Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
277 suspect passage(s) marked in place; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 14 voices separated from the audio.
28 short machine repair(s) (31 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 91.8% of 12,787 content words.
Dotted words (401 places) are ordinary wording differences: hover or tap to see the other reading.
277 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:01:35 (8 s) — neither reading has words
00:01:58 (10 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

uh yes, Madam chair. uh I would like to move the discussion with code enforcement manager Dennis bunt up to, uh ‸ presentations, uh for the instance of time so that he can answer any questions that the agency members had as they had requested his presence at this meeting. And so we'll move him up to presentations. That's the only change I have.

And there was a lot of um notes in the meeting that says things were strongly emphasized. I just kind of wanted to get an idea of uh some of those uh instances uh where um that was mentioned.

or see the meeting. I think there was some um technical difficulties in and uh recording of that meeting. uh So i I can only go by what I'm looking at here in regards to the to the minutes. um there are there any issues that from last meeting um that we need to address?
I don't know who lives there, but if they're on the list and all we're supposed to do ‸ is approve or not approve. So I think something was brought up in reference to that. And I just wanted some understanding, but I think they were supposed to change uh application. To reference something about that.

um He also made mention to the attorney never coming in here and never crossing the tracks and making that presence. So um Mr. Colombo was not here for that, could not defend himself. um And I'm just, I'm speaking for me as far as my opinion, my feelings of that. I was offended by being accused of not going into Diamond Square. Because I care a lot about this community and I care a lot about Diamond Square and I've worked very hard for this agency in the last six years.

uh because um as chair and has been chair for quite a few years now. uh there have been instances where, um you do, um board member Brown have to refer ‸ to staff. uh to make sure that whatever's put on the agenda. um is, uh something that we can actually do an action on. It is their responsibility to do the research. It is their responsibility to bring back to us. As a board, uh

the fact that was this something that should have been on the agenda. It sounds like you were questioning them questioning you. So i i I think that's something that maybe was the instance of what occurred here. And I think that, you know, um proper understanding of respect for each other's jobs and each other's positions may serve us better moving forward. Because that is something that from time to time you're going to run into as uh an item on an agenda that
about. You do need to say, go research this, you know, so that we're not in this meeting discussing something that could have been decided on before we got to this meeting.

that may need to be addressed in a sense of was it an intention? What was the intention of? Yeah, so I think that's something that staff would have to. Yeah,

Madam Chair, yes the day after this meeting, I received a letter or email from the city manager uh about from now on out if I had something to say to his staff to come through him before before that. I have tried on

she doesn't have to come and talk to me. She doesn't have to uh request my permission. And so you show me where you've left those phone calls, those phone messages. uh Your last call was to Samantha. that that that That's not, uh
if you call Kathy, Kathy puts you on the schedule if you want to be on the schedule. So I'll i'll take the high road and apologize ‸ if, if, uh if uh you and I haven't connected, I'm here uh every day. If if you If
But as I have um reiterated from the very time that this group new group came together, uh that when there are things that you don't understand or things that you want clarification on or things that you want to put on the agenda, of course, because of the Florida Sunshine Law, we cannot talk to each other. But the staff is there to be of service to us and to provide the answers that we can't find ‸ for ourselves or the you know the correct way to put it on an agenda. So let's remember that always, um board members, because that is uh that's thethe resource that we have um and making sure that we meet all uh
Our attorney is here to guide us uh if we cross the line in anything and um he has been helpful in that. So I just want to just clear the air, so to speak, because I didn't want us to get uh ‸ I saw that in the agenda and I thought it should be addressed and I would like to move on from this point.

go into the community for projects versus paying me to sit here and frankly do nothing, like a taxi cab that's just waiting you know to pick someone up. So that's why I'm not here every meeting. but I would have had to charge you. But it was decided not to because there was nothing nothing pressing, so that's why I wasn't here. But once again, I'm at the board's pleasure. I'm happy to

But, um and I'll give everyone here ‸ my cell phone number, but once again, uh
I appreciate you explaining, um what it is you are doing for this board and have been doing for this board since its inception. uh but, and I do know at times we are in need of legal advice and we tend to try at least, at least I do. And,
uh that will give us the opportunity to ask you those questions, especially when ‸ we're changing, um like we are today, changing some of the, uh language in our programs that we're presenting. the garbage, he starts with my husband all the time. This is another issue. He knows that that's supposed to be there. They allowed him to do that. vacillating, is because one minute we're hearing there's a sign on there that said it was condemned. The applicant is saying he's living there. And that kind of was part of thethe challenge that we were having. So how are we as the board able to... Is that even in our wheelhouse? Can we determine that? Or is that something that you do the research, you tell the staff, staff informs us, and then we make a valid decision? um
I'm always open. Okay. So if there's questions um asked, I will answer them. In the case of 1205 Counts, that house was on the condemnation list at one time.
fixed that, fixed all the windows, took the board off the front window. He took the sign, put it inside his house and taped it to the inside of his window and asked one of my
