Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
686 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 17 voices separated from the audio.
59 short machine repair(s) (82 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 89.3% of 25,812 content words.
Dotted words (773 places) are ordinary wording differences: hover or tap to see the other reading.
686 passages (26% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
01:42:19 (10 s) — neither reading has words
01:51:09 (18 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Thank you very much. Mrs. Aubrey Urich, the Assistant City Clerk, working hand-in-hand with our City Clerk, Ms. Monica Arsenault. Okay. The purpose of this meeting is to define our priorities and make proper planning. What I would like for everyone to do is go to page two, depending

Fund balance updates, parks, updating discussion, public safety priorities, waste management. And number six will be public comment. Okay. Do we have any questions before I turn the floor over to our City Manager? On Council. Seeing none. Mr. City Manager, sir, the floor is yours.
Thank you, Mr. Mayor and ‸ members of the Council. As you know, the City Charter requires that each year, one of the core duties of the City Manager is to present the Council with a balanced budget proposal. We usually ‸ kick off that process in February, starting with these priority setting meetings there. And this is the first of two or three scheduled meetings there. And so it's that first meeting. You've gone over the agenda. Probably we will need some direction with regards to fund balances, the parks update. We have a discussion in there for you. And then, you know, wanted to talk about just very briefly the public safety priorities because we're a growing city. And then give you an update on the waste management issues there.
over time there. So, I wanted to start out by saying it's always early in the process. And this is a little different because it's not only early, but we have a state of flux on a number of different levels out there. We're in a state of flux.
one administration to the next administration. Some of this actually hits home more so in Brevard County than other areas there. But you'll see in the headlines there that the NASA meetings are on hold and their missions are up in the air according to that one headline. ‸ You can see that Blue Origin is laying off people. And I think there was another major company out at ‸ the Space Center that's also laying off people. You can see at the state level, and this issue comes around. I've been in it for 35 years. And this issue comes around every so often. We're at the state level up in Tallahassee. We want to talk about ‸ getting rid of property taxes.
of what's going on in terms of legislation that is being proposed up in Tallahassee. And so ‸ those couple grabbed my attention as we were preparing for this workshop. ‸ We've talked about this repeatedly at numerous meetings, and you can see that none of the other cities are immune to the issue. And this was, there were two news articles. ‸ There was one newscast today with regards to the issue in Palm Bay. And so just wanted to remind you of that. But also ‸ to, again, I sent this out to you to remind you of House Bill 1365. You can remember back a couple of weeks ago when we had the item come up under delegations. And House Bill 1365 is the bill that was enacted into law that prohibits the unauthorized public camping and sleeping on public properties. And that became effective October 1 of last year. And

as I talked the other week about it's a countywide issue, it really is a countywide issue because none of the cities can play in that particular sandbox unless authorized through the county.

concurrence of the municipality through a majority vote. But again, it is the responsibility and the authority is given to the county to set up these encampments. Again, counties, and you'll see counties sort of written all over the legislation, counties must maintain the standards
health services. And so ultimately, at the end of the day, if there's going to be this encampment, you have to have services that are provided in those encampments. DCF's role and then fiscally constrained counties can actually petition to ‸ exempt themselves out. And again, cities don't have the authority to independently establish shelters or to designate public camping, sleeping areas, again, without county and DCF, county approval and DCF certification.

the loitering and ‸ the appearance of camping during the daytime. But again, the bill specifically talks about overnight. ‸ So I wanted to drill down on that a little bit. You know, the goal of all of this last five, ten minutes ‸ has been to say that, to at least put you on alert, alert that, you know, different than most budget years where we go in and it's the same administration ‸ and things are pretty stable. I think our environment is a little bit more unpredictable. And so, again, as I've said earlier, we're here early, but we're also in this unpredictable environment. We have a number of a number of issues that are that are being, I'll say, forced upon us. And we'll talk a little bit more about those later on.
can gauge that by, you know, the news articles and the news reports that that we've seen recently. And so but ‸ that continues, you know, we're always chasing the next department that gives a pay raise that gives that provides incentives that are that are better than ours. Because, again, the schedule allows some portability in terms of the profession. You know,

so so 48 either way, that gives you some some ability to work up and down the state because, you know, you're you're only there tops two days. I guess what was the other? Eight
it's it's eight days out of the month. And so you can you can live in in ‸ in ‸ South County and South County, South South Florida and work here or vice versa. So so that's that's always a challenge. It's always been a challenge there. So, again, just wanted to highlight those couple of issues that are that are barreling down on us. I'll I'll pause here for any questions that anyone may have. Mr. Mayor. Yes, sir.

Sir. On your last point in regards to the homeless and camping bill, I just wanted to put something out there for you to research for future conversations, if that ever came
Flag: numbers, amounts, negation or names differ between the machine readings · 00:11:24–00:11:25 · unresolved: the words are not shown (unclear audio); listen to the recording
Um, I know you talk about the county, uh, they're in charge of certification and standards. Uh, also could we do research in regards to liability as well, which government agency would take on that liability or something was to happen?
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:11:45–00:11:49 · unresolved: the words are not shown (unclear audio); listen to the recording
of whether the county has created a place for public camping and sleeping. So it unfortunately puts us in a difficult position because if you do nothing, the bill does have provisions in it that provide for any person who lives in the county, um, as well as any business owners in the county and the attorney general could sue the city. Um, and they could, uh, obtain attorney's fees and costs, all of their costs, if they were to prevail. Um, if they, you know, find that the city is allowing, um, public camping and sleeping to occur.

Could you elaborate on one of the issues of saying an area has been designated? Um, how other municipalities just what happened with Melbourne and Palm Bay, uh, one municipality said, Hey, I don't want your people coming to my area. I would address my people only. So how do we, you know what I'm saying? What rules or regulations, even though it hasn't been established ‸ yet, but we know what 1365, House bill 1365 dictates, could you expound on that a little bit please?

There could be other issues with regard to that, especially during the day. I mean, as was brought up this, this bill prohibits the overnight camping. So we need to make sure that we have the tools in place to, to, uh, allow the police to enforce that. Currently the, the city ordinance does prohibit sleeping or actually it doesn't say sleeping, but it says loitering, walking, standing, sitting, or lying in a park in specific parks, actually. Um, during, uh, closing, you know, when it's the hours when it's closed, but that doesn't, wouldn't of course cover other public spaces.
we, we sent that, that I'm glad, uh, city attorney, I mentioned that because we did send that out when the, when we sent out the, uh, the, uh, information, the summary of
Flag: words were replaced by a machine repair · 00:16:08–00:16:09 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
13 was that the direction that we should take is to, to do some revisions to our ordinance or drafting of a new ordinance. And so we'll, we'll work on that. Um, you know, again,
Um, yeah, you know, and I'll let commander Marquis could tell you without getting into specifics of what they're doing with regards to, uh, the police department and, and specifically, uh, ‸ sleeping or camping in public places.

and so, and so just like, you know, and so when you see, uh, our regulars, I'll say in the parks, um, you know, rest assured that, that the police department is again, as he said, is doing twice nightly checks, you know, but again, like anything people get used to. And they start knowing the patterns and, and again, they come back, you know,
being ignored and that's a commander. That's a check of all the parks that we have. Yeah. So, so all of the parks, you know, ultimately that's going to be

you start seeing the same as what you said, the same group of people consistently for weeks, um, at a time. Um, we may not see that interaction of warning, but we do see the consistent person being there. And so what we know
as well. Once you start getting, um, overnighters, that's when the drug element comes in because those drug dealers, they know that crew is sitting there. And now that same
but we cannot afford, uh, for the optics of that to happen again, as it was in the past. I think we've came a long way from what it was and we just don't want to allow them to get ‸ comfortable enough to think it's okay to, uh, to come back in. And that's, I think that that's kind of, and I'm, and I'm getting to that too, of just being frustrated when I ride through and I see certain things as, as, as I said before, uh, with hanging up clothes on, on a fence line.
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:20:07–00:20:16 · unresolved: the words are not shown (unclear audio); listen to the recording
It was not to become what it has been. You know what I mean? And that's what the lighting I see today, the lighting company was, I know we got a park conversation too, but lighting company is out there today.
Flag: words were replaced by a machine repair · 00:20:36–00:20:36 · machine repair: words replaced where two further machine readings agreed (not checked by a person)

And I would ask that, that, you know, what we do is all a part of the public record. And so again, I can tell you that, that, that we're not ignoring it again, as the commander said, we make twice nightly checks and that includes Lee winter park. That includes riverfront park. And so we make twice nightly checks, you know, and I do believe that you drive the, the good activity in and it'll drive the bad activity out. And we'll talk about a little bit more about that later. And we've done a good job of doing that, you know?

so again, that's just going to be ultimately a matter of resources there. And I think that once people know that, because again, you have in your code right now where you can impede the flow of traffic by giving and receiving. And so I don't know how firm we are on that legal ground, but that's what you have in place right now. And so we're very aggressive on that because I know that the chief

The county does have performance standards with regards to to the parks there. And so, you know, if it's if it's three months, the trash has been there, then, you know, first week we should know about that. But but but but again, it is most of these problems can be taken care of with a phone call. ‸ And I get that, you know, I've been here 31 years and I can tell you, I've seen the same people over generations on the streets and at Provost Park, you know. But I know that as a staff, we're working on it. I know that as a staff, we're committed to the betterment of the entire city again. And we'll talk about some some one idea that that is a

the fourth year in a row, our crime rate is down. And so and so we're we're making progress and we're we're we're actively working. And again, but don't discount the public being frustrated because, again, it is ‸ it just takes time.
I and I know we're going to talk about parks later, so this may be the wrong time. But what about the motion detector cameras and stuff to go off to alert that, especially when it's not in use, something along that line? And I was curious, how long when they're arrested are they in jail for?

frustrated on the officer where they go out, get these guys off, they may have a little weed in their pocket and get them on the exemption chart and then they back out in 24 hours. ‸ I'm pretty sure that's frustrating.

easy to make a mandate and not fund. ‸ Yeah. That's the frustrating part of it all. You tie my hands where I cannot generate revenue to ‸ offset dealing with the homeless. But then again, you want to take the ability to have property taxes or a military and you want to take that away. So how do we generate revenue to provide adequate and fair and equitable services for the citizens? And it's statewide.

it off the top of my head. I mean, University of Florida does ‸ the population statistics and that's updated on a regular basis. But we can get you that. Somebody can probably just Google that.

And I'm not saying don't be frustrated, but at the same time, I just want citizens to know that we're working on the issue. And so, yeah, I share their concerns and we're just as frustrated and we're working on it. I think probably harder than than than we've worked before, you know. So that's that's just the point of my ‸ comments there. And so we'll move on. Mr. Mayor, if you're OK, we'll move on to the to the to the performance priority areas there.
just as a reminder, our priority areas are public safety and community standards, investment in public infrastructure, economic and community development, community outreach and engagement and organizational effectiveness.
puts together performance measurements that get associated with each of these priority areas. They are listed in our budget document. So what I did was took the priority areas listed
and then took them and put them with a priority area. I'm not going to go through each one. These were just a few that I pulled out. You are welcome to go through and look at each department in the budget document. And I did on the next slide include a link to our budget document. But just to name a few in under public safety and community standards, we are developing a network within our neighborhoods to enhance communication between the members of the police department and the community in public infrastructure.
and under economic and community development. One of our measurements is to implement at least two business development conferences or programs this fiscal year, attracting business owners to learn more about small businesses and incentives

some of the big events that are happening in the area. So those are just a few again that I've listed here, but all of them are listed in our budget document. You can go to our budget document on cocoa.

So, while we were keeping track of all these individual projects, when I do the financial statements, I have to consolidate all the years of assigned fund balance and what's left over and do one comprehensive list. So, while you may see, like Juni Rios had a specific commitment, but like the economic incentives had a bucket of money that wasn't necessarily used over the time. funding, you all have done a great job in funding capital over the last couple of years there. Most notably, you can see that roof issue and other repairs over at the police department that were ‸ actually terrible. And so, ‸ we've done that. We've done a lot in terms of increased funding for paving and then the village parking. Remember, that was the purchase of the lots there. And so, now that's sort of in the ‸ left-hand column. million because we got additional funding. But then there was other things financially going on with that project. So, we wound up returning some money to fund balance already right off the bat. And keep in mind that the money, any money that's not spent goes back into fund balance at the end of the fiscal year. And I have to reassign the money. So, like I said, my staff has been working very diligently on massive spreadsheets trying to keep track of all these different projects and the costs of them and what happened with all the money. We did a big upgrade to the fleet software system that was needed. And then we put in place, council approved, to hire high school police and fire cadets and pay for them to go to school. In addition, at the same time, back in 2022, we were having an extremely hard time hiring police officers ‸ and firefighters with any experience. So, council approved a bonus program to hire police officers and firefighters that had experience. Now, over that time, some things have evolved. Council approved an employee, an existing employee. We've had different situations come up that Ms. Jemani can speak to where we found out that with the police officers, they have to be, I think, 19 to be able to start the academy. So, they can't do it right when they get out of high school. And so, we've learned a few things every time.

can speak to the different parameters. So, we are still trying to keep some money set aside for those programs because they have been very successful. In fiscal year 22, there's money left for affordable housing. If you'll recall, we, City Council, had approved money to be set aside for the Michael C. Blake subdivision.
of which we did use some in fiscal year 24. So, there's only a little bit of money left for that. There was money set aside for museum capital for any one of the museums in case something comes up, like air conditioners seem to come up quite often. And then, there was money left over for the police and fire recruitment and cadets.

the one thing that I would like to point out is that there's a lot of the projects that are done for fiscal ‸ year 21 and 22 is assigned fund balance. And so, we're- anything that wasn't completed and won't be on the fiscal year 24 list, we're proposing to just let that money naturally go stay in fund balance, which is where the money went to, so that we can go on and work with the new list.
on council action. And normally, we don't budget for assigned fund balance as the projects come up. Then staff will come to council. It's usually beyond the city manager signing authority.
Flag: words were replaced by a machine repair · 00:51:02–00:51:03 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
fund balance. And that's what I'm proposing to do ‸ going forward. Even though- and you'll see in a few slides, I still got the- these monies, these remaining dollars set aside and assigned fund balance for fiscal year 24.
Well, let me- let me- let me say this and I'll probably say it every year. Um, we do fund balance- the assigning of fund balance different than prior to- to, uh, my arrival. Because we- we come to the council and we ask you for your approval to assign fund balance. Whereas it was a decision that was- that was, uh, rendered in the, uh, in the, uh, preparation of the financial statements.
Flag: the recognizer flagged its own output; a language review questioned the wording · 00:51:46–00:51:56 · unresolved: the words are not shown (unclear audio); listen to the recording
And so, so again, I think it's a more transparent, uh, process. It is up front and, and again, not, not, uh, ‸ not listed in the, in the financial statements. Question.
may be rare that it's happened- projects that come in under the allocated amount. What happens to those dollars? There's no change orders, no change to the contract, or no addition. What happens to that? Does that money ‸ go back into general for
Well, um, if you'll recall, we've come back before council multiple times to say, okay, some of these projects are done and there is some leftover money and what do you want us to do with the money? And,
And now we're down to where there's like a little bit left. Most of the projects are completed and that's why I'm requesting to just stop keeping track individually, let the budget run its course, and then we're coming up with a, uh, consolidated- new consolidated assigned fund balance list.
I'm petrified potentially with all the layoffs taking place both on state level and federal levels, that we be good stewards of the taxpayer dollars, ladies and gentlemen, because we're,

this is the consolidated list of everything that was left over in fiscal year 23, plus some new things that we found out about in fiscal year 23. So for example, that line for grants of the 1.3 million at that point in time was for Fisk and Indian Fisk and then Dixon and Indian River Drive. Now today, fast forward and closing fiscal year 24, we don't need that reservation of that money any longer. Um, the affordable housing was the money for the Michael C. Blake subdivision.
was 18, 23, I'm sorry. It was 18.7 million dollars. Um, one thing that we did like with the software upgrade was one year we just had an assigned fund balance. The next year we budgeted for it.
gets very confusing for staff. We know it's three million, but it's like, what do we do this year versus that year? And so it's easier to get all the money back together again to keep track of it. And we are taking steps towards doing that software upgrade.

The current system we're on. I can't go into a lot of detail because it's confidential. However, it's a very, very old system. That does not allow us to conduct business in a modern way with our citizens. Yeah.

just mentioned in the back there, we're actually purchasing separate software to get that award winning budget book produced because our current software can't handle it.
Same thing with our financial statements. We're purchasing separate software to produce the financial statements and ‸ newer software may be able to provide a more robust financial statement. So it's it's become more and more pressing, especially as we want citizens to be able to interact online to make payments to get information about what's going on with their properties. It's just becoming more pressing. So we are taking steps, like I said, to start moving towards choosing a different software and moving forward with that.
We may wind up having to have consultants work with us business analyst type people to help us do implementation. So it's not just purely the cost of the software and it's an estimate at this point in time. And half of that is in general fund and the other half is in the utility fund. So it's going to be a very expensive labor intensive endeavor.
Okay, so in fiscal year 24, obviously we spent down some of the money. You've seen the projects that have been completed both on paper and physically, you know, you've finished provost and some of these other big projects.

fund balance in fiscal year 2024. However, we've learned a couple other things that you'll see as we get further along in the presentation. So once we get through those things, then I'll ask Council for approval of this assigned fund balance listing, including these other things that we found out about. But to go through the list in the middle there, you can see the ERP software. So again, I'm not budgeting for these items unless there's already an open purchase order.
Rios that was for design. But we have other money that's committed and reserved for Juni Rios, which is in this list that's part of that fiscal year 21 and 22 assigned fund balance. So we do have the money set aside for that, but we won't budget for the rest of that until it's decided what to do. We are we received a payment from the county for the TIF transportation impact fees last fiscal year to put towards the design of State Road 524 widening. So I know that I need to reserve that money. The train station, that's the five million dollars that Council's previously approved to put towards building a train station.

Um, these numbers are going to change a little bit based on updated information. There's an account that equals those amounts of money. Um, we do have a stabilization reserve. So we're setting that aside as 13 million. Again, there's another commitment for capital reserve. Those are policies that city council previously said, yes, we want a policy for these things. Uh, we do have a commitment for grants. So

uh, repay the debt that we did take out in fiscal year 24. We have not made the purchases yet, so I can't do anything with the early repayment. But once I get to the point where everything's been purchased and we'll probably wind up making a couple of payments on that debt before I get there and then, uh, request council to approve actually repaying that debt, but setting aside money to be able to do that.
And so let me, let me just, uh, expound on a couple of things here. And so, you know, this is a very, uh, conservative approach to, uh, what we're doing, um, you know, because of the uncertainty in the environment, but, but also because I think we need to be, uh, fairly conservative there. And so,
thank Mrs. ‸ Bowman that we're in the position to actually, uh, retire, uh, at least budget for retirement and the debt before we actually incur the debt. And so that, that's a, that's a very good thing, you know, um,
our investment performance. Um, and, and, and the best thing to do with those, uh, one-time savings is to actually spend them on, uh, one-time expenditures there. And so, uh, she, she did a yeoman's job or your person's job in, in, uh, in, uh, managing the debt. And again, you know, her and her staff and the financial advisors and the investment advisors do a great job doing that.
investment proceeds than we had originally budgeted for, which allows us to, to do that early payoff for debt even before, even before the equipment, uh,
that's the governmental accounting standards board. So, um, private companies that have to work under the financial accounting set standards board or FASB. And it's a, um, uh, governing body that dictates how we need to record things, uh, how we need to present things, uh, when we recognize our revenue, when we incur a liability. Um, and like I said, how I have to present this information and the financial statements for the lay person to somewhat understand what I'm doing financially.

you're welcome Okay, so some of the things, um as the city manager has alluded to, there is and it was an additional increase in homestead exemption that was approved last year. We don't know what that impact is going to be. And then again, um as I spoke previously with the federal spending cuts. We don't know if that is going to have any impact case in point. We're waiting to hear about getting a grant for a train station. So we don't know where, where the federal government's going at this point in time. And as the city manager pointed out in previous slides and, and what the impact will even be on the economy as a whole. um so we just need to keep that in mind as we're going through our budgeting process, because there is a lot of unknowns. um the wage increases for, um the unions, um you can see there on the first line is

money, some of that money towards putting in that, putting in a pathway or a way to go back, if you go back to 2003 when the easement was first given to the city, they wanted us to only use it as an easement to get back to the conservation area. And part of that plan at that point was to put in that parking lot there to accommodate
And I know a lot of people who would love, especially with the train station right down the road and all the other things that are going on in that area, if we had a lovely sign that said Cocoa Conservation Area, people would go back there and would give them a whole lot more walking area than the walking loop around the thing. And you can do it with those papers that have holes in them. That's what they did at my church for the driveway.
Let me ask you, Abby, do we, and Kristen may be able to answer this too. So we have the easement to the conservation area, but do we have area that allows us to construct a parking lot or ‸ parking area?

for a fourth station. And so, obviously, you know, and I didn't want to appear argumentative with Councilman Hearn, but, you know, there are some issues that we just don't have enough resources to actually, to tackle those on as aggressively as we want to.
you know, so we're always concerned about our response times with regards to fire. And, again, and I know that this is a certainty for us that we're going to have a Brightline station here one day, and ‸ that's going to create a demand by itself. You know, it's going to increase traffic. It's going to have a transient population, and it's going to be development in and around the station there.
In that station relocation study, they even pointed out the need for a fourth fire station because of the development and growth in the future that we are going to see on the West Cocoa side. Well, now you fast forward, and we're already seeing that growth. Just doing some preliminary numbers, going back and looking at it, just exactly where we're at, we're already starting to see the increase in call volume. And that's

growth of our fire department, not only from a fire station, but from personnel. So, in order to get us there, we would have to include six new firefighters a year over the next three years to get to a minimum staffing of 17 per day in order to put on more trucks and start preparing for that new fire station. That would also include an increase on top of that of administrative staffing with inside our administrative office on 40-hour work week.
start doing that, we're already starting to see the increase in call volume. So, we're sort of behind the eight ball with the announcement of the Brightline Station. Once that announcement was made, what you're going to see is development, which we have already seen in housing developments, but also commercial
start buying property, because they want to be built out and already established prior to the station getting here. So, that's happening. I mean, it's happening very rapidly. We saw that with, and I keep calling it the Brightline Community, but

That's why you see the increase in us coming forward for equipment is because we're putting a lot of miles on these units, and it's causing us to ‸ have more service on the units, more wear and tear, just more call volume altogether.
I would have to go back and look at that station relocation study. We really would need to get that updated according to how our growth was going, but it would be

subdivision is out in that area in order to answer that NFPA standard of response times and where we're at. Right now, it would take our engine, Station 3, approximately 10 minutes to get back there to the back side of where that Brightline subdivision is and where the calls for service would be, which is way outside of the standard.

Yeah, and that's why I said we would really have to conduct a new study and have them come back in with the growth and development that's already been approved to ensure that that is still the optimal area for us to answer those response times in accordance to the NFPA standard.
Yeah. Just remember, that's not as the crow flies and the other portion that they take into that is that overlap. So, it's good to say that that station's there, but if they're not in the station because

call volume, then that changes that response times. And that's really what we're seeing is that 70% of the time we're having that overlap just within the call volume itself.

as part of our auto aid agreement in the county areas for that station because they can't cover the call volume on that side. So, I mean, that's one of the biggest issues we have right now is we're running a lot of calls for service as their backup to provide services in that area. So.

As you know, 2021, um we had a new waste management contract. um Per the requirements of the contract, it requires residents to call in bulk yard waste and what they call bulky waste, which is your furniture, construction material, um to be picked up instead of a regularly scheduled bulk pickup day.
about new efforts that we can um have them assist us with as well. um One of the biggest issues we have is as the the mixing um of different trash. So here
side by side um of a Cocoa Beach resident versus a Cocoa resident. And you can see, um just to give you a green waste for Cocoa Beach includes one regular pickup a week. Regardless of whether you have green waste, bulk green waste, everybody has a cart. We have a cart as well that gets picked up regularly once a week. We're talking bulk yard waste. So this is outside of your cart. um Cocoa Beach has a regular pickup. Regardless of whether you have bulk yard waste, it's still, you pay for it once a week.
And you don't, you don't, you don't have to call in. You don't have to remember the number. They come around and whatever you put out, they pick up. Is that correct, Samantha?

and And waste management is working to get us what our pricing would be, because ours would not be that much. There are some added costs that Cocoa Beach has um that we may not, um but they're getting some price. And they're also working to see if there's, they have some additional ideas that may help as well with some of the issues that we're having. um But again, there there there's multiple issues, and I think some of the issues that you guys get called on regularly are, we have certain areas, they just will

know, as much postcards we send out, they're just not making the phone call. um But anybody can call. So if you see that your neighbor has bulk waste sitting outside, you can call and say, come pick up that person's yard waste.

And then the other part of that is that if it is mixed with anything, if there is a piece of fence, if there is a piece of furniture, waste management will not pick it up. You know you could call in and they drive by and they see that it's mixed with something, they drive on by. They do not pick it up. So it it's a matter of understanding that you have to separate your piles, which we've also been talking about on these on this material that we push out, but it will not get picked up. So that's where code enforcement is going to come in, where we would have to notify them through code enforcement that they have a mixed pile that's not getting picked up.
And so and so we we we'll work on that with code enforcement. i tell you, waste management has committed to uh working on new ideas with regards to how to become more efficient in the bulk waste pick pick up. and uh
The phone calls I get have to do with that they can't get a hold of Waste Management, or they call and they don't come out. uh ‸ For weeks on end to pick up the bulk stuff. I mean

And keep in mind too that the yard waste has to be called into Public Works. So not Waste Management. ‸ It gets called into Public Works. So the numbers that are on the magnet are for Public

my recollection is in the contract there's no maximum number of pickups there. So, ‸ yeah, if you give us that issue, if you got an address there, we certainly. Because I think the contract is probably silent on whether you have a maximum number of times that they can come out. ‸ you know
it up, put it in your container, and it may take two weeks to get picked up, but it may get done faster than waiting for the bulk yard waste to get done. So you can put it in your yard waste container. You can also utilize your waste container for yard waste as long as there's not waste in the yard waste, in the,
