Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
230 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 21 voices separated from the audio.
9 short machine repair(s) (9 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 92.4% of 9,302 content words.
Dotted words (213 places) are ordinary wording differences: hover or tap to see the other reading.
230 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

to apologize to Super Attorney. Something made its way on the Florida Today's website that I did not know at the time was actually being recorded. So it kind of referenced me showing up at City Council and jumping down someone's throat. I apologize if you saw that. ‸ I really did not realize that he was recording that. It was a question about how the Santa thing got started. So, you know me. If I do it knowingly, I won't apologize. But that one, I really didn't know was being recorded. Tonight, I actually have an issue that I have held onto since November 16th of last year. And I
However, I believe that anybody that serves on any board, especially a quasi-judicial one in the City of Cocoa, should be held to the same standard as one of you sitting up there as far as ethics and as far as, you know, complying with the regulations of the city as well. On November 16th, during the code board, I sat through the entire board. And I witnessed Alec Greenwood, who apparently sits on the planning and zoning board, conduct himself in that board hearing in a way that I personally believe no one serving on any city appointed ‸ board should conduct themselves in
I do not think that anyone has the right to disrespect a code officer, whether it be the code manager or one of the code officers that are on the street every day. I
We didn't have a single shooting in 2017. Unfortunately, we did have two house fires. And both of them, I can assure you, were the result of uncoated, unpermitted
I'm sorry, but after what I saw at that code board hearing, and the statements that I heard Mr. Greenwood make under oath, I think the city needs to remove him from that board. You

I don't think either one of y'all are aware of that. May I approach and show photographs? As you look at the photographs, some of the street is decaying, and then there's a large section that's underneath the street that no longer has mud. You stand on it, it moves. It's about eight to ten feet of mud that's gone. Cars and vehicles go over that, they're going to end up in the ditch. A guy was out there measuring it today with a balloon, and it's pretty bad. The structure is gone, that's in the ditch. And this is about approximately 10, 20 feet away from the culvert that has collapsed. Also, I would like to be able to use the driveway again, so if somebody comes out with some mud to fix that, along with some curbing, because the curb is gone. And
Gray. I would like somebody to come out and put some big steel plates over the culvert, so I can be able to get to my house again and be able to receive mail and packages and have the FPNL truck not call me a half a dozen times trying to figure out how to get to the house. I think some steel plates, while everything is in talks, isn't too much to ask. Because
the initial meeting with FEMA. And I asked him, you know, what progressed with that. He says, it was initial. We're going to have several of those, just to be patient. And I said, okay, I will be. Because I knew it was a process. I knew it wasn't going to happen overnight. But if we could get some steel plates out there so I can get to my house, that would be greatly appreciated. Along

was, I guess, most analogous to a normal house that has a driveway. And they have an easement for sidewalk, but they're still responsible for the driveway. And
again, if you look at a normal driveway, you know, where there's not this culvert, the property owner is responsible for the maintenance of that and the sidewalk. You know, that kind of cuts through it. So I think the city attorney is going to be issuing to myself and counsel

On the road issue. Then there's the issue of whether or not the issue of who's responsible for the driveway apron that actually crosses the drainage culvert. My office has been examining the history that kind of goes back to when the county permitted all that area. ‸ We're getting ready to issue an opinion regarding who's responsible for the driveway culvert going across the ditch. But the road is a new issue. That's new information. I think managers taking notes. I

All we were waiting for was the information from FEMA to come back. He's mentioned an attorney once or twice to me. And I said I've never mentioned an attorney to him. I've
be in the same situation or are in the same situation, and the city needs to understand its liability or its, you ‸ know, responsibility as to whether or not the city is responsible. I mean, you're saying simply replace the culvert. The question is, is it legally the city's responsibility to replace the culvert? No different than is it somebody's responsibility that has an easement over the city's property for their driveway apron to, if it cracks, to replace that? It's not in that case. And that's what the attorney's researching because it's not just you. It's you know, we're talking about other taxpayers.

For the past, I guess, half a year, I filled a vacancy on the Planning and Zoning Board. I found it an honor and a pleasure to serve on the board. We had an, I came up on the agenda, I guess, last meeting, and there was some confusion of whether there was a reappointment or not. I'm just here to tell you that I find it an honor to serve. I have the time to serve. I did bring my resume if you'd like to look. And just let me know. I'm here to serve if you wish. Okay? Thank you.

Association, 600 Florida Avenue, Suite 104, right here in lovely Cocoa Village. Two things this evening. The first of which, I just want to give you a very brief report on the December holiday art and craft that we had the first weekend in December. You can hear a little bit more about that weekend from Brad Whitmore, who will speak in a few minutes. But I just want to let you know that it was an extremely successful weekend. Thanks in no small part to the cooperation of city staff and a good time was had by all. We had about 200 vendors.
thank you for your support. Thank you. I also want to take a minute and introduce the new board chair for the Historic Cocoa Village Association. Nancy Elliott has served on the Historic Cocoa Village Board now for, I think, four years. And she has was recently elected to the executive as ‸ a promotion from secretary to the board chair and we're really tickled to see the change.
Yes. Oh, thank you so much. And we have some kind of exciting and different things planned for the village this year. I hope that they will be well received. I
Okay. I'm Cocoa Ambassador Brad Whitmore. I should say Waterfront Ambassador. Waterfront. Yeah. And by the way, that's the boss, Nancy, just let you know.

just or just Brad. Anyway, good evening, Mr. Mayor, council members, staff, everyone. I haven't been here for a while. I've been out of town on Tuesdays, so it's great to get to come back. And we've had a successful event since last time I spoke to you, that being the beginning of December. We hosted the first ever Sail to the Sun Rally Cruisers Seminar. And it was, by all meaningful measures, a great success. If you'll recall, there was a lot of drama leading up to it. Right up to the end, we weren't sure if we were going to continue with the program or cancel it. We figured they'd understand even if we canceled on short order because we'd been blown away by Irma. And
if we could put it together. I'd like to say thank you to the city for those of you that encouraged us to press on and continue with the program and to host the event. I don't think we would have done that without your encouragement. I'd also like to thank Gail, the leader of services, who did a great job of helping put it together and had all kinds of ideas that just took it to an even better level than we had perceived. Dinner
ever met. And he was the draw that brought everybody in on this thing. Somebody asked the question, how many of you are from out of the area when we first assembled on Saturday morning? At least 90% of the people are not from here and came in from elsewhere to attend this event. So that was a great draw for the city. The common response at the end of it was, we never heard about you guys. We love this place. We can't wait to come back. So it was a major coup. Financially for us, it probably cost us a few bucks. We
it for the good PR that was generated for the city. Already talking next year's plan. And there's talk of having it turn into a two-day seminar because that was a request from the people that were here. So we'll see how it plays out. But I just want to say thank you to everyone that was involved to get it to that level. Shifting gears here for a second, we are on the cusp of a wildly exciting, perhaps pivotal time for COCO right now as we readdress our waterfront. We have an opportunity. I talk about turning it into a boating destination. Let's

were made aware of the find hurricane relief grant fund and requirements of that fund are that they will provide funding support for prior find projects that are not being supported by FEMA or your insurance carrier. Now, it did take some time to get a definite answer from FEMA regarding what level they would support the restoration at, and that is 75%. And the unknown for us was our insurance carrier. They took some time to determine what exactly caused the damage, what was the extent of it, and in the end, much like many of the county facilities and other facilities around the state, they denied our claim, and

So there isn't a specific timeline for submittal. It's just first come, first serve. And now that we have the documents needed, we've reached out to find and gathered all the remaining information, and we anticipate the completion of the grant paperwork next week. So we can provide that to our

First of all, I'd like to invite, congratulate Captain Ed for being here and the audience here in a TV land for the viewing of Captain Ed. What happened was a week and a half ago or so, I got a phone call that Captain Ed was no longer with us. And that's pretty hard to take. That was very upset. Everybody was upset. So I called the city manager. The city manager checked it out. The

discussions we had with the county were they were receiving funding to go ahead and stabilize the pile. So they're going ‸ to fix the washouts. Yeah, the washouts, basically. And they folded us some drawings just to show us, but it's basically going to be stabilizing the pit that was created where the washout is, basically filling it up with concrete to stabilize. That, they had a previous problem there where that bottom has been concreted and stabilized. Wow. So that was fixed. And then during this storm, now we have this issue, so they're
to fix that one. So basically, you can almost have a continuous layer of concrete between one bridge and the other. There'll be a little, probably a little gap in the middle of about 20 feet. But it'll be enough that I don't think there'll ever be a problem there.

it didn't take long, but the assault on local government and home rule started today. ‸ It appears several, actually many legislators, no longer believe the government closest to the people best serves the people. And they think that they would rather substitute their wisdom for that of yours and your daily interactions with the needs and the wants of the constituents that you serve. There are two bills that are coming up tomorrow. It's House Bill 17 related to the Community Redevelopment Agency. I believe that's going to the floor because it actually, before the session started, it
it ‸ had been referred to, which will, you know, change some things. Also, there's House Bill 815 regarding travel. And it's related to travel, public elected officials, and also requirement for full financial ‸ disclosure and reporting, requiring council to, for any out-of-state travel. So, the city, not recently, but in the past, has gone to Washington to lobby, you know, on behalf of, you know, federal needs. But it would require that any expenses be approved by this council prior to the travel, and that then the travel expense report would be completed and then subsequently submitted to the Commission of Ethics. So, these guys are crazy.
So, it just, you know, ‸ I've copied you all on a couple of the emails. As I respond to some requests on behalf of the League of Cities legislative alerts, I'll continue to copy you, you know, as we send emails out. So, but related to that legislative session from January 29th to January 31st, in
