The City's record
What the City's record shows
The City's minutes for this meeting are not on file in this archive. This briefing states only what the City's agenda lists. Nothing here is taken from the machine transcription.
The City's agenda: PZ_Reg_Packet_01_20_2021 (its items are not yet read into this briefing).
The recording's machine transcription is below. It is unverified: words and names may be misheard, and it cannot establish who acted or how anyone voted.
Agenda (the City's wording)
The City's agenda for this meeting is on file (PZ_Reg_Packet_01_20_2021), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
329 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 12 voices separated from the audio.
28 short machine repair(s) (31 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 91.6% of 13,547 content words.
Dotted words (568 places) are ordinary wording differences: hover or tap to see the other reading.
329 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Okay. All in favor say aye. Aye. Opposed? Okay. Moving on to the minutes. Copies of the minutes. I think everyone's been provided with copies. We've all probably looked at it. Some in greater detail than others. Motion to approve the minutes as submitted. Okay. Do we have a second?

Okay. ‸ All in favor say aye. Aye. Opposed? Okay. Carried. Next we come to the election of officers, which I believe happens every January. Or is supposed to happen to elect a chair and a vice chair. And I've been chair of this board since 2014.

The one thing, council, I think we're always required to do is to have open votes, correct? No secret ballots. Right. That would make it difficult when you have two people, whatever.

group and like I said before I wish I had four developers behind me but maybe they'll watch this who knows well this is really to help you because it educated me and I hope it educates you a little bit some slides I will not know fully how to describe to you unfortunately there's 29 slides so we have 15 minutes for this so I'm gonna move kind of rapid on slides that I'm ‸ not sure of or or just pictures but this one here really, you know, how simple is this? we We tend to make parking lots and we put concrete curbs around where the green space is and and the water can't flow from the green space to the pavement and the pavement to the green space. So maybe, you know, Public Works could go around with a concrete saw and just cut little nicks in the curbs and do this and then any future I don't know call islands in the parking lot where they put trees and bushes, when they make them, make them have these slots so water can flow between the two. The main theme of the low-impact design is to help restore the lagoon but I think the practices that you will see here or the ideas apply to any flooded region west of the railroad tax railroad tracks.
know West Palm kind of and so it's a it's a large estuary which we're trying to protect. this really kind of shows the impact of stormwater flowing into the lagoon because you have the muck for the nutrients and the algae and ‸ the fish kills and just
just more images of that so loss of habitat so this is all the impacts of us developing so I should clarify I'm not anti development I mean I live in a house that a builder built we all have you know a shelter to live in so we need builders we need developers I think my personal theme to this is let's do smart growth using low impact designs and not and other things I'm fascinated to learn that going vertical is a sustainable low impact design. Could you have higher density only using a small footprint.
you know. so think about the pavement that we have our trucks our cars drive on them fortunately I think cars are in better shape than when I was growing up

So even though our cars have become more oil drip free, we still need to think about all the impervious pavement that we put down. it it harms the environment not just the lagoon but like

decades all this is property now that people are living on So just in, uh what is that, uh 60, 40, 50 years? Just under 50 years? So, see all the green that turns into gray? That's the point of this

um retention pond and ‸ you know, it does a really good job the day it's built. But now we have 30 and 40 year old retention ponds and they they tend to end up being not maintained or or managed and they just become algae ponds. I know our city has cleaned some up um
happier birds and I heard you know they did find a 10-foot alligator in the process or right after they cleaned it out but uh what what city in Florida doesn't have alligators um so just the way we do development can make a big difference I think what we're talking about here is you need to let the water percolate as close to where it falls. So when when we authorize and encourage developers to come into

have enough green I mean, thanks to some of the members that are very passionate about trees. that that's important uh trees shrubs and and the grass um the I might insert here that I'm not you know St. Augustine grass looks like carpet it looks good but it's high maintenance it needs a lot of water and it needs a lot of fertilizing um I know ‸ the bahia
yeah what you see on the side of the roads there's no sprinkler systems there's no fertilizing going on and it grows so I would like to ask developers to switch whatever they're doing, private residents or commercial, they switch to Bahia because it's drought tolerant. So we do get dry spells in Florida. But, and, and, so, that's my pitch on on changing from St. Augustine to bahia so here's a good good slide I mean it shows how we can incorporate into our sidewalks and uh for drainage and in our urban environment um I do know for a fact that
sand, because we have a lot of sand in Florida, it's going to get in all those nooks and crannies. And it no longer will be pervious. So what's the solution? You
So, if we do install pervious, porous cement, we need to include, like once a year, public works, or, you know, go out and vacuum it. that So there is a maintenance side to pervious. They might be making better pervious cement now. so I might have to take that back
when ‸ somebody comes in and says hey we could do it this way so um green roofs and green walls I don't think there's been a lot of discussion about that. um It's it's it's way more important in big urban cities like Chicago, you know, uh where they in well in tampa they have the heat island effect I don't know if you've heard of this But you have so much pavement, so many buildings, so much concrete, that all the sun that's shining on it, it absorbs it. But, see, with the trees and the grass, it's a cooling effect on the city. So, actually, having too much pavement, too much concrete can actually change your weather patterns locally. Not many people think about things like this.
which means less nutrients and pollutants. And then the intensity of the storm fallout, meaning the amount of water. If we can keep the water where it falls and it percolates, it actually recharges the local aquifer. Does anybody think of that when they think about developing, putting pavement down? Nourish the soil. Here's something

a master gardener in Florida. and And she recommended that we spray seaweed, liquid seaweed, on our lawn, the bushes. We tend to keep it off any ‸ vegetables that we have growing in

backyard. But the idea is you are enhancing the soil to be as healthy as it can be. And then you won't need to put fertilizer like nitrogen and phosphate for for your plants. Meaning, we've been fertilizing for the plants, not the soil. It should be the other way around. We should be encouraging, helping our soil to be as healthy as it can. Then you're gonna have healthy plants. And the part of that is the microbes. People don't even think about how many microbes are on this planet. They outnumber us. They're small, but they outnumber us. And they do a job for us that we can't replicate with engineering. So, keep that in mind. salt
they're taking water so fast out of the ground, the ground is sinking. And in South Miami, they're having, they're taking water out of the aquifer so much down by Miami, that salt water is coming in, not on top of the soil, but through to the soil.

Right? So that's part of it. We gotta, so, more trees is good. This is an interesting slide. So when you have an undeveloped site, typically it's green regardless

And so that is hurting us over time. So we need to think about when we we say yes to a developer, how much vegetation that's natural gets to stay, not we're going to plant stuff. I think there's a difference in my mind, but maybe not. So here's just some examples of rain gardens, tree canopy, and urban environments. I mean, some of this looks familiar. I mean, it could be Cocoa, you know, then you got your pervious pavements. Well,
As long as you don't fill in the cracks with water, right? The other interesting thing is, let's go up and and elevate the houses up a little bit so when it does flood, it doesn't come into your house. That's another option. And the other option ‸ I read, down in Miami,
I'm just being creative now. Cisterns. I mean, my wife and I have 350 gallons of of storage of rain water We have a metal roof. And so that water is clean. It's clear. I haven't had it tested yet. I haven't drank in it yet, but it looks clear enough to drink. I'm telling you. um And we use that water to water our gardens, the bushes. So the idea is that when it's not raining, we let it slowly trickle out and over a day or two, then it's empty. So then when storm comes, we have empty storage containers and,

city has one out at our amphitheater, a large storage. And then these is images of green roof, green walls. uh interesting fact about, uh people who stay in hospitals and they look out the window instead of seeing a gray roof with a bunch of air conditers on it.
Someone did a study and then, you know, and and I've seen studies about crime is less when you have green spaces, you know, people walk outside when there's green spaces, healthier all around. So, kind of, you know, think about all these things, tree wells. uh My wife and I have gone to several cities around the state and we're seeing tree wells more often, rain gardens. um Anytime they have to do work on the city streets,
is the time, that is the time to make the changes into these more green spaces and water management using natural for storm water They call it streets escape. So, how do we get things from ‸ there to here, you know? So,
look at your comprehensive plan, land development codes. Do they include low impact design or some kind of method to get us there? So, that's something that the

low impact design. uh this is I think this is a report, but the MRC, I'm sure you've all heard of Marine Resource Council and Dr. Lisa Soto has presented to the council before. um But, the point is, we're not alone. There's people and agencies that want to see our community be more green and less harmful to the lagoon and
little differently. So, they have partners. These are all the people that are partnering together to help save the lagoon. um So, we're not alone. There's a lot of people who want it, a lot of groups. And, this one's really cool. You know, we all know Albert Einstein, famous scientist. The world as we have created it is a process of our thinking. It cannot be changed without changing our thinking.

It's got all the nutrients in the water. It's happy, but then eventually it dies and it goes down and as it's decaying, turning into muck, it's it's microbes are consuming all the oxygen in the water. So the fish suffocate. So they're dying of lack of oxygen. and If the birds ate them, as soon as they die, it's fresh food. But it yeah, I would think birds, once the fish gets really smelly, they themselves will stay away from it.

I haven't actually looked at it. We can actually see about two feet down in the water just after a few years. um We had a little bit of a fish kill late last summer, but thank goodness it didn't get out of hand because it really does smell like he said. But it's it's a start. Yeah.
hitting them to charge up batteries to run pumps toto aerate. The other is just ‸ have a fountain and a water pump. As soon as you send water up into the air and have‸ cascade
You know, as far as if we want to stay efficient and low ‸ cost, low maintenance. So the city, you know, doesn't incur another line item in their budget, but, um yeah, aeration. uh
to mind is have an oxygen sensor at the end of their dock in the water, solar powered, and the aeration only comes on when locally the oxygen levels drop. And at least the fish could go. I mean, they're going to sense where the oxygen is. If they're in a region where it's very low in oxygen, they're going to find it. and Maybe they'll just hang out at the dock until things get better. And
know it'll be obviously an issue because when you're talking about navigation, you know, you can't put aeration out there, but your idea of trying to get it on the end of some of the private docks or along the shoreline or something, I don't know how efficient it is the ‸ closer it gets to shore. but Well,

Everything you say is great, but how are you going to get that into this civil engineering classes or schools? That's where it needs to start. Well, because if ifa designer come here or ‸ developer come here and he already got his design and it's not in there, is the city going to just say, ‸ hey, uh go back to the drawing board? because of the uh consent decree um um legal agreement that was created. Use a lot maybe as an example. A 50 foot wide lot by 100 foot deep. Right. So right now, please explain as that as an example that could be satisfied since you said it's in the reverse to go to 215, 225. How about that?

for most of that area. And secondly, this the village offers amenities. It offers open space. The opportunity to walk. There's parks there. um That provide that recreation opportunity for people in these smaller lots. If you're living in a standard subdivision size where you have a 75 by 100, so lot size, you have a backyard. everybody's Yeah, yeah, that's well, there's definitely drainage easements on the sides. easement's going to be in that area between the sidewalk and ‸ street. That's where your utility easement's going to be. It's not going to be in their front yard.

that this is going to apply. There's the individual property owner who has a lot, right? um And perhaps they have the smaller lot size. If they have a prop that smaller lot size, it's an older ‸ lot, it's going to be located kind of near the village area for the most part, or in, um

All of that. So, the single family home can still be built regardless of these changes. Because their grandfather ‸ On a lot that's a lot of record. You can still, you can build it as long as you can meet the building setbacks. You can build uh the house. What we're looking at is there's that scenario, some one individual um property. Maybe they want to build a duplex or ‸ triplex, right? um And then there's this scenario of, um like, if you remember back, um this is about two, three years, ago three years probably, um where there was a property um on Clear Lake, ‸ large, it used to be an old grove, and it was zoned ru 215 And we had a builder came in and built a subdivision.
