Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
608 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 32 voices separated from the audio.
48 short machine repair(s) (66 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 92.8% of 24,286 content words.
Dotted words (638 places) are ordinary wording differences: hover or tap to see the other reading.
608 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Members of the Council. City Manager Whitten. Thank you for the opportunity to spend a few minutes tonight to present your annual investment report update. And as we do, we'll spend just a few minutes on a few economic slides. As always, please feel free to ask questions or share your thoughts through ‸ the presentation. And then we'll ‸ wrap this up with

But a lot of that had to do actually with the export of oil and petroleum products. In contrast to that, the consumer and business sectors of our economy continued to slow during the second half of 2022.
percent GDP growth for this year. Certainly anything can happen between now and then, much like it did throughout 2022, where inflation was projected to be much lower, came in a lot stronger. So
hard to believe 2023. But again, I think inflation and higher prices overall for the consumer are going to be the biggest challenge for us in our economy. And just looking at that, the good news is, from an inflationary standpoint, we see consumer price index in November. That rate had actually come down to 7.1%. So the good news is it's come down about 2% from that peak in the summer. Although, as we can see from our chart that takes us back, you know, 15 plus years, we're still at an inflation rate that ‸ is the highest or near the highest levels we've seen in four decades.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:07:00–00:07:02 · unresolved: the words are not shown (unclear audio); listen to the recording
That just refers to the average price of a gallon of gas for us. Again, the good news about that is we're paying less at the pump than we were in the summer. And we'll see how that plays out here in 2023. I've seen prices move up a bit. But again, when we think about gas prices, food prices, those are where we spend a majority of our disposable income. And so those are certainly ‸ impactful on us as consumers. And, of course, we can't miss out on mortgage rates and the impact on housing. You know, as we've mentioned housing, one thing to think about is over the last decade plus, housing has been really a big, strong component for the overall growth of our economy. And when we're buying houses, we're going and shopping and filling those houses with furniture and durable goods and so forth.

2022. Unfortunately, the mortgage, given ‸ the rates moving from around 3 percent to just under 7 percent November, caused that mortgage rate ‸ to almost double. So

to find out how far we need to raise these overnight interest rates in order ‸ to stem the rising inflation that we've seen. The good news is we have a strong labor market. We continue to see strong job growth month over month. If we think about it,
We've since made up those jobs as well as made up around 4.3 million jobs throughout 2022. The jobs report that just came out recently for December was 223,000 jobs created in December. That was higher than expected. So, again, another positive sign of continued strength in the labor markets. Another positive here in the state of Florida is while

So we continue to have an even stronger labor force here in the state of Florida and very strong job growth as well. So looking at the forecast and thinking about 2022,

less. So inflation, again, has been the ‸ big talking point and likely to have an impact on our growth here in 2023. Again, this number will likely change as we get through the year. But right now,

of recession. And we'll talk a little bit about that with the yield curve. This chart, a lot of dots on here, the blue and the gray line. Really want to emphasize what we're showing here on this chart is that blue line is the most recent forecast from the Federal Open Market Committee. And what that shows us is where they expect our overnight rate to be.

It's the most aggressive Fed tightening cycle we've seen in four decades or more. The good news is, from an interest rate standpoint in your investment portfolio, is that's going to have a very beneficial impact on your interest earnings in your investment program. So while rising interest rates certainly are a challenge for borrowing, certainly

Fast forward to September 30th, your fiscal year end of last year, so 12 months. That green line shows, again, that very significant rise in interest rates.
curve as of the end of December. Looked at those rates today. That gray line at the end of December is similar to where we are today. The five-year bond actually is coming down a little bit. But the highlight here is really going from a low, flat interest rate yield curve, where we see in the yellow line, to a positive sloping curve in the
Flag: words were replaced by a machine repair · 00:12:06–00:12:06 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
line, to that inverted curve. And what ‸ you're likely reading about and what that has historically suggested is that lower rates are expected in the future, and that is likely driven by a slowdown in the economy. When that happens, the depth of that slowdown is unknown, of course, and there are a lot of opinions on when that would be, how deep that recession might be.
working with your finance team, Ms. Bowman and her team, is not to try to time the market, not to figure out when rates are going to stop rising or when they're going to start declining, but to have a very diverse and safe investment program for you that you have the ability to have the liquidity when you need it, but also take advantage of these interest rates as they're being offered in the market.
the sources and uses of those funds and the timing of those funds. When are you expected to need these various funds for your ongoing operations and sometimes for a little bit longer term? They're driven by your investment policy statement as well as Florida state statutes and the duration and average maturity,
course, as we've talked about in our prior meetings and presentations is based on your risk tolerances in historical performance. God bless you. Again, it's primarily on safety. The fact that you have funds that are invested in daily liquidity investments as well as your two and a half, two to two and a half year investment portfolios provides a very well balanced approach for you to ensure that safety and liquidity as your primary objectives.
program is compliant with your policy as well as with Florida state statutes that govern the investment of public funds. So as public trust, we manage three separate portfolios that balance your liquidity funds, your operating portfolio is your large portfolio that we manage there. It represents about 56% of these three portfolios. The average duration of this particular portfolio is around two and a half years.
certainly can make those adjustments. You can see the diversification in that bottom hand chart as well, primarily invested in U.S. treasuries with an allocation to GSEs.
Fannie Mae, Freddie Mac, home loan bonds, and then a few highly, highly rated municipal bonds within those within the ‸ portfolio. The second portfolio just to cover is your reserve portfolio. This, again, about around a two and a half year duration, similar to your operating portfolio.
So you can see with those maturity bars on the bottom right, very similar to your operating. So by design, the maturity structure, again, is designed based on the sources and uses of funds within this portfolio. Again, well diversified with treasuries, agencies, and then a smaller allocation to municipal bonds. Also on these charts,
didn't mention in the last chart, but highlighting within the blue box, the book yield and the market yield. And I just want to highlight that what those are showing is the book yield is a measure of the income potential for your investment portfolio. The market yield is showing what the current market is offering.
up around 400 basis points, that's also allowed us to reinvest your investment portfolio in these much higher yielding securities. And so you see that reflected in the book yield increase from last year to this year, and likely to continue to see the book yield increase into 2023, given these higher rates. And again, the highest rates we've really seen since 2007.
got a slightly shorter duration, right around two years as compared to two and a half years. And your restricted portfolio is held for long term as well. This one is managed a little differently to allow for some of these shorter term maturities to provide funding if needed.
than five years. But again, well diversified. All of your portfolios utilizing treasuries, agencies, and again, those municipal bonds within the portfolio to keep it highly ‸ rated. I know I'm going through this.
And this is as of your fiscal year end. But just know that again, you're compliant. As this chart shows, you're well within. You're permitted by policy limitations for each of these investment types within the portfolio. We meet with Ms. Bowman and her team at least quarterly and have more frequent conversations as needed.
we're doing here this evening for the council and to discuss why the portfolios are being managed the way they are, certain transactions that are taking place, but also to ensure Ms. Bowman and the city has the liquidity that you need throughout your fiscal year. While again, also not keeping everything too liquid and allowing you to capture these investment yields. In the event that rates go down, these longer term portfolios will protect from that decline in interest rates by investing in these slightly longer term securities.
will pause. And I had just a few bullet points, but I've covered most of these bullet points, but you have them in your packet. And really just to highlight again, we've come from almost a zero interest rate environment just over a year ago

Again, a very good benefit for the reinvestment of your overall investment program. And I expect that that would help to benefit your income opportunities.

And we're going to need to modify that ‸ because make sure we set the timer for 30 minutes because based on the number of cards, it will supersede the 30-minute allocation. So if you want to defer, you can. If someone speaks your knowledge, please feel free. Now, we will proceed in this order. First will be, is it Michael's? Is it Donna?
may be a little bit emotional for me, and I've never done one of these before, although I do public speak on a regular basis. But I'm here today because

something on my mind that's very near and dear to my heart. Did you know that the average person in America will experience one traumatic event in a lifetime?
The suicide stats in our first responder community are the number one cause of death, and that's because of PTSD. My name is Donna Michaels. I was raised here in Brevard County. My father was retired from NASA.
When I was 18 and graduated high school, I joined the United States Navy, and I served four years. After that, I moved to Orlando, and I became a law enforcement officer. I retired after 21 years because of PTSD.

while trying to save their children who had either drowned or hung themselves right in front of us. I apologize if I am traumatizing anyone in here, but you guys need to hear the truth because a lot of it doesn't get spoken. After that

that broke the camel's back for me. I had gone to countless traumatic calls through my career, put them in my little black box in my brain, and kept going, and was always credited with being resilient. But there was something about that call, and it was no better or no worse than any of the others. It was just ‸ one too many. Something in my brain broke, and within weeks, I had a full-blown suicide plan. I put my only daughter, I'm a single mother, on a plane to Tennessee to be with family while I plotted my escape. I wanted it to look like an accident because I wanted to make sure the ‸ insurance money would be there to take care of her.
I was certain I would lose my career after 17 years on the job, I felt like I had no one to turn to. Thank God for my veteran brothers who picked up on the red flags that I was throwing, and they reached out to me.

He is my protector. He was, pardon my French, a hellion when I first got him as a six-month-old puppy. It was your COCO police officers, Officer Chris Hathaway and one other, that I ran into, didn't know either one of them. They saw ‸ Saint, they saw I was struggling with him, and they started to teach me how to train him. Within a year, I was going through formal training and he became my full-blown service dog. We've traveled to the White House, the Capitol, we've gone everywhere.
so my point, the reason I'm here today, ‸ I'm getting there. The reason I'm here today is I need to convey the importance of good leadership in law enforcement and the fire service. Okay? The public doesn't understand what we deal with. The consequences of poor leadership are the liability due to injuries and car crashes because of distress.

right now. I probably wouldn't either. I'd be in a much better place. ‸ But I'm trying to save others in my retirement. But that's another story. The last thing I want to address is some social media posts that have been posted by some of the members of your board. I think it is very important that I make note that this is not about race. And I am offended that someone even made that accusation. The only thing that made it help me make it to my 21st year in law enforcement was the leadership that I gained, who was a black sergeant, who I would go to the end of the earth for and I would die for. The most outstanding leadership on the planet. So with that said, this is not about racism.
it costs you as a city a fortune. Because as the crime rate arises, the businesses are going to suffer and so is the property values. I'm done. Thank you.

They're burning my pool screens. I've had to replace my pool screens twice. We're having property damage. I've had fireworks come down while I'm outside with my dog at night in my yard, flaming. This has been ongoing. ‸ You're going to hear from several people tonight in our neighborhood that are very concerned about this. But we have the potential for injury. We have the potential for loss of property. I've reported this to the Cocoa Police Department. I've called about 26 times in the past two and a half months. We've had no results.

are facing my house, towards my house. But anyway, what I learned was that there are two occasions, New Year's Eve and Independence Day, where you can have fireworks in Florida. And that starts at 1201 AM, ends at 1159 PM. Okay. It also includes New Year's Day. So this particular person started at 1045, New Year's Eve, and continued on until 1245 when I yelled across my balcony, which is about 100 feet from that screen to here. It's her house and mine.
So it was terribly scary for me. All right. Anyway, but I also learned that firecrackers, torpedoes, skyrockets, Roman candles, Dago bombs, fireworks containing explosives or ‸ flammable compounds are illegal. Well, I don't know about you, but I'll bet you someone knows what this stuff is. And I'm sure that if it goes up that high and it sounds like a bomb, it's professional grade.
I've sent it to two of your folks now. John also has a copy of it. I think this gentleman over here asked me earlier to send it to someone else. So sent it today. All right. So ‸ that's really concerning to me. But my problem isn't just about New Year's Eve, sir. This has been going on for two years solid. And it's not just fireworks on New Year's Eve. I was really ready to just let it go. But at 1245 when the house is getting lit flames and there's no possibility of it slowing down is when I screamed and said shut it down.

The last thing, and I know that I'm pushing it right now, there have been, for the record, this is not a feminine movement, we've had four female mayors, and every one of you have been living here a lot longer than the seven years of the one council member. And I think that's very important because we're here for the good of the city. Please don't let it leave your hands. Also, the last thing is never self-appoint yourself as a deputy mayor. If the board wants to nominate somebody as a deputy mayor, ‸ let it be done like the normal ways. Thank you.

I love it. I like the peace and quiet. So far, the police have done me real well down there, and I hope it stays that way. Uh, I come here to talk about the FYI article about Code Enforcement Board members needed desperately. There's a whole article on it, and all I can tell you is, why would you be looking for folks when you let the best chairman we've had, and he's been on like 26 years, you didn't reappoint him, Jim Gifford. Why? I don't know. If he did something wrong, I do something wrong, out. But we do a good job, which Mr. Dial knows, because he's our liaison. He sees how we work. Something's wrong, get rid of us. But not to reappoint somebody and put in alternates and all, which we all need. But I see this big article here, and I say, I don't understand it. And you folks have the right, by the laws of the city of Cocoa, to either reappoint or, if you want to go with the law that says you can ‸ only serve so long, which probably I'm guilty of.
40 years! I've never missed a meeting. I've been to Boston twice, and I got okayed because I couldn't make the meeting. 40 years this year. I'm the same age as the President of the United States.
We hardly, we couldn't make the ‸ quorum, but we finally did. I had to make probably 80 to 90 percent ‸ of the motions, because the members, it takes time to know how to make motions. You folks that are new to the council, you know what it is. You've got to step up and do it right. You don't want to be, look like a fool doing something. You don't know what you're doing.
because nobody else could handle it at the time. That's what you call knowledge is power, like ‸ Mayor Mike said. But I just wanted to speak about that, letting people go. I've been told, and you can check on it, that I'm too old and put too much time in. So what about all these people that you get to come on the board here? Are you going to tell them?

Thank you for having me. I just want to speak on the fireworks situation. I'm directly behind Lori, the three people that spoke. And it's been really bad lately, and we just wish somebody would do something about it. I know they live in fear. They have kids. I mean, there's fireworks late at night on days there shouldn't be fireworks. I wonder if their kids are okay. Of course,
I know that some days I have cats and a few other people in my neighborhood have cats, and they just disappear, and they don't come back for a couple of days. So we would just like for somebody to do something. That's it. Thank

My concern is that she's escalating. And ‸ I think if she's allowed to continue, she will really hurt somebody. I think it's just a matter of time. And the last time she was in legal trouble, a lot of her behavior ceased, you know, this acting out behavior. But I guess that's when
I wasn't aware of all the legal manifestations. ‸ And just as a personal thing, I was out in my yard New Year's Eve at 10 walking my dogs, and a firework came at me. I really thought it was going to hit me. And it was frightening. My husband was concerned that debris was falling on our roof and it was going to destroy our solar panels. And my husband also could see that it was aimed for Lori's house at
And so there's a deliberate attack that really needs to be dealt with. Two years ago, I think she was arrested for going 50 miles over a school zone speed limit. And so she has very little regard for ‸ other people. And that's one of the reasons I feel like she's escalating. You can just see that in her behavior. So one other time I asked you, Mayor Blake, to do something about her, and

But both alternates are vacant. Both slots are vacant for that. So what we're looking for is a motion, um, to, um, for one regular member and then two alternate members. And, um, as you mentioned,

Now, we're moving on to the next item. This next item is very unique. And here's the reason why I'm stating to you it is very unique. We all fundamentally agreed upon that we want fair and equitable representation ‸ all the way across the board from each location. Now, um, you have considered the appointment of five of the following applicants to

be fair and equitable across the board. There may be one district, potentially because I'm at large, so I can vote. And that person may live in District 1, District 2, District 3, or District 4. Okay. So, I'm asking that each district, and just take a minute to review it, and submit your person. Person's name. Is that approved? Is that acceptable by the board? And let me ask Esquire Garganese.
Yes, sir. ‸ And the intent is to have fair and equitable representation all the way across the board, because here was a dilemma that we were faced. One particular area submitted multiple names from that one particular ‸ district.
not only do we want fair and equitable representation and demographics, but we also wanted to be geographically equitable and ‸ fair across the board. That's a reappointment.
I was going to say I agree with that. I agree with that process. I did want to point out. I went through to determine what districts the current members are from.
4. So, but I think this ‸ process you're suggesting is fine with me. You know, in this kind of rare case where we have so many great applicants. And with that, should I go ahead and
