The City's record

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
477 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 24 voices separated from the audio.
32 short machine repair(s) (42 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 94.1% of 19,020 content words.
Dotted words (440 places) are ordinary wording differences: hover or tap to see the other reading.
477 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

So we appreciate all you scholars for all that you do. Everyone is in administration. Y'all all the hard work. Mrs. Coco for all the hard work that you put in. And they didn't want me to be a part of their step team last night. ‸ I felt kind of bad, you know? Yeah. I thought y'all was going to add me in it today. But again, we really appreciate them.

I love the fact that they're on Blake Avenue. I love the fact that every morning we hear gospel music played in Diamond Square. ‸ This is a beautiful time and I'm really happy that Mr. Cole chose that location. Because I don't think you realize how important that you are to the community. So we really appreciate you for, again, for winning, number one. Y'all

‸ I just have two very brief concerns that I'd like to bring before the council. One is that we voted quite some time ago, maybe even a year ago, to have more frequent meetings because quarterly was not often enough, we found, as a committee. And so we wanted to have, and we voted unanimously, to have meetings every 60 days. We were informed by the city attorney that it would take action from the council in order to change that, and we didn't have the power to do that. And so I would ask that this council
be an item of action for consideration. ‸ My second concern to bring before the council as it relates to this committee is for the members of this council to consider their appointees as it relates to that committee. because we have had horrendous attendance by the members of the committee. And so if your appointee is one that has issues being able to make it to the committee meetings, then I'd ask that you consider appointing someone else so that we can meet quorum and handle the business that the people of COCO have asked us to do. Thank you so much for your time.

as provided in Chapter 318, Fires and Fees. Motors to ride around with excessive noise from radios disturbing the peace should be stopped and fired. This city needs an ordinance to end this madness and disrespect. ‸ And I want to ask that this be placed on the agenda for a vote because it's very important that we get an ordinance. It's already a state law. We need an ordinance for the police to start cracking down these excessive noise with these radios. Old time of night, old time of morning. Thank you very much.

Council, city officials, good evening. I have come before you this evening. I had a long speech written out, but I saw those babies. And I sort of displaced everything that I wanted to say. But I come before you as a programmer, a radio programmer at WWBC, located at 1150 West King Street in Cocoa. As we know, February is the start of Black History Month. During Black History Month,
during the Black History struggle throughout the entire nation. The thing is, oftentimes, we forget that we have those living heroes right here in our community. We have those icons that we can go out and touch. We can go out and see from a day-to-day basis. And what inspired us to take on this endeavor that I want to share with you all is,
It was a quarterback for the city for Cocoa High School that wrote a paper, and he wanted to know who is Richard Dick Blake. He wanted to know who that is. We're talking about a man that has touched generations upon generations upon generations. If he had a nickel for every life that he's touched, he'll be flying rockets with Mr. Bezos.

p.m. It's a time where the people in the community that can come together on that radio broadcast and just let their feelings be known about Dr. Richard Dick Blake.

also, for the first time, streaming live on Florida Today's streaming service. It's going to be a well-oiled machine. And, you know, I could sit here all day and talk about the ‸ pedigree and talk about the various things that Mr. Blake has done for this community.
and he went off to school. But guess what? He came back and planted all of his seeds right here. And you can see it from those babies right here. There's still miracles on Blake Avenue. You know, you plant a seed of ever-radiant possibilities. And that's Mr. Blake. So we want to take time out to just acknowledge him.

‸ We have ownership with Mr. Blake. And if you guys would consider that, we will be happy to just entertain that simply by giving us a call. We added some language in there of a proposed proclamation. And we'll be in touch with you. Thank you,

If any one person wants to speak on a consent item, then they're required to speak on those consent items under the delegation portion of the meeting. So they would get the allotted three minutes in which to discuss any and all of the items that are on the consent agenda.

So ‸ if the person needs additional time to speak, they can certainly request it to the governing body, the council, and you can afford additional time.
Before I get started, I would say that I've seen this in the neighboring community, in the neighboring municipality, and the person was entitled to three minutes per consent agenda item that they wish to speak on.

It's specifically called out in the resolution that a member does not, a speaker does not have to share their physical address, and I think it's better that if residents prefer not to share it, that they not be required to. It's specific in the resolution. I'm happy to send that to you tomorrow.

was revealing to learn. It was revealing to have you all talk to each other. It was revealing for the people that did attend. I do hope that the recording is made available.
follow-up to that and something that I have sent to you, but I would like to state it out loud. I request that the email that I sent on January 10th be added to the meeting minutes for this meeting. And what I said was I clarified something in that point of order that was discussed in the meeting.
a question on whether an action may be raised by a member during reports. Mayor Blake talked about action being taken during emergencies, like returning from an out-of-town trip, and discouraged action being taken during the meeting under normal circumstances. While this may be the mayor's preference, this does not appear to be what is stated in the city resolution. And I did incorporate the city resolution into my email, which states that council members can indeed initiate action during reports. If any two members have an objection, then the item shall automatically be placed on the next agenda. And I incorporated the paragraph. It says, items shall only be placed on the agenda by a council member or the city manager. And as in my statement that I made during public comment last week, I'm interested in making sure that ‸ everyone is represented. ‸ I thought it was a good topic that came up. And I stated that I wanted to ensure that the four non-chairing members had the opportunity to initiate action, put items
up, was referenced from the resolution, I did not hear this section of council policy quoted at the workshop. If I were a council member, it would be helpful to know that even if my action was denied at the meeting, that it would automatically be added to the next agenda.
item on delegations. As a citizen, I look forward to the ‸ meeting workshop last week seemed to be very helpful for council to kind of get on the same page and ‸ work out some of your differences. As a citizen, I'm looking forward to the engagement and looking forward to the dates of the town halls, the strategic planning, the budget workshops, the parks planning community engagement, which I commend Mr. Whitten for including in the Q1 report.
But I could see that that meeting was relevant. Next item. I am commenting on the item number 21814, General Employees Pay Plan, revised ‸ effective 111-2022. And I'm commenting on it because I did some research on this item to better understand the history. And for reference, this item is, for people who haven't studied this, The reference is that they're adding a new position to our existing pay grades and to the existing plan. There's a list that has all of the minimums and maximums for all of the employees in the city.
When I researched this, what I found was that the history of the document goes back all the way to the September 28th meeting, which was the first meeting I attended when council approved the budget. And in that meeting, there was a recommended graduated pay scale increases that occurred. That graduated the increases for the minimum and the maximum from 2021 over to 2022 by over 26%, just over 26%. So for all of the city employees, that was a major step upwards in the minimum and maximum of pace. And I want to comment on that so that we have some reference.
wanted to introduce it tonight during this agenda item. So for perspective, one of the lowest paid positions in the city that has several people that are attached to those positions,

And that equivocates to a minimum of 32,780 to a high of 52,410. So we're doing some pay equity adjustment in that one. But if we go up to the highest pay grade in the city, which is pay level 19, and I won't announce whom that is. It appears to be one individual. But when we look at that

just going to round. And then when we add that 26% differential, that position goes up to a minimum of 125,000 and a maximum of 200,761. So that individual, their pay position entirely shifted when we're doing those graduated. That's a $35,000 minimum increase from minimum to minimum. I know I'm using, it may be confusing to some, but listen to the recording if you need to, because I want to be specific. This doesn't mean that people are just getting raises automatically. It just really dramatically increases the amount available for these individuals. And I think it deserves more study by council. It's put into the consent agenda. It wasn't discussed on 928 as a part of that meeting. Because of time, I don't want to

the Indian River Lagoon Agreement. And something that the city is doing is they are, they created a project that was created to include the installation of an innovative technology known as a floating wetland. That innovative technology may help to reduce some of the outflow, the nitrogen and the phosphorus and the chemicals that we're all worried about to better protect our lagoon. And I really like that. I think that more people should get to know our consent agenda because there's some really interesting detail in there. But I support the city in that.

and surrounded by single-family residential units. And these ponds had heavy vegetation mechanically removed back in May 2020. Related costs were incurred. As an element of low-impact design, and you'll hear I'm a very ‸ strong proponent of low-impact design to continue stormwater nutrient reduction, this project was created. That includes the installation of an innovative technology known as a floating wetland. And I support the collaborative financing of this so that the city isn't responsible for all the financing. And I'm finished. Thank you.

Cocoa has established itself now as the place to go to live. We've got almost 2,000 new residential units that are gonna ‸ be available, and correct me if I'm wrong, if I'm a little off on that, but it's not broke. Don't fix it. That means we're doing a very good job to see the influx of people coming here. And I think that that's what's important that we need to pursue. If you make any changes like extending bar hours, it's going against to the class act that we've got. And I had several people that told me to make presentations for them, and rather than take more time, I'll be more than happy to discuss it with the council members or mayor individually. But bar hours extended to 4 o'clock in the morning, no. Bad element. Bad element. And ‸ Melbourne only stays open until 2. Thank you.

council-appointed volunteer on the redistricting commission. It delivered a legal, workable set of districts. However, the process revealed several disturbing dynamics. Among them, as we began to work, the redistricting commission discovered that the census blocks are of highly irregular size and arrangement. Some contained five people. A few contained 600 or more.
After seeing the difficulty with the census blocks, the districts, and the maps, we were presented as a commission. Rather than kick the can down the road, I dug in and developed a proposal that considered patterns of approved growth.
And satisfied all legal requirements. I didn't prepare this for any benefit to myself. There was no hidden agenda. I took the responsibility seriously. I believe this proposal would have better served COCO.
was never reviewed or prepared for presentation to the commission by staff. And I would say, paraphrasing this here, that if we have a volunteer that does a lot of work, gives it to staff, you would hope that staff would look at it and then make a recommendation to the actual body ‸ so that people can look at the work.
My proposal was stonewalled, even though the commission had previously agreed to attempt to unite divided neighborhoods between District 2 and 4 and had agreed with many of the other principles in my plan. I would like my proposal to be part of this official city records. I am asking that my proposal, all of the attached documents which I will turn in tonight, be included in the minutes of the last redistricting commission committee so that it can be consulted for future research. Tonight, would you please ensure this happens either by vote or consensus? Thank you, Jenny Riggs.
Thank you very much. ‸ Do we have any additional cards? Thank you very much. This concludes this portion of the consent. This concludes this portion of delegation.

for us. That means a lot. On this agenda item, I wanted to say that as you all are aware, I've sent out a detailed email on January 9th. I'm not going to read that email unless it's required in order to get it included in the record. But I would like to have the email included in the record for this meeting. What I'd like to do is just briefly paraphrase my ‸ concerns about the appending vote. And
advisory court advisory board to go forward. So I am supportive of the advisory board. You're all well aware that I raised objections to certain things at the time that it occurred. With the appointment, the
thing that I want to point out is, is that in reviewing the agenda item, the only thing that's included in the background for the agenda item are seven names. These seven individuals have a first name and a last name. And that is all that is known. And that was all that was shared in the public record. When I reviewed it, what my hope was, and I gave several examples of things that I would have liked to see, but I would have liked to see more information. You know, a couple examples of a statement of interest, a short bio, something that tells each other on the council and tells the public why these people were important and significant enough to you to nominate them. And tying into the public comment that we heard earlier where there's a concern about attendance, there are two members that were a part of the former board and it would have been a piece of due diligence to just check those attendance records. So
putting your people forward and saying here's why we believe in that. That said, i I would like to see the sustainability go forward. I am very interested in this committee. I will certainly be attending meetings and following up on it. But I wanted this to be stated in the record because
But I think that you all in the public should know at least thoughts from one citizen who does care about this new advisory board and was looking at the agenda item. Thank

And the gentleman that ‸ spoke, as mentioned a couple of times over the past year, why doesn't the city just enforce a statute that's on the books? As I advise the manager, the police chief, the statute that he keeps referring to was declared unconstitutional by the Florida Supreme Court in 2012. So it's not like we're not, we are listening to him, but it is not an enforceable statute per the ‸ Florida Supreme Court. The second matter, just to piggyback off the mayor's correct reading of the rules,
they're given a ‸ total number of minutes to speak under delegations, whether it's one issue or 15 issues. It's a total amount of time that's allocated. Nothing in the rules expressly provides that a person gets three minutes per item that they want to speak under delegations. So I just wanted to clarify that point. I didn't have the rules handy at the time, and I didn't want to speak out of turn. Of course, the council certainly has the ability to allot additional time if it's needed, and you want to hear ‸ from the person speaking. That's certainly within your prerogative. But I didn't want

They were there at the table. And we need to take this forward. And that's my cry unto our council. Dealing with the homeless, the mental illness, mental illness of the homeless. I think families should be involved. Church organizations should be involved. Organizations of nonprofits should be involved. And local government should be involved. I know for a fact that Pastor Randy Alonzo and his son Ryan Alonzo have attended multiple conferences pertaining to this event. I know the city of Melbourne is trying to address this issue because it's universal. It's not just in Cocoa. And it shouldn't just stop in Cocoa. But I think we need to provide the services for the citizens of Cocoa and surrounding area. So I'm asking that we create a task force. I will give, excuse me, task force. And I will give the city managers, city attorney, and
staff the opportunity to come back. I'm just establishing this. And I'm asking the support of council. Because it affects all of our districts. It's citywide. And we see it daily. And one thing that fires ‸ me up is for the people to be standing in that median strip panhandling. And that's a pet peeve of mine. But they're still a human being. And I think they need help. That's all I'm saying. So I would ask that they do that. Pastor Randy, can you just come to the podium two minutes?

Angeles. And they've become a model is what's happened. And they have really done a good job with the homeless and how to bring them off the streets, how to rehab them, how to give them a whole life again, and make them productive citizens again. And as we probably all know, and we've been, I know my son and I have been doing this kind of work for a long time, it's sometimes three steps forward, two steps back. There is fallout. It is difficult. There's all kinds of complexities that come with it. There are places in the country that are doing a fairly good job of that. And that happens to be one. That's something, an idea that I had brought to the mayor about a year and a half ago that maybe that's a possibility for the city of Cocoa.

Just give me a few more seconds. Can you add anything in lieu of what your father stated? Because I'm getting all churches of all denominations and all organizations and even the disabled veterans as well. Go ahead, sir.
I would just appeal to the council tonight to say our church is active in the city of Cocoa in many projects, serving many needs, a variety of needs. We are aware that there's a need that the mayor just spoke of with homelessness. And so our our intendants are up, so to speak, and we want to contribute and help in any way we can. And so as Pastor Randy shared, we try our best to educate ourselves through other models of effectiveness that are happening. The only thing I would add to that is also before I know I brought up that really no one, as far as I know, on council kind of knows exactly what's going to happen at ‸ say,
example, the color of a court at the basketball court, right? I think that's a conversation I think we, as a council, should have as well because I don't want to have the same mistake that we had at Jolie Smith Center where and I'm going
blame myself for this of the wall at Jolie Smith Basketball Gym should be 10 feet wider than what it is right now, right? So I don't want us to have the same mistakes that we had with the gym itself.

So we kind of know exactly what's happening because, again, I know citizens are calling us, hey, what's going on? What's this? What's that? And we don't really know, and
Okay. I appreciate it. I told them I was going to bring it up, and that's the reason why I'm doing it ‸ in this way. So ‸ just to let y'all know that. But I'm done, sir.

I feel like, can't we just have one meeting without an ambush? Because I, it never ceases to amaze me, the things that come up. And I thought that we were trying to move forward. but I've got several items and actually one of them will start there with the ‸ beauty contest for trees
did a beauty contest for trees. ‸ was the first one we've ever done. And the whole purpose for doing it was to celebrate trees and just kind of do it it was a public education event really. We had those, the ‸ photographs, the winners displayed in the lobby. We only received a handful of participants and we made the decision as a committee that this was a beauty contest for trees. So that we would some find some way to make every entry a teachable moment for trees. ‸ we did that but unfortunately
photographs, they are invasive or an exotic species that we want to discourage. So we went ahead and decided to recognize them and make it a teachable moment. So the first one, and this was actually the people's choice. So everybody voted on this one so we really had no way around it, around recognizing it when we did the

So even though it's beautiful is great as a house plant, but you don't want to plant this one outside okay and that was submitted by Janet so again we wanted it to be a teachable moment and I think that we learned a lesson in that committee and we decided that, you know, we're definitely going to put something in the rules about only or or no non no invasive trees next time so we had that one
and this is an Australian pine and it's invasive it's a beautiful photograph as you can see and especially since we didn't want to dampen enthusiasm since

that actually submitted this entry. And they love these trees because they break the wind, they break the sound by their homes. But in fact, these trees are invasive. they're They actually emit a poison in their pines that drop to the ground so that nothing else can grow there. And that's how they kind of take over. And then their root structure is just really invasive. uh but during a hurricane they're the first to fall down they also if they get really dry they can be very uh you can they'll start on fire easily so there are lots of reasons we should not have or encourage Australian pines
So I'm really happy to, it if you like, we can take these down. I think we do plan on doing another um tree beauty contest. I ‸ don't know, is Arbor Day coming up? Maybe we should take them all down.
in that it gave us the opportunity to celebrate trees and to educate around trees. And, you know, again, for all the right reasons, to improve air quality,
to provide for wildlife habitat, to protect us during storms by dampening winds, and to absorb storm water which is what my primary interest is in, in terms of keeping the tree canopy within cocoa. So, um do you know that Arbor Day, we're supposed to have a celebration for Arbor Day, right?

and Prospect Park to Gilmore, and the reasoning was to give it a real image change. um you know, I feel like we have a couple in, well, Travis Park. We would like to give that more of a sense of community. And this has been talked about in several of the community meetings that, uh
be named that as well, as well as the Johnny Johnson trails, which we were, we had, you know, the Johnny Johnson trails behind the museum. ‸ we really weren't sure where that name came from, but they're, they're more regularly referred to as the Clear Lake trails. So, um I would like for those two separate items to be placed on the agenda. so that we can, uh deliberate and make a decision in that regard. Just as we did for Gilmore Park.

from having a strategic plan to go to a shoot by the hip one year at a time. Let's set the goals for this year strategic plans. And even the, ‸ strategic plan that we had this last one,
I found it very useful as a citizen. I found it useful as a council person. And I certainly appreciated the fact that big budget items could be attached to a long-term plan. All the organizations that I've worked in, and we've always had some sort of long-term plan. That's not to say the plan doesn't change because things do come up. but um particularly with the amount of dollars that we are trusted with, they're not our dollars, remember the taxpayer dollars. Any monies that are available deserve to be guided and funneled into the long-term vision and plan of the citizens. And this is also an opportunity for citizen engagement. So tomorrow night, we're doing something much smaller. Tomorrow night, we're just going to be looking at strengths and weaknesses, um uh risks, um and opportunities. And really focusing more in on the neighborhoods within District
