The City's record
What the City's record shows

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
306 suspect passage(s) marked in place; inspection incomplete: language review; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 21 voices separated from the audio.
29 short machine repair(s) (39 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 90.5% of 10,607 content words.
Dotted words (365 places) are ordinary wording differences: hover or tap to see the other reading.
306 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:03:58 (22 s) — neither reading has words
00:40:03 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

I'm here in reference to some of the updates I've presented to the council in reference to some ordinances that need to be tweaked. If you remember, the tree ordinance is going before the Planning and Zoning Board. We're creating a letter of some of the recommendations the board is wanting to add to it. The chain link fence ordinance is, like I mentioned, still alive as well. But there's one ‸ code that's come up, which I didn't know I was going to get involved in this. It's just happened. But ‸ this particular code, I've given the information to Anthony, is a reference to gravel driveways. It's not very specific. It's vague. And Cindy Thurman, with the Community Development Department, had asked that I get some information from Melbourne as well as Satellite Beach in reference to this code. The code that we have ‸ in the city of Cocoa is very similar to Melbourne. But in Satellite Beach, it's more specific, especially when there's a garage door. That they're really specific about what can and can't be done. So I gave that information out. And then Mrs. Blunt and Mrs. Thurman had both stated that they felt it might be good to get an opinion from the city attorney in reference to it. So I provided that paperwork. And we're going to look into it to see if it needs to be left like it is, even though it's vague or not.

And I apologize. I can't remember the three gentlemen that joined me on Saturday in Fire Station 2. So that's just a little something to say thanks. And
We're just honored to be able to partner with the Red Cross. They've got this great program nationwide. And Mike and his group is really working hard in our area to make it happen. ‸ We've been able to do, last year we did Surprise Village.

and we're trying to renovate and build a gas station, make it look nice. Unfortunately, I got signed contact with the contractor that did not honor what he said he would do. He dragged me to the mud basically, taking all this time. When first violation was noted by the city, the court enforcement, within the same week, I have hired a different company to come in and clean. When I called the court enforcement and

them I have taken care of the issue, which was the violation, they told me that there was a hole in the ground, which was the underground tanks that had to be dug up, which by construction code it has to be. And they have asked that if it's not completed, we will not take the violation away. So at that moment, in my opinion, I'm not in any violation other than the litter.
And even I paid him a lot more than what the contract price is. He vacated the premises and left it unfinished. Now I have to get a different contractor in order to finish the job. Number two, he did not pay the subcontractor. And I have a lien against my property that he did not pay the subcontractors. On top of that, I have to deal with the court enforcement violation, which is, I guess, $250 per day that I was running. So
recommendation? Yes. It was based on all the things that this gentleman just gave us, based on the fact that it took extra time. And it was the same thing that he brought to the code board ‸ as far as the issues that he had with the property.
He has 30 days from the time council makes their decision for him to pay the fines. Or if he doesn't pay within the 30 days, then it reverts to the original amount.
So, if I may speak, first of all, the only violation that was a court enforcement violation was the litter when the contractor demolished the front of the building, but all the debris was on the floor instead of a normal container for it to be picked up. And that was the original violation. And I took care of that separately from that contractor, hired somebody else to do it within that same week, within the timeframe that was given. However, when I called, they have said that since we dug up the ground, which we have to buy code and permit allows, because we have to dig the old tanks and replace it with the new tanks.

And DEP has to decide what kind of environmental work has to be done necessary before permit was given to take out the old pump, old tanks, and then put new ones.
So, Mr. Mayor, members of Council, just, I mean, I think there's maybe some fact findings that ‸ occurred, but it's my recollection that the previous owner didn't want to, the state had changed the requirement to have double walled tanks. And the previous owner did not want to upgrade at that time. And he ended up closing his business.

The next one is to approve ‸ code enforcement lien reduction request in the amount of $750 for the property located at tax number 2425112 located on Donnelly Street. In this case, the code enforcement board held

Based on the above factors, again, staff was recommending that the lien be reduced to $750. The code board, at its regular meeting on January 18th, 2018, recommended that the lien be reduced to $100. Again, staff is recommending that you reduce the lien to $750. Just to clarify that, the $100, if it was reduced to $100, it doesn't cover staff's costs, investigation, and all the stuff that we have to do. So, the $750 just covers that cost. So, that's why staff is asking that instead of doing the $100, that you do the $750.

After two months I told Miss Bailey you have to remove that because they're going to penalize me. You know, and if I will enforce it, remove it, it will not be good for my neighbor. You know, we have to love our neighbor. So I tried to work with her and she did try. But that is after we incurred the violation. You see, it's not really our fault because it's the fault of my neighbor who has the shed in the area. So it will be unfair for me to be punished. That's why I told the board then they should put a lien on the property of the, you know, the, my neighbor because it is her prop, it is her things that were there in my, in my lap.

This is something that the chief and I have been working on and proposing this particular ordinance. The ordinance is modeled after other local government communities, including the city of Orlando.
