development. We'll look at available housing stock, the infrastructure available. Is that really is the basis for the amendment?

we go back. So I've touched on that phase approach in terms of the steps in this process. We're doing our research. Some slight adjustments were made to, as I consolidated the numbers and got them all together. And if you'll recall, I had on one slide, a $3 million item for early debt repayment. That was just shown on the fund balance slide.
So you can see the line up here for early debt repayment. So I merely moved the $3 million from an individual line into the line that says assigned fund balance. And I didn't change the total fund balance. It remained the same. I just added and subtracted and the number stayed the same. So I'm presenting this to you to show you what you will get. And you will see from the auditors when they, we

the last meeting, we're very early in the budget process. And so we start out with a very high level things that we know. We know, um, the fire assessment, um, is already built in, uh, increased the stormwater is a built in increase.
The ROI is a calculation based on the capital assets in the utility fund and the property tax increase. At this point in time, we have nothing from the property appraiser. So we're just taking a conservative estimate at 3% to say, we think we're going to get some additional revenue.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:32:03–00:32:05 · unresolved: the words are not shown (unclear audio); listen to the recording
on this slide, um, that we met with the insurance company. And based on ‸ the claims that we have right now, we are fully insured, uh, but our broker is estimating, uh, ‸ increase of about 15.7%. And we had a much more conservative estimate on the last, uh, the last meeting. So we wanted to update you again to show you that, um, you never know. We had seven and a half percent on the last meeting. So it doubled. And that's why, as the city manager alluded to a few minutes ago, we don't really know what's going to happen at this point in time. That's why you try and keep fund balance because you don't know. Um, this is a recurring cost. So we would need to come up with recurring revenue to meet that because as you know, we need to have a balanced budget. Our revenue needs to equal our expenditures and we don't want to use recurring revenue for recurring or non-recurring revenue for recurring costs like medical insurance.
We have, and they've, they've been able to negotiate every year. This, I just wanted to add that they are working on going out to bid on this. And this is largely due to the GLP drugs. If you've seen all the commercials

are big drivers in the health plans. Um, and so now next year, the medical provider or the, the, um, the signals or the, all the providers will be putting more, um, stricter guidelines on the use of those or authorizing them. But in the meantime,
that's at, that's at, again, uh, ‸ my direction, your concurrence, you know, because we, again, we flipped from the self insured to the fully insured that, that generated some, some savings. And so we were able to minimize the insurance increase. Um, but we haven't been out to the marketplace in three or four years.

of going to the insurance carrier and saying, Hey, we're going to go out, give us your best. Uh, you know, so we, we don't feel like that's a strategy that was going to work. They will go and try to, uh, negotiate with the insurance carrier. But again, at the end of the day, I think it's time to go back to the marketplace. and I just want to add that the trend for the weight loss drugs, isn't just for us. And we'll find out more as we go along through the budget process. But again, there are many unknowns at this point in time. And at that, I'll hand it over to city manager.
So again, we, we always come in, into this second workshop, I believe, at least since I've been here asking you for council priorities and, and we got a listing of those. Um, ‸ I think two council members there. Um, and I thought we had a slide for those,

And so again, you know, um, this is, uh, if you will, this is Stockton's list. and asking for the council's concurrence on it. And I can move them up and down the list as you guys see fit or as you guys direct. But what we submitted to them was the 524 widening. We've talked many, many times about how critical that is for the growth of ‸ the city for the Brightline Station. Recall that the city, you guys authorized and directed an unprecedented step in that we gave money to the state to fund the ‸ design and engineering portion of it.
to the design and engineering. And that got us into, that got at least that portion of the project into the five-year work plan. And so, again, we think that that's just extremely critical. If we can get some federal dollars, it's a state road. If we can get some federal dollars in pursuit of that,
Mr. Winton, one thing I wanted to interject on is the State Road 524 widening. We have not paid FDOT yet. As far as I know, they're not ready to go out to bid. Normally, once they do that, they'll request the payment, and then if it costs less than when they get all done with construction, then they pay us back. So they put that money in escrow, but we have not submitted that to FDOT yet. We're waiting for them to request the payment.

African American history and culture. Um, we've not allocated any dollars to that endeavor. But we're going to ask the proposers to submit, uh, a budget for, for doing that activity.

to be consistent, you know, when we put RFPs on the street for a service, there's a budget associated with that service, you know? And so, and so, but again, because, you know, it's, it's governmental purchasing, but it's also, uh, people don't really bid if they, you know, you're serious when you attach dollars to, to the initiative, you know? And let me, let me just, let me just tell you the way the, uh, the way the, uh, the, um, Harry T and Harriet V Moore, uh, home site happened there. There was a, there was a, a committee that was functioning in the community for a number of years. Um, and, uh, there was a state appropriation for the home sites there. And so, so Brevard County just got lucky. And one of the, uh, one of the state
Flag: numbers, amounts, negation or names differ between the machine readings · 01:13:07–01:13:15 · unresolved: the words are not shown (unclear audio); listen to the recording
that. And so we got state dollars to do that. But the management of that facility is parks and rec staff, you know, obviously the county is bigger than us and they can, they
have dedicated staff. And so, so they do have a board, a sort of friends of, uh, board ‸ and I, and I talked with a councilwoman, uh, costs about the friends of, we were most successful in terms of we being the county in terms of fundraising for the library system, because we had all of these friends of. You know, and there was a friends of group for virtually every library in the, uh, in the county. And so, so, so we had the grassroots ‸ sort of effort first, and then the management came second. But again, you know, and I guess we could issue an RFP asking for, um, asking for, uh, pricing for management of the Leon and Jewel Collins Museum. But I think I would do a letter of interest,
request for letters of interest. And so perhaps maybe not necessarily having to have a budget associated with it, but it's seeing at least if there are any, uh, organizations, not for profits that would be interested in the endeavor. And so I would just simply say, if you can amend or modify or redo your motion to say a request for letters of interest, and then we, we can sort of step into the, are there organizations ‸ out there that would be interested and see how many are out there. Um, sort of ballparking ballpark figure of what they believe they would be able to do it for and then, uh, go, if you will, to an RFP or, or perhaps even select ultimately offer the request for the letters of interest. If there's going to be a mix of, of, uh, ‸ CRA funding, then you certainly, you certainly have to go through the competitive process. But for me, I think it's, it sets up better as a request for letters of interest. Okay.

And so we, we, we, we technically share that island, but we, at City of Coco, we cut it. And so I don't know what that looks like. I don't know if that's even possible to do a partnership, but we have had one before on the asphalt on the road, on Rosa Jones in front of McNair. Um, I don't know if that's a possibility, but I, a lot of people that lived in Virginia Park asked me for this one. And it's been maybe a year or so. I didn't bring it up last year because I didn't get it.

The, another, another one was the stormwater, um, connections on South Carolina and Georgia intersection of home street. but all the entrances to the city definitely need sprucing up to make us look better. But yeah, my, my first priority was, um, I did not want to see the property taxes go up because everybody screamed very loudly last year, even though the millage rate didn't go up, their property values did and their taxes went up. And I've heard so much from people about that. So I'd like it where they're the, now, obviously we have a lot of new homes and a lot of new properties coming on board. But I would sure like to see us, uh, keep, um, not the millage rate, but have it at the point where their taxes are the same this year as they were last year. but I think to his point, it's our job to make motions. It's our job to give him direction. Um, I've made plenty of mistakes as well to having discussions without direction.
It was nothing supposed to happen to that because I did not do the job as a council person to give direction, um, to him. So I'm speaking for myself on that part.
Um, I think it was, uh, 2010 maybe? 2010. And so, but that's, but that's a question. Like when was the last time the U S constitution? ‸ Right. It's true. Point taken. Point taken.
Yeah. Well, well, all reason I, I made, I made that statement, just ‸ same thing I said with about the CBD. And so the, the, we had some, some concerns or questions about things that are old and outdated that sometimes need to come up. And, and to, to the mayor's point, maybe we, maybe we need to just review those things that we need to bring to the table instead of having a meeting about it. It might be a good thing to, um, review those things ourselves,

wrong for asking for that review, especially if it has not been for 2010. And if he looks through it and sees some things that may be, uh, like, like I brought up about the, uh, advertising, uh, what they call it, attention, attention seeking signs or whatever they'll call those things.

Yeah. Cut through the chase. Okay. So that then, you know, here we go. But I'm just saying this is the way I feel about it. Um, this man has been in this position for 35 plus years. And I mean, are you upset with this man? No. Are you upset with this man?
I don't get to call. I mean, I used to call and there were no responses. I stopped calling. I basically limited to the hour and a half that we have each week.

And so ‸ if you were to tune in tonight and you ‸ hear, I don't get any responses. That's an absolute statement. I don't get any responses. It's just simply not true.
And ‸ again, you know, ‸ one of the toughest jobs to have is a job of city or county manager. But to say, I don't get any responses and let's just take the, the, the, the bus shelters as an issue. You know, I presented that to the county. I've got gotten several different answers on that. I don't even know what their process is now, but that's a county process.

you know, I mean, even, even as we, as we, as we do the list tonight, you, you guys still didn't say, okay, we're going to take those and we're going to put them together. And here are the five priorities of the council. I just don't, I
I don't, I don't have that. And so, and so if there's a code issue that's presented, you know, they can answer questions all day long. It's in the black and white of the charter. They can answer questions all day long. What you can't do is direct them to do certain things. And I've made that clear. I've made that clear. I've, I've, I've given you the charter language, you being the council, I've given the directors the charter language.
Uh, it just, it, it, you, you get out of the old system of governance. You know, you get out of having these district commissioners, district council people that are directing staff, not based on the wisdom of the council, but based on the ‸ preferences of individual council members. And that's, that's, that's why the, the council manager form of government, uh, came to be. And so, so, you know, staff has not been directed to not answer questions. They know that they can answer questions. Staff has been directed not to take direction and that's in the charter. And, and so you can review the charter and you can submit to the voters, uh,
suggested change in that, in that, uh, ‸ system of governance. But, but again, I've been pretty clear with, uh, staff and all of the emails that I've sent to them.
don't know what that looks like. So when you say certain things, or the audience may not, ‸ they're not a part of that conversation. But when you say certain things, it sounds as fact.

that I'm used to, and so ‸ my hands are dirtier here as the city manager than they were as the county manager. Because ‸ we had layers and layers of staff. And I think appropriately so.
Again, you know, at some point you ‸ bring in a, ‸ you implement a succession plan. And you hope that the person that you selected as an administrator will meet the political test of the council at the time.
missing a whole lot. You know, I've, I've, I've done more. I have a meeting twice a week on planning and zoning issues. I have a meeting on Monday with the planners.
planners, with the assistant city attorney. And, and, and so, um, I don't think that I'm, I'm missing anything. I don't think that a number two would be able to say, oh, ignore the charter and just go and direct the, the directors to do whatever, uh, whatever you feel they need to be doing, you know? And again, and I'm telling you, and, and it's probably good that I plan on this being my last stop in government. I'm telling you that I'm not set up at this particular point in time to, to have a co-leader, you know? And so, so if the thought is, is that a second in charge gets to, gets to, to provide direction that is not sanctioned by me, then that's just, that's just not how I'm operating at this point in my career. And so again, I, I am, I am, uh, I have the best interests of the city of Cocoa at heart.

And so, the day he told me that, I felt really bad for him being on that sign because, again, all the junk that they put on the sign is not true, you know? And, and having to deal with that, um, you know, is, is ridiculous. Uh, having to deal with being here for 31 years and when an individual feels as though I've not, uh, met their public records requests, uh, um, swearing out a complaint
I've, I've never experienced that. Um, ‸ and so, um, I, I'm here committed to the city. I committed to the city when I signed the contract and I took out the provision that allowed you all to allow me to live outside the city. Um, I asked for the extension because there are some things that I want to get done and I froze my salary as a trade-off for that. And so, I'm proud of what I've done, um, and I haven't done ‸ anything because it's the directors, it's the, it's the city attorney's offices that's doing all the work. I,
timelines to get those ideas, uh, implemented. But, but again, I think we have momentum. I think I have capacity. I don't think anything has been dropped. Um, I get the frustration of having things that you want done, those things not getting done. And those are not,
those are not me just being, um, um, those are not because I am, I am, uh, uh, resistant to those. I, I feel like, again, go back to this list that I need council direction and, and that's the way this thing is set up. And so, and so again, I don't think we've dropped anything on the code enforcement side. Uh, uh, I don't think we've dropped anything in terms of conti constituent requests or complaints on the, uh, on the, on the law enforcement side. Because again, I tell them to respond, you know, um, and, and they, you don't have to take my word for it.
can grab them and have ‸ individual conversations about whether or not I'm directing them not to respond to certain council members or any council members there. Because again, the language of the charter is clear says for purposes of inquiry, you have every right to, uh, to have a dialogue with them.

summarize what I've witnessed and experienced for quite a few years during the term of the council that's here and I'm talking about issues that I have also experienced as well as noticed of how things are being handled to other people, which includes staff. And we're talking about micromanaging big time and that is the problem I've been seeing regularly the micromanaging that is not the position of a council member. That has been violated numerous times where we had to have public apologies expected to some of the staff members here. That is unacceptable to me. Totally. And that's the part that bothers me the most. Another example is getting involved beyond your position as a council member I even went as far as sending a complaint to the ethics committee about one of the council members here and I can share that information but I don't have to embellish I don't have to give misinformation everything that I am stating now I can prove it as a fact and I'm tired of it tired of all the misleading information the lies and I ‸ cannot stand to sit here and see criticism for a group

got that up that year in delegations to defame me, and that was allowed. It was at the same time that, you know, I said that an opponent was running against me. However, just because one disagrees with the policies and viewpoints of a public official, that does not mean the public officials actions are corrupt. Yet on seven different occasions, he was allowed to continue to say that I had done illegal, I was doing illegal things. And when I tried to make a point of order, it was ignored. So, you know, this is, you're right, this has been going on several years, except, you know, it's been going on since around 22, when he brought forward that zoning change, and the community came out against it. meeting. And this is, this has displayed a sense of entitlement that I, you know, I respect the fact that Mr. Greenwood comes to all our meetings and is involved. And for that reason, you know, ‸ he, like everyone else, needs to be listened to. But this has been harassment. kind of, this kind of harassment from someone that is going from one council member to another, it's not good. And it's, it's apparent to our public. And as far as, you know, the Ethics Commission, letters to the governors, I mean, it is not illegal. It is not wrong for a council person not to agree with your position. And it, there is nothing wrong with me having a different perspective or opinion than other members on this council. when you meet with the city manager, just ‸ nothing long-winded. Do you believe that it is a, that you get things accomplished in those meetings? And if, and if you don't, I guess my question is, why meet with him in that time frame? And why not consider changing that strategy if you, if you feel like it's a painful situation to go through that, whatever that may be, if you feel that way, why not change? Because we have this discussion every single year. So why not change that strategy possibly?
Period. Okay. There are a lot of things that drop off and I'm accountable like you are to my constituents. And when I don't get responses back or follow up doesn't happen for many weeks, um, and it's because it's assigned to other people or maybe not assigned at all. But I do get things accomplished.
