Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
380 suspect passage(s) marked in place; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 23 voices separated from the audio.
38 short machine repair(s) (47 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 92.5% of 15,345 content words.
Dotted words (448 places) are ordinary wording differences: hover or tap to see the other reading.
380 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
00:06:55 (8 s) — neither reading has words
01:18:49 (1 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Thank you, Mr. Mayor. I'd ask Brian Dolan if he could come to the podium. Just like to introduce our new fire inspector to you all. Brian Dolan, he's retired from Palm Beach County.
retired from Palm Beach County Fire Rescue. ‸ He was the assistant fire marshal for Palm Beach County. He comes to the city of Coco with a wealth of knowledge. He's also a retired or not retired, but he is an army veteran. So we're very excited to have him and what he brings to the city of Coco.
So Brian's going to do a great job. His first week was last week and he hit the ground running hard. So there's a lot going on, but I think he'll do a great job and we're just happy to have him.

earliest days. Our country and our state's black leaders and COCO's very own esteemed African American citizens and leaders of the past, present, continue to forage through these times, building our nation and improving our city, making it a better place for all to live and thrive. It is important to remember those civil rights pioneers like Dr. Martin Luther King, formerly known as Michael.

Pensacola, and other great leaders who have worked to promote justice and equal rights for all Americans, regardless of race. As we celebrate, excuse me, celebrate, excuse me, celebrate black history. I'm trying not to say Blake, but it's part of history too as well. We recognize the many contributions of African Americans to our country and we commit to becoming a nation of opportunity and hope for every citizen. Now, therefore,

So, a lot of people had different things. Some people even said like McDonald's, I don't know what, you know. I don't know what they were thinking. So, doing my research, I came across Stone Funeral Home, 1923. And

and requested that a mayor sign this proclamation. Number one, because they earned it as a family. To ‸ let anyone control their loved one ‸ in the roughest time of their life means a lot. And to be around 100 years with that trust, it means something. That means respect. It means courtesy. It means customer service. So, that's what Stone Funeral Home represents. And also what the Stone family represents. So,

And in later years, Magnolia Street was changed to the Stone Street in order to honor Richard Stone. In 1937, the business was moved to its present location on King Street. And later, a second location was opened in Melbourne, Florida. Whereas, Richard Stone's son, Rudy, worked with his father for over 50 years until death in 1985. And then he continued to grow the family business with high values in mind.

in order to offer an experience that provides comfort to families in their times of need. And they understand the importance of guiding a family through the process of honoring the life of loved ones. And whereas, the year 2023 marks 100 years that the Stone Funeral Home has been an integral part of the COCO community. And their legacy and values of being founded on family will always shine through as they continue to provide services and support to Brevard County.

I thought about my grandfather, who used to tell me stories about him in school. 100 years ago, my grandfather used to have to go to class during the day, work all evening, sleep in the car that he worked on during the day. And do it the next day. It's because we stand here 100 years later on his shoulders. Thank you.

Good evening. Happy Valentine's Day. Good evening. Happy Valentine's Day. I'm spending mine with you, so you know I love you, right? The budget season will be upon us very soon, and I would just like to, um, request of
this year particularly you put some budgetary emphasis on the needs of the poor, the elderly, the disenfranchised in our city of which we have many. And I have some ideas for you to do that.
which is run by our wonderful community development department. They do a great job, but they can only do three to four houses a year with the money that they have. And there are currently at least 62 people on that waiting list. I know because I'm number 62, um, which means if I live long enough, um, at least, oh, let's do that math. Three to four years. I might need to live 20 more years to get my home rehabbed. If the city council could please add funds to that fund, we could move up that waiting list and have a more respectable waiting period for homeowners to get their homes repaired.

This is an important priority for me. Um, I'm still interested in expanding the route six bus service and or providing some vouchers or assistance for the elderly and disabled to use our public transportation system. There are many ways to do that.
They are beautiful little children's and they are in the street. They have no park. I would love to see city council remedy that situation. Next. I would like to see the city establish a farmer's market with the help of the state department of agriculture that
Flag: words were replaced by a machine repair · 00:19:22–00:19:22 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
Um, farmers market established in the city of cocoa so that our citizens who depend on food stamps could have their food stamps doubled. And last but not least, and this may be the hardest one to do, but we have a fire fee which is needed in our city to support our wonderful fire department and I want them to have all the money they need. But I'd like to see that fire fee moved back up above the line so it becomes part of the ‸ assessment of our homes and is based on home value instead of just a flat fee.
If that fee were put where it needs to be, I feel because it's an ongoing city expense up above the line, it would be more equitable for our low income, senior and disabled ‸ homeowners. That's the end of my list for tonight. I thank you for listening to all of it. Of course, I will follow up with an email so you don't have to remember it all, but I appreciate you keeping the needs and wants of our city's poor, elderly and disabled in your hearts as you're making this year's city budget.

If anybody in the building don't know what that is in the city of Cocoa, we have a citizen police advisory board. I want to be the first to say as of right now, we feel like we have a perfect police chief. We feel like we have a professional police department that's transparent and is holding these people accountable. But what I'm deeply saddened about and why I'm here tonight, we did a survey in this city, this city of 300 people.
in the city of Cocoa? All 300 people said no. So we need to make some improvements on that and I'm going to give you the answers to make these improvements. First of all,
request that we stop this martini from the Cocoa police department from doing the fake filming of that meeting of the citizen police review board. I respectfully ask Mr. Whitton that this meeting be filmed on SCG TV just like all the rest of the meetings. I respectfully request Mr. Whitton that this meeting be advertised the same as all your other city council meetings. We worked too hard and too long to get this law and this committee set up to let it be swept under the rug. We're not going to have it. So I want to say that we would like to see some changes. I don't even know when the next meeting is. The last meeting I was at, the Cocoa police
bad apples and that's what it was intended for and it's not being advertised. It's not being shown on SCG TV. A lot of people don't come to these meetings,

All right, Mr. Dennis, if you wouldn't mind, could you next time you speak, I understand you spoke to our city manager ‸ directly, but I would ask you to speak to us as a general body, please, just out of respect. That's all.
I'm going to be talking about some history ‸ and then I'm going to be finishing it up. What basically has transpired to this point in mid 1990s and I might need your help on this, Michael.

you all are representing so many years of experience that I feel that it's important for me to come today to go over some items that I think that we need to bring it out in the open. Basically, the first information, and this is all documented and it is recorded and it's not misinformation. We had four women mayors. We had a council group that consisted of three women and two men. You remember that, Mike?

I've seen lately, and it's shocking to me, and it's within the two years. I just hope that this is something that can be thought of when I'm through talking. The thing that bothers me is the bashing that I see happening to staff members, where two apologies were required and one is still pending.

years. And now we're bashing him too. The other thing that I wish would not continue is the whining when you are outvoted. Council members nominating themselves for a mayor seat. That's something I have never seen in all the years I've lived here. I'm just asking why. Why is this happening? Please be cognizant of it. These items need to be addressed. Thank you.

I'm a resident here in Cocoa. And I'm here to do something that I'm not very accustomed to doing. I'm here to praise the powers that be. And so I might be a little choppy because I don't have a lot of practice at doing this. But first off, I want to start. I just finished a little shift at Matthew's Hope. And there's another outfit around here ‸ called Parents Promise. Family
just want to, I'm so thankful to live in a city where there's forward thinking, where they're doing positive things for these people. They're facilitating these people getting back on their feet. And it's because of the powers that be. You folks, the city manager, the police force, all of y'all seem to be working together. And a plan that seems, that I think is going to bear fruit in time. And I'm just, I'm really proud to be in this city. And I'm really thankful for the efforts that are being made to make those different outfits a success.

Society. And I'm here tonight to invite everyone to come out to the Mardi Gras Paws in the Park this Saturday. It's a family-friendly event. It's Mardi Gras for your pets, because pets are part of our community as well. And we're super excited to have it in the lovely Riverfront Park that is pet-friendly.
because it's important that people understand how to take care of their pets. I'd also like to give a plug for anyone that knows of someone that has a cat or a dog that needs to be spayed or neutered.

spay or neuter. If you have a dog that is of a bully breed, we are offering free spay-neuter. There's lots of information that we'll be having out on Saturday as well about cats, because cats are very prolific. And we would like to reduce their pet population.
so there is no reason for us to not have that opportunity. I'm really super grateful to see positive stuff here. Last time I came, wasn't so great, so I'm super happy because you guys, I mean, you just do an awesome job. And I really do appreciate it. I'd also like to offer up,

to take a look at in a possible dog park that would be really great for our community. That would cost the city nothing, but they'd get all the credit for it. Because obviously, I represent the animals in our community and dogs like to have a nice place to play. And if you can turn a place that is not being used for anything other than not good things, and you can turn it into nice things where you have dogs go,
And I think that the animals being part of our community need to have a place to stretch their legs like Riverfront Park, which is really great, but a fenced in area allows them to run free. So I hope everyone will come to the Mardi Gras Paws in the park this Saturday. It's from 10 to 3. It's a free event. We do have some pet contests and we'll have some food vendors as well as a little pet psychic. So if you want to know what your pet's thinking, y'all should come out and she'll give it a little
I do greatly appreciate the City of Coco supporting the Brevard Humane Society celebrated 70 years in 2022. I had no idea that there was any organization older than ours and I was just very, I just can't wait to go and tell people about the Stone Funeral Home because that

I am here because two years ago I was in a scavenger hunt, black history, and there was a area that should have been known or should have been marked with the plaque that says Richard East stone and everybody I asked about it. Nobody knows where it's at. I Googled it. And so because I'm tasked with a trivia question. So my question is, you don't have to tell me you can Google it for yourself.

um This proposed uh appointment is related to the Police Advisory Board. The Police Advisory Board has uh ‸ slightly different qualification uh requirements for members. uh Relevant here is is the fact that on the the the resolution establishing the Police Advisory Board allows for the City Council to appoint um a CEO of a non-profit profit civic based uh organization, provided that organization has a substantial operation in the city. So the issue before the the the council is um
um she there's no question she's a CEO of an of a civic based organization, but is that civic based organization have a substantial operation within the city?

2013, were located outside the municipal limits of the city. The, both cemeteries, became in disrepair. um the city, because it was outside the jurisdictional limits of the city, notwithstanding the fact that there are Cocoa dignitaries that are buried there as well as,
The, the city really didn't have many options to help, uh with ‸ with the maintenance of those two, uh cemeteries. um the city council at that time took, uh an extraordinary, uh move by petitioning the Florida legislature to annex those cemeteries into the city

that gives the city the right to, um maintain a municipal cemetery within its boundaries. um when the owners are not ascertainable and those cemeteries have, fallen disrepair.
The city, as far as I know, since that time has provided maintenance for both of those cemeteries. um And recently, like within the last couple of days, this it became known to the city staff that there are, there's a tax deed sale for both of those cemeteries that's pending on February 23rd. cancel the um tax deed sale and then um you know the mechanics of that, you know, I won't bore you with. So that's what the tax collector's office is advised the city. And there's a form to fill out for for the city to do that. Another, another option is actually for the city council to bid at the, at the sale to to attempt to acquire ownership of the property. And lastly, the other option is to take no action and see what happens with the tax deed sale. By way of background, this is not the first uh opportunity where the city has taken extraordinary steps to actually acquire an abandoned cemetery. You may recall the history that, you know, about 12, 15 years ago, we actually condemned the hilltop cemetery, which was in a state of disrepair. um In fact, there's a monument there for Mr. Stone, if I remember correctly, right? um ‸ in his honor. um So the city did acquire, through eminent domain, that, that cemetery and has maintained it ever since. The city also maintains the Cocoa uh Cemetery on us1 um
uh Again, the three options, the last of which he obviously didn't go over, that would be the take no action, which doesn't put us in a in a good place uh in terms of the future there. So um

in, in that, um and a lot of costs. Because when there's an unassertainable property owner ‸ that, um a local government attempts to condemn, actually, we have to actually bring in another lawyer to actually do a, ‸ very large public due diligence search to see if okay anyone could actually be ascertained, um you know, as part of the process among other, many other things.
‸ so, I mean, we've done that before because we had no other options. In this particular case, you know bidding at the sale affords a a rather quick option. And
That's the minimum that's the minimum bid amount. Yeah. um i You know, one can't predict that these at these, um you know, sales whether other other people will attempt to bid onon the property. The dynamics of these sales, unfortunately, has changed tremendously
it's all done electronically. And in thesethese bid sales andand these tax certificates, these these entities tend to just do them remote remotely and they and they really don't know the full context of the property that they even hold a tax certificate for.

I know that what you've brought up, uh there is already one bid uh that's been uh put in on this uh property that I uh learned of yesterday. And so I know that this is a problem. against it. uh With the Californians that are bidding, the Texans that are bidding, the South Florida that's bidding, what are they going to say? So I'm afraid we could get into an issue on that. I'd rather untangle it and get these cemeteries brought into the city of Coco another way. I don't think the tax deed auction sale is going to be wise. I already know people that are concerned about it and may even bid because of that. So anyway, thank you. I really
um I can't i got you predict. I mean, um it depends on, um you know, whether someone comes forward and contests, comes forward and claims, um you know, that they're entitled to compensation. I mean, it depends on a lot of things.
um there, you know, the the speaker brings out, there is a risk, you know, if you go to the tax detail that the city would get outbid. And, and it's not like I said, it's not like the old days. Everything's done electronically. So people may be bidding just based on numbers, not knowing details about the property and taking and taking a, you know, a risk. So, um that does present itself. It could be it could be a you knowa challenge. So I can't predict what the cost and the tax

without any, you know, you know, wrinkles. um but that's not, that is an option. I mean, the you know, the council could, um could decide to file the form that the tax tax collector advised staff could be filed. And then, um that would stop the sale. And the council, if it was your desire, I mean, could go the condemnation route. um ‸ because the property now is in the city, um that, up that didn't exist when the

in the city. So the city has authority, um to condemn property within its boundaries for, um you know, for this general municipal purpose. I'm not talking about utility has condemnation power beyond the municipal boundaries, but for this, in this particular instance, you know, that option is available that didn't exist, you know, prior to annexation.

Gotcha. And, right now the city pursuant to that resolution that the council enacted many years ago, um is filling the gap, is providing the maintenance on property. It doesn't own ‸ exercising statutory authority. Someone else comes in that's ascertainable, as an ascertainable owner, we know who the owner is, will be subject to all the maintenance requirements that any other property owner in the city has. And subject to code enforcement right gotcha and so forth.

Okay. So, so to, to take it out of the sale would be option one. And then as the city attorney said, he could, he could explore, uh the eminent domain that, that actually, again, the risk of costing a whole lot more and a whole lot more time than, than, uh than the risk of winning at the sale there. I don't think there's any other way to actually, uh assure, uh the city of, uh of acquiring the property. If you, if you just take option two, you could get out bid, you know, um so, so as I, as I think out loud about it there, I think it's option one, which takes it off out of the tax deed sale. And then, um explore the eminent domain process. Obviously we have to remove the assessments from it in the future. And so that won't put it back into the tax deed sale if we're removing the assessments. So.
both council members. um deputy mayor, would you be willing to, I'll be willing to amend my motion. If you're willing to amend your motion, sir. And go through eminent domain. I
we could actually, in the next couple of days, actually throw something out there and see if somebody counters that. um But again, that runs the risk of they'll they'll outbid you. So I think the only sure way to pull it out of the tax deed sale is option one. Although in the interim,
