The City's record
What the City's record shows
Built only from the City's minutes (1674_PZ_Reg_Minutes_01_06_2021.pdf). Page numbers are the minutes' own. Discussion is in the minutes' text; it is not summarised here.

Agenda (the City's wording)
The City's agenda for this meeting is on file (PZ_Reg_Packet_01_06_2021), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
134 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 14 voices separated from the audio.
16 short machine repair(s) (20 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 92.8% of 6,035 content words.
Dotted words (162 places) are ordinary wording differences: hover or tap to see the other reading.
134 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Okay. Thank you. We only have a single agenda item tonight. But we are required to approve the agenda. Does any member of the board have any additions or deletions?
I just want to take a moment to introduce to you our new senior planner, Alex Bernard, here to my right. Thank you. So she's actually been working more with this project than I have. So I'm going to turn it over to her and let her do the presentation she's put together for you. And both of us are here afterwards for questions.
I'm going to take off my mask. So what you have before you tonight is a large scale site plan. This is called Project Sunshine. It came into our office a few months ago. And this is in

And then we'll go into here. So basically what you have before you is an industrial distribution warehouse facility, 185 acres. The building itself will be 202,000 square feet and it'll be 45 feet high. While there's 185 acres in size, the whole parcel is, they're only impacting 75.9 acres. With the remaining 109 acres are going to be left undisturbed. There won't be any impacts one way or another.
use, which is industrial. It's currently vacant. It has a zoning of M2, which is manufacturing and industrial to the north is industrial to the south is industrial to the east is industrial to the west across from Grissom Road is what we talked about that Canaveral Groves area. So they don't have access off of Grissom. So I think probably minimal impacts there. So they have some oak trees out there that they're going to be removing and replacing. And, um, they are looking at a development agreement for doing some other landscape requirements. And that will be presented to the city council. Um, if you can see here, this is the site plan layout. I tried to pull it up for you, but you can see, this is the area that they'll be disturbing. You can see all of this area back here. I couldn't actually fit it all on the page. It's so big.
you, but, um, I'd be happy to do so. Also, we have the applicant clay Thompson here, um, to answer anything that might come up that I might not be able

know who the name of the representatives are for this company. But from what we are already seeing with the amount that they want to develop and then not disturb makes major statements. Very, very well planned project.

mean, off the cuff, they have a lot of wetlands out here that could be adversely impacted. So that would have to really be looked at. Um, I don't know the answer to that. They probably could, but it would be challenging.

I have a question, um, based on, since we don't know exactly what it is, do you have any estimates for what kind of traffic it's going to put on Grissom Parkway when they're, they're bringing their trucks in or out?

as far as trucks, trucks will be staggered throughout the day where every hour is going to be about the same amount of large trucks. And it's, it's only about four trucks per hour. So barely even a noticeable amount of large trucks. Um, in addition to that, there will be employees who are staggered to, to largely miss the peak hours. So we have ‸ very small peak hour impact. The morning peak hour is negligible.
no traffic during that AM peak hour. During the PM peak hour, it's a little bit unique in a typical warehouse or distribution types facility. You might expect more trips going outbound in the peak hour due to like employees leaving. In this case, you've got more vehicles entered, entering during the peak hour than leaving. You've got about 90 vehicles inbound during the peak hour and about 45 outbound. So that's not a whole lot, right? In any given minute, you might see two cars coming in. And, and again, with that staggered approach of, of, uh, shift times, as well as delivery vehicles,
Flag: words were replaced by a machine repair · 00:09:55–00:09:55 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
spreads things out. And it's really the intention of this facility to be very efficient and avoid those peak times. And so you get kind of a secondary benefit to the roadway network where you're not getting an impact, uh, during those critical peak hours. So again, the numbers would be 40, 90 inbound and 45 outbound.

on 524 when they were bringing that in. And I think that's what they did is they staggered everything. I hardly ever see a Walmart truck. So if they're going to do the same thing, it sounds like it's really not going to impact the neighborhood as much.

several subjects, uh, in reference to the construction of the, of the facility? Is it concrete block? Is it metal roof? Um, what about landscaping? That is in addition to the oak trees that you're providing, uh, providing
metal roof. Uh, the front of the building is where the associate, uh, ‸ auto parking is. That's, uh, you know, it's actually a really nice building in the front. Uh, we're providing some additional landscape along the front as well as a fountain within the pond that's out front as well.

about 19 acres. My concern. So I'm heavy industrial and the city has always been gracious when I look for variances, things like that. And with that being heavy industrial, I've been able to, you know, push the boundaries of heavy industrial and it's benefited myself and the city and the county and the state. My concern is future development straight to the, if ‸ you go straight to the north right there. So if the zoning is not changing there, I, I really don't have concerns other than since what is being built now on the property, even though it's zone industrial, it's really commercial. Would that lead to the property adjacent to mine at some point becoming zone something other than heavy industrial?
This city doesn't have any plans to, you know, propose rezoning in the area. M2 this whole everything west or to the east of Grissom Parkway is M2 for the most part that that's within the city.

but at the east end of the full set of, of the parcel, uh, at the, the place that we've been conducting our, our test fires, we've, we've hit about the size that we feel is safe to operate in that environment at 5,000 pounds. not going to impact this operation and this operation is not going to impact, uh, our rocket engine testing. So what concerned us was as the map that we saw, there was a buffer zone around the parcel and we wanted, uh, to, to understand what that buffer zone is going to be and what it would do to zoning because it directly overlaps our own planned, uh, safety buffer at our expanded test facility. Uh, the difference being our buffer is entirely within the land that we intend to lease. Uh, we're looking to better understand what's going to be done in that Eastern portion. Uh,
