Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
461 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 28 voices separated from the audio.
34 short machine repair(s) (39 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 94.0% of 19,551 content words.
Dotted words (438 places) are ordinary wording differences: hover or tap to see the other reading.
461 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
01:58:16 (8 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

This theme celebrates the significant roles women play in leadership, mentorship, and education, and their impact on shaping the future. Whereas this timely theme highlights the crucial roles women have played in education,
and their profound influence on shaping the minds and futures of generations. ‸ Whereas in the city of Cocoa, there are many women who educate, advocate, mentor, and inspire young people to achieve their dreams, break barriers, and make a positive impact in their communities and the world. And whereas is it essential to support and recognize the importance of women in education and mentorship, and to continue fostering an environment where future generations can thrive through the guidance and wisdom of women. please come forward, sir? Be mindful we have about three minutes to expound on your particular item. Please be aware that delegation is up to 30 minutes and if we supersede that time, we must extend the time.
They're actually doing what we're in the process of creating. And I thought it'd be good reading for you all to get this information if you haven't seen it already. I think this is nothing but a win-win and a plus-plus. Melbourne definitely need it. And we're trying to be able to be ahead of the game and be able to get things on a roll without waiting for problems to develop and then, you know, be reactive instead of proactive. The
And it can't happen if I keep seeing arguments over really minor things that happened during the meeting. And this has been a growing problem. ‸ The thing I'm getting at is that if there is a statute guideline ‸ that needs to be followed, don't take it personal. Like you're being told only no, you can't do that. And I'm seeing the reaction being handled when an issue like this comes up as if that one council member is being attacked personally. That's not it. It's the city manager doing a very good job following the charter. And ‸ it bothers me to see the mayor, the city manager, the city attorney, all the most reputable and have been here for 30, 40 years. These are people that truly want to do the right thing.
a debate or argument when there's something that the city manager wants to do. Now, in reference to the ‸ ethics commission, I have a letter here that basically states why that was sent. It was me and my constituents with the commercial property group that felt it was important because it was a letter that was sent by a

to try to convince them to reconsider a permit that was going to be reissued for this particular property. Not my property. Okay. But it was looked upon as if it was me being attacked when I was not. This is a situation on another property that you cannot do that to new development people. It is wrong. And I've got the paperwork and the recording to prove

I just want to say that that has been brought up eight times now. Eight times that's been brought forward. The letter that went to St. John's was, in fact, an inquiry. And that's really clear.
Okay. Thank you. This concludes this portion of delegations. Proceeding forward to item number five, the consent agenda item. What are the wishes of council? Motion to approve. We have a motion

one regular member vacancy, one alternative member vacancy on the PNZ zoning board. Please be mindful that you do have a document to your right, ‸ this voting column.
And then there's an additional alternate seat that is open. Is that correct, Madam Clerk? That is correct, sir. Is there anything that you think you would like to share with us, ma'am?
is already an alternate. So depending on how you guys decide to vote, he'll either move up into the regular member seat or he will remain an alternate. And you guys will have to fill the regular member seat as well as an additional alternate vacancy.
The current chairman is under the leadership of Mr. Wesley Park. And Mr. Wall was on a previous board. And now he's wanting to serve in a higher capacity and come to the PNZ.
So the question is, how do you rank these gentlemen? We're going to do a tally count, as we know. Please, do you want it in pen or ‸ is pencil acceptable along with our signature? Okay, I have a pen just in case, so it's

There's no question fluoride is extremely important in the prevention of cavities. You may think dealing with the cavities ‸ a simple matter of going to the dentist and getting a filling in a tooth or two, but it is much more than that, and most of us would agree that sitting at the dentist's seat, respectfully, uh

of cavities contributes to missing school days. Fluoride at a safe level is effectively and safely decreases cavities. For those who want to remove fluoride, they likely have the luxury of deciding whether to get fluoride through their dentist or through supplementing water at home. That's not the case for everyone. If people want to have a choice, those who do not want fluoride in their water can purchase purchase fluoride free bottled water or filter their water at home. If you do not personally understand the research regarding what fluoride why fluoride is important in our drinking water, I ask that you not make an emotional or political decision about this service. The addition of fluoride to our drinking water has been a tremendous community health success. To remove it would burden individuals as well as our community and providing care to those affected. The bottom line is removing fluoride from our drinking water will hurt kids who may have no other protection from dental disease. Thank you.

decreased in cavities in people. So that's what started the whole country to come forward with that. Unfortunately, the studies that have come out, say, in the last five to ten years, the studies have come from other countries, and they're very poorly done.

So you look at the people, it's young people, especially as they're growing up these days. Unfortunately, this gets worse every year. They're all gaining about a much of weight. So they're getting bigger and bigger because they don't eat properly. They don't drink
that has fluoride in it. They're not going to have a mouth rinse that has fluoride in it. So they're not going to be doing all these things to protect them from getting teeth that are all bombed out from one to the other.
The mayor knows what happens when you have multiple teeth that are decayed. And this only gets work with time word with time. And, you know, if children and adults, especially in areas that their parents aren't working and there's no money, the kids in those areas are not going to be raised properly of how to brush their teeth every day, what to use, how to rinse their mouth every day. They won't be doing any of this to protect themselves from getting cavities. So we as dentists don't need more patients because the general dentist is fixing teeth right now, putting crowns on, whatever they need to do already. We don't need to get bombed with all these children that need multiple teeth out or we have to admit them to the hospital to get these teeth out or they get a massive infection and we've got to add them to the hospital and take them to the OR to drain these.

I get a flyer every few months from our school, and they ask for hygiene supplies because many students can't afford basic hygiene supplies. On that list includes things like deodorant, but it also includes toothpaste and toothbrush. So when people say to you tonight that just brush and floss, it's not that simple. It's inexpensive to those who can afford it, but to those who can't afford it, it's expensive in many ways. It affects their livelihood, their safety, their health, and I see it on a daily basis. The reason, likely, that Bartow voted it down is because they are heavily influenced by ‸ the phosphate mining industry like Mosaic. All I'm asking you as a city of Cocoa drinking water and a non-profit that actually gives drinking water filters to a lot of your community here is that you consider all of the information beyond. It really was. I was pro fluoride until I learned where the fluoride came from. And I think if you just really, really researched and learned about this fluoride, and yes, it is in toothpaste. the chiropractor that was three doors down was against it, and we labeled them a quack. And we were unwilling to really listen to his point of view, and we were very happy that we got it fluoridated. When I moved to Florida, I learned that I was toxic to mercury, which is a substance that ‸ to this day is still approved by all of the same health authorities that want uh fluoride still in the water. And that led me to a journey of learning how to treat myself to get the mercury out of my body, and I became a doctor of naturopathy. And one of the things that we studied is toxicity. I can tell you this, fluoride is a toxin.
We do not need it at all. And what's interesting is that water fluoridation only affects the first nine years of life when the tooth is being formed in the bone. Once the tooth comes into the mouth, it has nothing, no benefit to anybody, whether it's a child or an adult. Yet, the negative effects of fluoride are body wide All of the bones of the people in this room have fluoride in them. ‸ And those bones might be stronger, but they're brittler. How many people have thyroid problems? How many people have sleeping problems because
There are many bad negative effects of fluoride on the human body. What I propose is that the money that we save from fluoridation, we use in public health. Because many countries in this world that do not fluoridatefluoridate have less cavities than we do. And we can go ahead and use educate the pregnant mothers and the young mothers as to how to prevent these problems and and and not subject the rest of us humans to a toxin that shouldn't be in our body. So, I request that you do not continue to add fluoride to the water. I i know i think it's a mistake. and And although the dentists say that they have science on their side, there really is no good science in the last 20 or 30 years that really supports their position. The science that they have is all old and can be questioned. Look at the current science and you're going to see that it is a, you know, thethe the evidence is there. So, thank you

this fluoride issue we're on, we are here because we care, and I think that's part of what makes our country great. So, no matter what side you're on, thank you for being here. Thank you for participating in our country. This might seem like it's about fluoride, but really, truly,
we have an unprecedented amount of access to ‸ information, something that nobody, nobody in human history before us has had. And while that is wonderful, it does not protect us from the overwhelming preponderance of information that, like a wolf in sheaves clothing, is designed to take advantage of us. People who use science and mask it in a way to
take advantage of those of us who are less fortunate, maybe are less educated. I know there are some studies that seem scary about fluoride, and I am not willing to blame anybody for being worried about that. It seems scary. Being able to be literate about the science that's in front of us was not something that
very exclusive scientific degree. Okay? So, I want to conduct some science here tonight. How many people in this room have been to Australia? Raise your hand. I ‸ see four people of the roughly 55, maybe, of the 50 people we've been in here. So, based on study conducted by a University of Florida scientist, that would be me, five people out of 50 have been to the Australia. Therefore, Australia does not exist. Do you see how you can warp science to say something that maybe isn't quite true? You can come to a conclusion that might seem scientific if you put it a certain way, but truly, it is silly. I'm telling you that
but I'm here to tell you it's run with the same scientific integrity that I just did just now. Okay? It is based on cherry-picked flawed data that does not account for lead toxicity. It does not account for the dose. It does not account for any of the societal factors that are going on in those communities.
they are None of them are based here in the United States. So listen, I i don't blame anybody for being worried about this, but I'm asking you, look at the ulterior motive of the people who are saying to take this out of the water because it is inexpensive to keep it and very financially viable to take it out.

I urge you to continue adding fluoride to the City of Coco's drinking water since fluoridation is a cost-effective, equitable solution that benefits everyone.
I invite you to see the families that sit for hours and the swollen faces of the children that cannot eat. And I ask you to help them transport their families there because that's the difficult part is getting them to our clinic, whereas at home they have this drinking water that is a solution. I understand concerns about personal choice, but this is a public health measure, just like seat belt laws or clean water regulations. The amount of fluoride in the water is carefully controlled to remain safe.

old with no change in bone quality. When you choose not to have something, you are taking that choice away from others. our comments. My name is Karen McCullough, and I'm asking you to remove the fluoride treatment system from our water supply for the following reasons. Mass medicating of the public should not happen, especially without proving the safety of doing so. Second, there is new concerning evidence of health risk from fluoride being added to the water supply. And finally, because the source of the additive seems questionable at best. While I do not prefer to read medical journals in my spare time, I absolutely do so for my children's health, and I expect the same from our elected public leaders who serve our community's children.
over how much any individual receives. Based on the information of dentists prescribing it as a treatment, it seems in order to distribute it to the population through the water supply,
should be provided by each municipality for transparency's sake. And if you were to fix the system that's currently broken, there should be a way for the public to ‸ be informed of all of these risks, as well as to be able to opt out of receiving it. Second, last year, a 10-year government study came out that indicates fluoride exposure can have significant neurotoxic effects. I'm quoting from an article I'm going to email all of you.

children's IQs, and of the 19 studies that were deemed to be high quality, 18 of them found higher fluoride exposure led to a decrease in IQ. I imagine none of you want to decrease any of our children's IQ or cause potential neurodevelopmental delays. Therefore, you should remove the water fluoridation system. Lastly, in researching this topic, I found what this lady previously mentioned. Hydrofluorosilic acid is an industrial waste byproduct used in water treatment to artificially fluoride elevate the fluoride content in public water systems. The hydrofluorosilic acid is produced by removing si f4 from the gas stream and hydrolyzing it. So I had to look up what is si f4
may ‸ severely irritate or even burn skin and eyes and is fatal if inhaled. So by hydrolyzing this, it somehow makes it safe. Perhaps someone ought to be proving to the public why it's a good idea to add this to the water supply. Please vote no to repair the water system fluoridation. Please do not mass medicate the public, especially in light of toxic effects it's shown to have. And know that what's being added is not just a fluoride ion. It's a previously toxic substance that should be proven and documented. If there's any question about the safety of a product, you should absolutely wait until further long-term studies are available and err on the side of caution. Thank you for your time. Thank
you very much, Mrs. McCullough, ma'am. Okay, next on the list will be Dr. Gary Herbeck, too, as well. Please.‸ are there any additional cards in the audience? Come one, come all.

But before that, I was the scientific editor. And in my time, I had to go through many, many, many articles trying to decide which were scientifically valid to be published. And in many of those submissions, one of the things I found was the occasional anti-fluoride positions were severely lacking in what I would call logical scientific truth. So we never ever published those. We did learn over time that, for instance, fluoride originally years ago was 1.5 milligrams ‸ parts per million and now it's 0.7 which is the safe ‸ efficacy. We also know that fluoride is most effective in pregnant women. Why? Because the whole goal is to make sure the structure of the teeth, the outside enamel, is as strong as possible. But since uh about at 18 for almost all people, your adult teeth are already formed. So many of the anti-fluoridationists come out and say, well, you can just brush your teeth with Colgate fluoride toothpaste or you can rinse with Listerine fluoride. It's not as safe. it's I mean, it is as safe, but it's not as
Think of yourself, think of your teeth as a product that's being formed. And then when they get to the the part where you're supposed to actually use them, you want those teeth to be as strong and cavity resistant as possible. and
a person who's against fluoride, it's so easy for you. All you have to do is buy bottled water. You get your own desalination unit if you want to. Anyway, because that would be your personal choice. But the number of people anti-fluoridations are so low compared to the general population,

water is good. But you want the proper level. So you pay a fair sum to get equipment that can ensure that. So it made sense of, and um the other side of me is Scottish and we're very thrifty. so uh so it seemed it's a good trade. It's a good trade. If somebody's giving me money, I don't want them to make the mistake, you know, if it's like a dollar or a million dollars, you know. So, yeah, it's a good trade. And I understand why we haven't had it the last few years because the equipment wasn't certified, which
best to ensure that it is safe. And so they pulled it out because the equipment wasn't certified. And so now we need to get the new equipment, even though the price tag looks a little bit high. So, but we're talking parts per million it needs to ensure. So, thank you.

So the research, I mean, originally when we were, this recommendation of ‸ dosage amount was put forward, it was about 1.2 parts per million if my memory serves me correctly 1.5 and as time went on you know we've kept reviewing this information. This is not something that science has always decided
So over time, over the last 60 years, this research has been re-evaluated time and time again and that dose has lowered 0.7 has been shown to be the minimum effective dose. So it minimizes any potential kind of side effects while maximizing the benefit to any person coming out here. I know someone had did mention about uh osteoporosis. I'd like to ask in that respect, looking at what our water quality report from 2023 shows, we have an arsenic concentration of 1.2
out arsenic as a potential cause? What was the p-value of it? What what statistical regression was used to analyze this to make sure that it is a sound scientific study? Okay, there's that. But then I also know about the three million children every single year that miss days and days of school because they are in the er with dental infections. That's something that we do know that is something that is concrete okay so my point is yes
And it has been shown for decades that this is something that is beneficial to our children, to people who cannot be here. A seven-year-old cannot come here on a Tuesday night, but I can. So, ‸ did she drive here i hope
