Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
453 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 27 voices separated from the audio.
50 short machine repair(s) (56 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 93.7% of 17,557 content words.
Dotted words (425 places) are ordinary wording differences: hover or tap to see the other reading.
453 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Just to give you a couple of minutes to let you know that we're moving into the second half of our season. This is our 30th year. And I am so happy to say, to report, that our ticket sales are ‸ up 6% for the first part of the year. So that's wonderful. And right now we're in rehearsal for the Sound of Music. And

brought materials, which I'll hand to you when I'm finished. But the Sound of Music opens January 31st. And as always, we run for three weekends. And I have another brochure that tells you the remaining shows of the season. This weekend, we're happy to report that we're starting with our Spotlight ‸ Series this weekend, which features Hot Pink and the band Hot Pink with the music of the Beatles.
Magic Dove Magic Shop. And we're almost sold out for the entire weekend. So that's a great way to begin 2020. I'm also giving you a small brochure, which informs you of the Expanding the Dream Capital Campaign, which is about to be moving into a public phase. I'm sure you've heard about the purchase of the Rimbert Building just directly south of the theater. And this brochure explains the plans coming up. And it's conceptual right now.

So now we're about to be going public and starting to move to people to assist with this new expansion. And if you have any questions or would like information or a tour or anything, if you'll just reach out, I'll be happy to be there for you. So this is what's happening at the theater. We'll be fully running all through the summer, all the way to the middle of July. Yes, before we start up for Season 31. Are there any questions or comments or anything?

So, good evening, Mayor and Council. I apologize for not being technically ready for this evening. I want you to know that we have some amazing people doing amazing work all over the county. So, I want it very clear that nothing I would say this evening would be to disparage anybody that's already working in homeless services. That includes any of the police departments, anything like that. I'm just talking exactly what the experts in our community have found, and that's namely the lead class of Brevard

There is nothing aside from that in my presentation. So to get started, basically, my personal background, I've been studying homelessness since 2014, and when I say studying, if you're not familiar with my qualifications, I took an entire year off my teaching career and lived homeless in 13 cities across America and myself personally. After that, I did research all over the country in places that were having success with homelessness, and I've been invited by many cities to come in and advise them.
city of South Bend, Indiana. And the reason I tell you all this is this, what I'm getting ready to present to you may be out of the box, but it's a result of five years of extensive research. I'm an educator, and everything I have is ‸ fact-based and research-based ‸ and none of its opinion. So let me move on.

No matter who you discuss homelessness with, it is really a difficult thing to try to get one set of solutions from anybody. And before I move any further, Mr. Mayor, if I could say to you and the council ‸ that my whole purpose tonight is to have Brevard County move forward in a direction that is unified across all the cities. That is why I'm standing before you tonight, and that is why I'm enjoying the opportunity to talk to you, because here's the deal. The current system we have in place, and you will see by the numbers after we move by this slide, we are not making progress on homelessness. I don't know your city as well as I know my own city.
see. The big deal and the big reason we need to approach this is because doing nothing is costing us a fortune. Now, my big dream would be that the county would unify all the cities and say, these are the ways that we approach these different issues. Here's how we break up a camp. Here's how ‸ we deal with

is getting the different communities together, and people are doing pieces all over the county very well. But we don't have a plan for cities. We have a plan to spend the money that were graciously given by the federal government to house people, which is a super small percentage of our total homeless.

not my number. You'll see. So what we really need to understand is even according to their numbers, every slide I show you, and you can just look at the Brevard Homeless Coalition is at the bottom. I'm not going to read every slide because I'm trying to make this as
116 to 206. remember all of these are coming from the point in time count, which is done by volunteers and is completely inaccurate. and Nationwide people

it is a metric that we use, that we report to HUD. So as you can see, even if you look at family homelessness, we reduce two people in a year. That's not going to move us to progress for these other 200 people. We're not making progress in any area, no matter how you want to look at it.
I don't understand why we're not championing this across the county and coming up with solutions. And let me be clear. I'm not coming here to say we need to spend a bunch of government money. I'm saying we need leadership. What we did in the city of Palm Bay is
We raised the money in four weeks and it's open and sustainable for five years, the funding already. Okay? There's many things our community can do as a community to address these problems. look at our homeless students. We have gone from 2 700 to 4 900 homeless ‸ students. Why is this not on the front paper front page of the

we are still higher in veterans than we were. And again, none of these are my opinions. Every day on Facebook, I answer 10 to 20 people that are looking for help. In every community, we tell them to call 2-1-1.
If you need proof, I can take you on a tour, you can meet 50 people any day. I am not disparaging 2-1-1. They do amazing work when it comes to disasters and that kind of thing, but they are not an entry system for the homeless. They came and briefed my city council and they got seven calls from the city of Palm Bay in a year. Now, I have 102 homeless on the street. That's not an effective entry system. Without knowing who we have and where they are, we can't come up with a plan, a community driven plan. And that's what I'm kind of trying to get across here. A community driven plan, not dollars. So, here's my recommendations. First of all, if we don't have street case management for every single city in Brevard County, we can't identify our problem.
If we can't track every homeless person, and remember, the majority of our homeless are people that lived here first. They're not transplants like people tell you. We know that by the point in time count data. They ask them where was their last permanent address. So, these are our residents. And it's because we have a lack of affordable housing. So, we need street case management. We need to track these people from the time we find out about them until we get them in into a better situation. We need to talk about how are we going to have more low cost housing. I don't mean Section 8 housing. I'm talking tiny homes,
income housing not section 8. all of these things are possible by changing ordinances and by having a plan. And I'm not trying to pretend I know what's best for your city. I surely don't. But I know without a plan, you're not going to go anywhere. And that's the same with every city in Brevard should have a plan on how they're going to address all these issues that aren't addressed in any Brevard Homeless Coalition report.
We have some people doing amazing work, Family prop Promise in their organization, but they only take care of how many families a year. And that's it. Where else can a family go? Now, if you're a single woman with a child, there's many resources and that's a blessing. And we have many good domestic violence shelters and all that. But all of those people, there's no place for them to go get help. So, in closing, here is what I'm asking the council to do. I want every city in Brevard County to consider that maybe what we need is a couple of representatives or a representative from each city to sit down and make a county plan. The county government's not going to bring the cities together. We have expertise. Me and your chief have talked and talked and talked about this subject. I would love his expertise to be shared with other communities. And I'd love us to have a plan on how we're going to increase services without spending government dollars. Those are a finite thing. That's a finite thing. But when the community understands that this is not a bunch of drug addicts, it's because we have a lack of affordable housing and people can't get help. When they really realize that we can raise community money and it's not a fight over which non-profit it goes to. It goes to the project. If we do project-based funding instead of non-profit based funding, some of these non-profits

left. I'm right at the end. Is that ‸ Okay? So again, what I was saying was we need a plan. I'm not the expert that tells you what should be in your plan. You have those. We have them all over the county. But if we continue to allow non-profits to come give elevator pitches for their individual programs and we don't see the actual numbers of homelessness reducing, we're not fixing ‸ anything. We need to fix this. So here's my
city of Palm Bay has now had three workshops on homelessness where we have had community partners come in and offer to help. I don't mean come in and here's the program. If you give me 80 grand, I'll do this for you. I mean churches getting together. I would like you to consider A, having a workshop on homelessness. I would be happy to be here and and and

There's no longer able to be on this review board. The members of this community do not favor a pro-cop advisory board. I want to request this board meet every other month instead of quarterly. Quarterly makes the advisory board invisible, which leads to a lack of interest. And last thing I wanted to say, from the beginning, we agreed that I would be only one ex-cop on this review board. So anyone else have one on there they need to think about removing them. Thank you very much. Thank you, sir.

I appreciate your time for allowing me to speak in front of you. My name is Anita Gibson. I live at [address]. My interest in coming before you is something very personal, very close to my heart. doesn't stop or quench my desire to have something happen on the murder of my son. He died May 1st, 2017. And that's something I will never forget as long as I live and breathe. And there's something that has to come of this. It can't just be a cold case. Oh, you know, I'm sorry. I'm sorry for your loss and move on. And the last thing is that the police department has a wall. It's a door that goes into the police office and is lined with pictures. So I'm asking that my son be placed on that board that's been there since I've been in Cocoa, really, with 20, 30 people that are just there. There's no movement.

I'm here again to ask you to please take another look at the policies and procedures for the Cocoa Police Department about investigating calls that they're called to. And
was trying to convey is that he was falsely charged by the Cocoa Police Department and caused a lot of harm because of it. And he's still suffering mentally, physically, financially because of it. And I think that those policies that I tried to get you to look at would help. Furthermore, I was promised by the chief that I'd be provided a copy of the policy and procedure for officers that are supposed to investigate calls that they're called to.
‸ And as to the homelessness they were talking about earlier, you might have a couple more elderly homeless people unfairly homeless because of the Cocoa Police Department. And because of his what he was just saying about that administrator and this mob, as I know it's hard to believe, but there's a mob that exists at Westminster, approximately 15 tenants out of
that live there. And this mob is organized by D. Miles, which is the woman that called the police on him because she has this thrift store. The chief knows that the thrift store is not a legitimate thrift store. He knows it. And he's kind of helping them along. And
just to be able to get by. They're laundering money through the thrift store. They're not accounting for all the money. They won't provide the tenants with the bylaws or ‸ allow them to see. They claim to be a nonprofit. They've been doing this for about seven years. And just in March 11, 2019, with the chief's help, they finally registered as a

Alton Edmond, uh, chairman of the Coco PD ‸ Citizen Advisory Board. Um, I, I do have concerns and I'm looking forward to hearing how the issue as to the motion made by Mr. McCann can be resolved as he was ineligible at the time he made that motion. Um, I know that you weren't there at the time, so I'll, uh, debrief you very quickly.
that are to address potential issues to with the police department in the community. Um, his motion was to, um, to make, make commendations for, uh, certain, certain heroic acts that police have performed in the community. Um, and I objected because that was not the purpose of the board. Um, there are a lot of really good acts performed by police officers that I think should be lauded. However, the police advisory board is the police citizen advisory board, I believe is the improper venue to handle those sort of matters.
the first place, um, I wonder if we should have to address it or vote on it again, or whether it should be undone due to the fact that he was not eligible to make the motion in the first place. Um, and so if you can advise as to that so that we can have, um, an idea what to do moving forward in March when we have our next meeting, that will be helpful, um, at the very least. Okay. I'd be happy to do that.
I'll send out some written advisories once I talk to the chief and get some more information, but it sounds like you've got two issues potentially. One, whether or not the commendation of the police officers as motioned by the board falls within the purview of the board to make in the first place.
there was a suggestion for monthly meetings and I didn't think that it was necessary for us to meet every month. Um, but we do have a fair amount of, of issues that come before the board and some, I mean, we've had meetings that last until, I mean, almost 10 o'clock because of how many issues we had to address. And so if we met a little bit more often, um, one, our meetings wouldn't take as long. We wouldn't have as many issues to address. And I think as Reverend Dennis said, uh, we wouldn't, we might be able to get more participation in the community if, uh, the meetings weren't just once every three months or four months or so.

This is to as you stated to create a lean amnesty program. It would be more directed at city homeowners who may have through time or whatever had issues or different things happen. And
as we stated down here there are some eligibility requirements that we did recommend. And also some other areas of you know what what the program would be as far as how the liens would be reduced. We asked to probably be an administrative fee and then depending on how Council feels or whichever way you want us to go with this.
I'm not sure how that would work again our goal is to make it as simple as possible for. For the citizens. I think the program needs to be. Something where somebody can come in fill out an application. Submit it. We would go through it look at it. Make sure go out do the inspections make sure everything is up to par everything is done. Evaluate whether there's fixed liens or anything else that would go with it.
again all any kind of fixed liens or anything would have to be paid. In conjunction with whatever the reduced amount. And then the other thing is the question is is a time frame how long should this thing run should it run. You know for a shorter period of time a longer period of time. You know we did talk about you could do it yearly. For a period of time.

things I saw that the program eligibility is limited to single family homeowners and non-residential properties where the property owners was the owner of the record. It was the owner of record at such time the code ‸ enforcement action was first initiated.
then I like the fact that all the administrative fees that the city are out of. I think that that should be it should be reduced down to whatever the city is out of.

Can we maybe. Make sure the notice goes out. In time to give people an opportunity to maybe. You know not spend their. Tax refunds. And you know save that money to pay these or whatever. So let's just make sure that we give people enough time.
timing is just great. And and it's time to start getting some. A lot of these folks to reinvest in their homes. And on their property because these these lanes have hindered some folks from. Either getting roofs on their homes or doing some.
think that you know I think it's it's beneficial to obviously benefits to our citizens. And I think it's beneficial to us also to be able to get some of those older older lanes and stuff off of books.
Yes. And then a lot of them I was looking at a lot of them. There was a lot of high weed and grass. And I know back then we had some serious issues with that.
and I know I was very aggressive back then you know because I wanted to clean our city up. And that was one of my goals that try to clean it up and change our image.
fact that you know how did they get here. What happened. And you know I didn't know the factors of what happened in their life during that time. And so I had to step back and say wait a minute you know maybe you know.

Last year we did something in the hub zone at the Eastern Florida State College, which was called a Drive 8A event, where we were trying to recruit more firms to do the 8A program right after the hurricane,
that event. So we're looking forward to do more of that, and we're looking forward to helping you guys maybe figure out what we want to do with the Opportunity Zones and how we and the rest of the federal agencies can work with the city and cooperate to try to bring some more businesses and businesses into the city's opportunity zones. As far as financing, through last year, which our fiscal year ends in September, we did our lenders back seven SBA loans for about $5.2 million located in the city. These businesses estimated that they would be able to bring 17 new jobs to the city of Cocoa. For the last three months, through the end of December, our lenders approved three SBA-backed loans for about $3.1 million, and these businesses project they will be able to create 10 jobs

There should be some more businesses going there with you guys and tie this group together. There should be a lot of opportunity out there for further growth going forward, and we all look forward to that. The SBA looks forward to continually working with the city of Cocoa to help promote small business success, and I thank you very much.
