Agenda (the City's wording)
The City's agenda for this meeting is on file (DS_Reg_Agenda_01_30_2024), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
276 suspect passage(s) marked in place; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 13 voices separated from the audio.
20 short machine repair(s) (25 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 94.1% of 12,109 content words.
Dotted words (279 places) are ordinary wording differences: hover or tap to see the other reading.
276 passages (20% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:03:30 (6 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.
And we're going to have Mrs. Smith coming in. So that's great. We're going to stand now for ‸ invocation and a Pledge of Allegiance and then we'll have roll call.

Um, Madam chair, um, I do have one question. Yes. In the amount, I noticed when it says, uh, 150, there's a comma behind there. It's just making sure that I'm saying correctly. Is that a comma or a period? So are they asking for 150,000 or just $150?

is to request agency approval of a resolution ‸ amending the FY 24 budget. And the amount of $28,774 to adjust the budget due to the decrease in the actual tax increment funding revenue received by the county. Um, at the end of the calendar year, all the TIF revenue numbers are calculated by the county. Adjustments are made. Uh, for those of you that weren't aware, the county actually decreased their, uh, taxes for, uh, their millage rate. And so ‸ as a result of that decrease in the millage rate, this is the, the result for the tax decrease in our budget, because once they decrease their budget, we decrease our,
We've reduced the line items for the, in the bus stop shelter, um, for the time being until we work through, um, some activities with the county on the bus stop shelter and come back with some pricing. That'll be beneficial. Uh, it won't change any of the activities. It's just currently decreasing the, the actual budget to, to balance for our fiscal year.
was the only dollar amount that had enough money to take away. So, cause I did not have any other action item, any other budget items in amounting to $28,000 to do it. And so when we get an actual cost for the bus shelters, then we will pull money out of our fund balance reserves in order to, to do the bus stop shelters. But that was the only account that I could pull the money from.

And so we did not do that this budget year. Because we didn't have any additional projects that we could have allocated. Now, as a result of when we do our ‸ CRA plan update, once we have a consultant on board, that we can potentially have new projects that we could put into contingency and budget for. The money's in fund balance. It's there. It's just in the fund balance account.

of an amendment, a resolution amending the fy 24 budget in the amount of 150 due to the increased cost of payroll related accounts, including insurance and long-term disability.
of fiscal year 2024. And as we go through the first quarter of every fiscal year, this is where we do cleanup We have numbers that come in different numbers from insurance and long-term disability that we have to adjust our budget because when we set our budget back in April and May of the previous year, we're all we're making basically a guesstimate of what those costs are going to be. And so this is the cleanup of our payroll accounts to cover those um imbalances. So we're requesting a transfer of 150 from our regular salaries and ranges to insurance and long-term disability.

They have to each person who wants to have Um a part of this has to go through the the community housing initiatives program And so we don't find out until they have actually qualified We don't get names. We don't get any information until they have qualified

allowability originally the The expiration date was set at 2038 The county dropped it to 2032 And so we're going to try to extend it if we can And in the hopes that the county will uh honor that request.
uh, so i'm hoping that we all as the board members I will keep that in mind when we're talking about what that plan is going to be Because what the plan is really kind of dictates You know, we need more time to complete a plan,
and that's again is something that will have to be requested uh through the county and for them to To honor and approve and and so You know, we we will certainly do the best that we can to make that request in the hopes that they will honor an extension Of that CRA all right matter yes

Once that is approved, then I have a process that will be brought before council for them to Approve and once we do that then we will move forward with that So the live local act has that was uh put in place last year Had changed a lot of how we do things with uh affordable housing and vacant parcels So there's a a whole new process that we have to follow under the live local act in order to abide by florida statutory guidelines So so we've had to change everything that we do But now things are moving in the right direction with all of the process and we you know It's taken us some time to get the process But now we will be bringing all of that to council in the next couple of meetings So you will see things moving forward in the right direction

um, kava and smoke shops were not a thing 30 40 years ago um, so I don't think you know as a city or a city council ‸ we just weren't Just getting prepared for you don't know who's gonna ‸ buy what property who's gonna ‸ do what so we said, um 500 feet from any church or any school. um That's a pre-existing school or church. So that's a good thing Um, the one that's there now Unfortunately, they're there they were there before this ordinance took place same thing with the one that's on us one and rosa that that little building there. Um,
I will I wanted them I thought we can legally help them change their name. We can't do that either um, because I just didn't feel that was appropriate being across ‸ street from the church, but um,
you know, they're gonna ‸ be there and so we're trying to work with them the best that we can it did some things We know that they weren't supposed to do as far as signage. So as you see, they're not open um, so they're going through some things with the city So just to let you let you know that we did make some changes, um Off of that. So, um, I think that's ‸ a
quick question about these changes um, is it just uh, what what are the descriptives for? Or who cannot? Uh, whether well, this is smoke shop, um A uh, gentleman's club that kind of thing Uh, you know, because those things are very important. We want to keep out if we can so

can can safely understand and provide the proper Ordinances and measures in place to to keep some of that activity away from our our youth And as far as the schools are concerned So there there is quite a bit of monitoring of that Obviously any new business that comes within comes into the city of coco must apply for a business tax receipt in order to open, which will trigger any type of review on that end, which will require them to provide all of the information, what type of use that they are providing in that establishment. So
can safely Catch some of that now We do have a lot of businesses that try to open without having a license and those are the ones when we have to You know initiate code violations and and such to
and and so Having some eyes and ears out there in the community to help us When they see something is always very important for us to to be able to uh ‸ track and monitor all the situations.

What do you mean? With that shop coming there? And those that church looked like In some cities when things are coming in like that ‸ they notify the area
that was the proper zoning So so if someone comes in and the zoning is for strip clubs and that strip club is Right next door to the church if that's in the zoning There's no reason to change the zoning because that's what they have the right to purchase a piece of property that's with inside of that zoning This situation we caught it after When they showed up, you know,

we get you know In the course of a year we get a number of special exception requests and some of those special exceptions include selling alcohol At uh going from a beer and wine sales to full alcohol sales those are the types of special exceptions we see Different types of special exceptions that are in our code allow us to Approve and authorize that but all of those are done in a meeting we have the board of adjustments that meet Monthly and then we have planning and zoning that meet monthly and all of those would have to be brought before Uh those boards for approval and then to council if the zoning is allowed Then there is no notification to the surrounding businesses and
sign that everybody Saw that so and and so that's that's what happened the sign went up and and everybody made notice of it And but again, it was at the time that that zoning allowed that to be there. And
parking so they are working towards getting that resolved With either a special exception or zoning change or to whatever they have to do through planning and zoning in order to get that approved So So They are working towards that at this particular moment, but the zoning was always allowed for that uh It was up up until The education of obviously our code doesn't even had at the time did not have the words kava and kratom in it
So we've had to amend the language in the code to expand some of those other special types of Service whatever that the products that they sell and serve in order to uh amend the code.

alone. that is something that's very important. It's it's those Those individuals that people like family promise who are helping They are getting them the help that they need to get them into a house and You got to remember that there are people who choose to be homeless And that's true and there isn't a lot you can do for people who make that choice And you can do the best that you can but Is there a picture to fix it?
and and it's just going to continue to go in the right direction At our next meeting in march, I will hopefully have an update on the bezos academy We've brought that information to you as far as what the progress is we'll be meeting with them In the near future and we'll be able to provide you with some updates on On that progress and where they are and and and what we'll be seeing hopefully from them in the future as well, so things are moving in the right direction and And and it is baby steps we all have to remember it's it's one step forward sometimes we take five steps backwards, but we just have to keep thinking to move forward and And and keep working together and and I think that that's what I can commend all of you for being able to work together and working in the community toto get things moving in the right direction. There's a lot of people uh uh panhandling and like I said at night they sleep on the beach. saw photos today of some households that had put a bunch of stuff out and that the manager had gone out to talk to them. And she said, well, I put ‸ everything out there nicely organized and but by the time it's drug, you know, done through and drug through. So I actually had made a note to them today that in the newsletters that we do each month, I'm trying to focus on something. And I think we're going to be at a point where I was thinking about today. I think we're going to have to provide the bags because it's part of the problem. They're just laying stuff out there and trash doesn't get picked up that way. Or, for example, we just had somebody skip out and they used every trash can they have. Well, they use the recycling trash can for trash.
So somebody's got to go dump it, put it in an actual trash can. And so it is kind of that's a challenge. So today, after some of the photos I saw and it was a lot of stuff. And, yeah, my first thought was, OK, somebody needs to call for pickup because when it is big things, you know, you should call.
But like for us, I think that's an option we're going to have to look at providing the bags because I really do financially, you know, for a lot of the households that we have,
know, you take a break. No slight on dollar general. ‸ You can't go there and get them. You know, we need the commercial grade bags. So I think something like that, you know, we're going to look at doing because we do have a lot of residents that do create some of those issues. So I just today I had them go pick up a mattress that I've been staring at at the back of a lot that I keep getting told. Well, it's not really on our lot. It's

Just go pull it to the street and, ‸ you know, have it picked up. ‸ So still kind of things like that. And we are dealing as well with we've had apartments that were vacant that were broken into. And we have people camping out on back porches at night, but they leave at 5 a.m. So they don't get caught. I have we've had a crazy amount of ridiculously high water usage on there are some apartments that we do pay for the water. And there might be a batch of 10 apartments. That's all on the one bill. And I've had to put up cameras to watch activity of people going in and out of apartments because essentially somebody was having like a laundry facility for homeless people. And the water bill was for a building of nine. When I calculated it, each apartment would have had to have been doing 200 loads of laundry a month

You know, he'd already filed a police report. So that is one thing right now where I'm trying to weigh out how much can we put continue to put into the system. And I know CPD uses it
so much. They use it for the community, which is fine, which was part of our intention. But we're going to have to start. It's going to start being depleted a bit. We'll basically just have to kind of dial back the number of them, but trying to keep them in the spots that tend to be more.
So those will stay for sure. Those are ones we would never touch. But there's some smaller corners that just don't see the activity. So that's probably one of the main things we're talking about right now.
