Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, as the City's file, in a new tab.
62 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 7 voices separated from the audio.
6 short machine repair(s) (8 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 93.1% of 2,905 content words.
Dotted words (42 places) are ordinary wording differences: hover or tap to see the other reading.
62 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

[00:02:16]▶ PlaySpeaker 5 (introduced as “Jen Webster” — machine-transcribed, not verified)
Yes. Good evening, board members. I'm Jen Webster, a city planner here at the city of Cocoa. And this evening we have a special exception request for a structure exceeding 60 feet in height in the M2 zoning district. So, just as a review of the powers and duties of the BOA, per article 17 section 2 and special exceptions, before any special exception is issued, the Board of Adjustment shall determine if the request is compliant with a criteria governing special exceptions and that satisfactory provisions have ‸ been made concerning this criteria. In granting any special exception, the board may prescribe appropriate conditions and safeguards in conformity with the city code. Now, generally, when there is a request for an increase in height requirements for a structure, it would be considered a variance. However, per code in the M2 zoning district, a request to increase the height of a structure above 60 feet is considered a special exception. So, the requested action tonight is that the staff request the Board of Adjustment approve a request for a special exception to allow for a principal structure in excess of 60 feet in height in the M2 manufacturing and industrial zoning district, ‸ pursuant to Appendix A zoning article 11 section 19

under Florida Statute Chapter 288.075. And this statute is regarding commercial development and capital improvements, which governs the confidentiality of records held by economic development agencies of Florida. The statute aims to balance the public's right to access in government records with the need to protect sensitive business information during economic development negotiations. So, this is the development will be ‸ a future industrial processing facility, which is a permitted use in the M2 zoning district. And the tower is a crucial component to their operations. And so, the applicant is requesting the special exception approval prior to site development approval in order to move forward.

example picture on the right. It's a ‸ storage box called a cold box and there are no emissions from the tower. The facility will be a 24-7 operation and there will be a development agreement with Project Andromeda subject to planning and zoning and city council approval. So, with regard to the DA, given the distinct nature of the Andromeda project and its impacts to a major transportation corridor, the city wants to preserve the visual and functional character of the property through on-site beautification. So, the city intends to enter into a development agreement with Project Andromeda that will be brought before the planning and zoning board and city council, ensuring Project Andromeda will ‸ identify and mitigate impacts to surrounding areas and transportation corridors, which will directly aid in improving connectivity, safety, and aesthetics in the surrounding area and the city. So, the project site is located off of Grissom Parkway, just north of State Road 528 and just west of East Industry Road.

And this graphic is the the the applicant actually provided a line of sight diagram and this shows right here the perspective of the line of sight which is from the neighborhood to the south across 528 to the tower at the proposed facility. And so here's the line of sight diagram showing on the right side the perspective from like the homeowner or someone standing by the residential home looking across 528 to the tower. And right there you can see that there are there's a buffer of trees that are approximately 30 to 40 feet in height actually buffering the tower visually. And there are already structures in the manufacturing and industrial district that are taller than 60 feet. And so one example is the the assembly building at 850 Sidco Road and also ‸ communications tower also on Sidco Road.

development is even further beyond that. So I just wanted to clarify that as well and also clarify the lighting of the towers just for safety of the stairway, the staircase. And I also I just wanted to make sure that the conditions includes the 85 feet.
But again, this is the the sight line. The applicant made sure that the development is going to be occurring further north of the property, respect of the residents on the other side of the highway.

This is just a question for my curiosity because this is the first time we've had a project come through with sufficient information for my curiosity, I would say.
When do we hear what this proposed property is to be utilized for specifically?

So, so the the the ability or the desire to move forward with development plan approval is contingent on getting approval for the height of the tower. So as soon if if if the board chooses to approve the tower this the height of the tower this evening upon our recommendation, then they will be able to move forward with their with their site plan and and it will have to go before the planning and zoning board and city council with a development agreement, which maybe the applicant can answer that we'll be able to provide more detail about the business at that time. and mr. Dyer the statute does provide for confidentiality up to 12 months. And then there is a process for additional time if requested. So just so you understand that there is the statute does provide an actual number of months where they can have that. Basically, the project name is what we utilize but as I said what if they're going to close on the land once they close on that, you know, that becomes known at
that point.
