Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
103 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 9 voices separated from the audio.
8 short machine repair(s) (9 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 89.8% of 4,154 content words.
Dotted words (150 places) are ordinary wording differences: hover or tap to see the other reading.
103 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

footage that was provided for two businesses in town. uh There are still people saying that we can't afford losing spaces. We're talking about six just between those two places. And that's something that I highly recommend. uh The other one is about the volunteers that are available for different boards. I'll bring that up before the council meeting. and I don't think that this would be the right way to
Thank you very much, sir. Moving on to item number four presentations. Saying none. Item number five, hotel RFP discussion. uh We're going to have a PowerPoint presentation, if I'm not

But the, the big issue for us, and as you all are well aware is actually being able to have some assurances that the, whomever the winning proposer, uh is going to be, has the, the capacity, financial capacity to do the project. And so, um just wanted to talk about that amongst a few other things
Flag: numbers, amounts, negation or names differ between the machine readings · 00:09:23–00:09:26 · unresolved: the words are not shown (unclear audio); listen to the recording
uh under experience. And again, we had actually, uh I did remember that the direction was to develop that site as a hotel. And so, ‸ and these are probably more in the form of questions or if you don't have any concerns, I'll just continue down the list there. So, so again, in terms of experience there, um and
but we're proposing that the hotel be of sufficient quality and meet standards to be rated a, uh a three diamond, um hotel. uh ‸ I'll stop at sort of the end of these in case you guys have comments or suggestions you remember the rating goes all the way up to five. And so, um you know, ‸ three diamond is, is, a uh maybe run of the mill, but, but again, ‸ wanted to get your thoughts on that.

the floor, if you will, that at the, uh at the, uh three diamond. um again, we're, we're proposing that, uh the parties submit written proof that they've actually successfully financed and completed at least one similar hotel project within the last five years. um uh you know, again, ‸ they, they have to have actually there, they have to be in the business and they have to be recently in the business there. So that's why we're proposing. You got to be able at a minimum to show that you've actually done something within the last five years. And I'll keep going unless you guys have any objections there. uh the,
um it was primarily mixed use or if it's not mixed use, then it's a sort of a standalone self-contained, um hotel with on-site food and beverage. um I think you'll still want to maintain that. uh ‸ The 107 rooms,
Flag: numbers, amounts, negation or names differ between the machine readings; a language review questioned the wording · 00:13:25–00:13:29 · unresolved: the words are not shown (unclear audio); listen to the recording
as a minimum. um ‸ And then proposing that you show us what you've done, you know, um again through some sort of uh proof, uh specifications, uh photographs, uh promotional videos or anything like that. Again, we just we want to see uh your product there. So so those are the bullet points that we have under experience there. And if you don't have anything to add, I'll move on.

so are you guys good with those under and obviously We have we'll have other other requirements, but again, just wanted to get this sort of broad uh guidance there under financial requirements there up front We're saying that uh
of 75 000 and you can read the language there. And so up front you got to put uh something on the table that sort of gets you uh in the game, so to speak, you know, I don't think we had any of those requirements in the previous RFP. And so and so that that would be there for purposes of of uh of the work that we would need to do to to the uh develop the redevelopment agreement or to actually negotiate andand prepare the redevelopment agreement. uh Each proposer must submit with their

as we get closer to issuance of the RFP. And so, these first two bullet points are, well, all of these are different for this new RFP. We're we're we're literally saying, you got to prove to us up front with the submission of the RFP that you can finance this project. uh Each proposer uh will submit, uh again, copies of previous proof of uh
Flag: words were replaced by a machine repair · 00:16:14–00:16:14 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
uh fund letters or other funding documents there. And so, we want to see that youyou not only put it together for this project, that you you were actually successful in doing it for uh projects in the
the most recent uh past there. um And then, um a proof of uh funds of a letter from a bank mortgage mortgage company, private lender, uh no later than the date the site plan is considered for approval by the city. uh uh
because we're saying, upon your consideration of the site plan, you gotta you gotta again, provide this proof of financing. so So, we've sort of moved all of that to the front of the process. um Anthony, ‸ good on those explanations? uh

‸ Yes, they're needed for stormwater as well as the on-street parking requirements. And then on factory, the previous applicant needed it for their canopy area, the typical drop-off area for hotels.
And ‸ then, obviously, you know, as ‸ electric vehicles, ‸ we see more and more electric vehicles, then we want some consideration of perhaps the private and the public spots to have, parking spots to have some charging stations there.
haven't settled in on a number there, but, again, just to speak to that point and ‸ hopefully get some ‸ proposers that ‸ are going to consider electric charging stations there. Those are, again, the first two are really the only incentives. We're not talking about a reimbursement of CRA revenues or tax increment funding. It's a straight deal where the land is conveyed for building the hotel and for the provision of the public parking spaces. And, again, to the extent that some portions

the proposer must successfully negotiate and execute a redevelopment ‸ agreement with the CRA within three months of being selected by the CRA board to proceed with negotiations.
know, again, we want to move quicker than we've moved before. And so, again, we've put this timeline in here where in three months after your approval of the developer, that's the timeline that they have to negotiate and bring back a deal to the CRA. And then this is fairly typical, a commitment to complete construction within 12 to 18 months

And any other suggestions that you may have? Again, hopefully we can do fairly quick work and bring back the actual RFP document at the next CRA meeting.

You've obviously taken our past experience into consideration and set us up for a little bit smoother, a little bit quicker completion of this project. I think all of these things, it looks like you've addressed everything that I could have thought of or the wrinkles that we ran across over the last four years. Appreciate staff's effort on this. Thank you.

On the parking, Brian and I did talk about sort of alternative. Because you remember the city, I think the city owns, right? The Oleander lot? Yes. Yes. That's not a CRA. So ‸ we do have the Oleander lot and, you know, possibly some consideration of developing that lot as a part of the deal.
Maybe surface parking. But ‸ to actually say, hey, ‸ can you consider developing that as a part of the deal? So maybe perhaps for less public spots at the hotel and, again, trying to squeeze more out of that lot. Because, again, we ‸ just have the raw land and we still need ‸ to undertake some sort of design of that parking lot, design and construction of it.

And so, again, we'll figure out some sort of way to throw that in there as you get extra credit or something, if you can figure out a way to provide some parking for us on that.

As you know, we are in a unique opportunity with the hurricane Nicole and some of the damage that was brought on by the storm to make some changes to the waterfront area, work on some infrastructure projects. And as a result of that, with the parking and everything else that we have is to consider a CRA plan update of the plan that we did update in 2018. Many of you were part of that discussion of that CRA plan update where we had several workshops and created priorities, cost measures, and goals and objectives for what the CRA would like to do over the continuum of its existence within the city of Cocoa. And as a result, we did a lot of work on the waterfront with
Flag: numbers, amounts, negation or names differ between the machine readings · 00:26:57–00:27:00 · unresolved: the words are not shown (unclear audio); listen to the recording
other amenities that we worked on. And Hurricane Nicole, unfortunately, took a ‸ trend ‸ to take out some of those amenities that we have. So I think it is probably a goal of the CRA to work towards creating new priorities, revising the CRA plan as it currently stands, and working to creating goals and objectives to get the CRA through its sunset in 2041.
‸ and work towards finding some funding to get us through the projects. Now, with some of the things that we have done over the last few months with some of the comp plan amendments that we've done with the city, working on some development within the CRA, if ‸ we see some increase in development of the five-acre parcel of the Bank of America location,
Flag: numbers, amounts, negation or names differ between the machine readings · 00:28:07–00:28:14 · unresolved: the words are not shown (unclear audio); listen to the recording
the next few years. ‸ And I think with what priorities we have and what knowledge we have ‸ of where we are on certain tasks, we just want to be able to move forward and do a plan amendment that would be the best measure for the CRA and for the city of Cocoa.
one of the discussions that we've had is to actually. We seek out, uh, ‸ subject matter experts in engineering, architecture, waterfront experience to assist us with these goals and objectives to help develop the plan in a way that will take it forward to the next level. I think it's important. To
I think it's important that the public understand that we're running out of time and you think 17 years is a lot of time, but when you're talking about projects that take 2 or 3 or 4 years each, it's not a lot of time. So the more public education we can do and the more public input we can get the happier I'll be.
