Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
559 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 22 voices separated from the audio.
54 short machine repair(s) (64 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 91.1% of 25,000 content words.
Dotted words (945 places) are ordinary wording differences: hover or tap to see the other reading.
559 passages (21% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:17:27 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

This is our second reading of the special event parade ordinance regarding street closures. Based on comments from last meeting, we made some changes, in particular

of calculate the closure. previous In the previous ordinance, we indicated there would be a maximum of 24 or I'm sorry a maximum of 20 closures or closures in the number of closures that of multiple days should not exceed 10 in total. So after our discussion and feedback from Council we've revised that portion of the ordinance based on a number of days calculation. So for each closure or each event, each day would be counted as a closure. So what we're proposing now is and basically
Flag: words were replaced by a machine repair · 00:08:40–00:08:40 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
And there's basically about 18 on average 18 events that would involve closures in in Cocoa village a few of them being multiple days. So anywhere from 20, 24 days. So ‸ kind of took that historical perspective and in the historical closures we came up with 24 days as a maximum number of closures within the CBD area only
count toward that cap on the number of closures uh approved. In addition to that, we lookedlooked at uh the length of time of the closures. And many of the closures, most of the closures, probably six to eight hours. uh There were a few that are only like an hour or two or or a few hours. And most of those would be like for a early morning 5K or something that really was minimal impact from like, say, 7 30 to 9 ‸ or 7 to 10, something like that. So the idea is to uh anything that is uh under four hours would be calculated as a half day, and anything four hours and more would be considered a full day event. So you could feasibly, you could have one event one day that's a couple of hours, and then in a calculation that's a half day. The next day there may be another event, or the next week
Flag: numbers, amounts, negation or names differ between the machine readings · 00:10:22–00:10:22 · unresolved: the words are not shown (unclear audio); listen to the recording
that's a couple of hours. that Then that would be one full day um in the calculation. Kind of thought that was uh appropriate since many of those short duration events really have a a small impact um on the village. um That that really really was the substance of the changes we made. Everything else was uh left as is, I believe. um So with that, I'll certainly uh be happy to entertain any questions uh ‸ mayor council would have at this time.

No, I kind of thought that would be a little bit more, it would be a little bit too difficult to try and calculate that. I'm not sure how we would, like a maximum number.
Yeah, we thought about it, but really I think the way we... I think I like doing the days. I think that's really a more accurate way of doing it, and then to break it down, um the half days, I think it works well that way.
Flag: a language review questioned the wording; numbers, amounts, negation or names differ between the machine readings · 00:12:13–00:12:16 · unresolved: the words are not shown (unclear audio); listen to the recording
know? Well, and and look again, looking back historically at the low the road closures, ‸ last, like I look four years, most of them were... there weren't any that short that we had approved. most The minimum was probably two hours. So there were there were a few that were two, three hour, up to four hours. A
Okay. um then i have a I have a comment on this. uh This, once again, takes the authority of the council away and gives it to the city manager by letting him to approve certain uh uh closings that are outside the central business district. I'm against that. I think that we're elected to to adjudicate these things, and I think that we ought to keep keep that with us. So that only the council can close the street. That's my opinion.
kind of looking at how how they how they handled street closures. Really, uh a large number of them, all of the uh street closures were approved administratively. They didn't even go to the, and I'm not suggesting we do that, but looking historically,
Flag: numbers, amounts, negation or names differ between the machine readings · 00:13:46–00:13:46 · unresolved: the words are not shown (unclear audio); listen to the recording
I understand, and that's why I would certainly not suggest doing that, but I thought in some of the instances where they were minor, um really to relieve the council is what really the intention was. It wasn't to you know give more authority to the city man It was really to relieve some of the... And

How's everybody doing tonight? ‸ So I'm always happy to be here when it's not renewal time. But as Tammy said, and I think we even talked about this back when we were doing the renewal, after the first year of the health center was completed and we had all the data and we wanted to get in front of you and give you a little bit of an update.
Just a couple ‸ things we want to talk about. uh Office visit and medication usage. Those are obviously two of the the primary items that are running through the clinic. Then we actually want to talk about the effect on the Cigna health plan and some of the trends that we're seeing. uh Also want to talk about some of the satisfaction surveys coming out of the clinic and talk about return on investment. So what we did in the first slide here, we've broken things ‸ out a little bit. And this is our usage through the employee health center
number of appointments. So we've had about 2700 appointments since the clinic opened. And you'll see the, well, you can sort of see the orange trend line there. But you'll notice that if you look at those numbers, you'll see that things are going up. Our average in kind of the first section there was about

more familiar with the health center and the providers as we go through. So as we look at that, it's important to look at what's going on in the clinic itself. But we also want to see how that's affecting the medical plan. So in 2014, before the clinic opened, we were averaging about

just one little note we put on the presentation there for you. You'll see Cigna public sector average. So that's looking at other municipalities and public sector entities in the state of Florida to see what they average. So if they had your employee count, they would be averaging 2818 So you you'll see that we're quite a bit below the norm, shifting those items out of the health plan, which is much more expensive than the health center. Another thing, it's not necessarily aa direct tie, but it is an important factor, is urgent care visits. So in the year before the clinic opened, we had about almost 140 that ran

And you'll take a look and you'll see we started out in the first month. The clinic was open at 71 prescriptions per month. We were averaging it from September

prescriptions per month in the second half. So overall, employees and their dependents are getting more used to the health center and starting to utilize those services. Again, on the Cigna plan,

before? And there are some situations where that's the case, but that's actually not a bad thing. And I'll give you an example of think about somebody that has a chronic condition that they need a maintenance medication, but they weren't getting it filled before because the cost was prohibited to them. The other example might be somebody went into the health center because we had them do their health risk assessment, and they didn't know that they had something like diabetes or high blood pressure or high cholesterol. Now they're getting a medication that we didn't have before, but ultimately if we can keep them out of the hospital, you know, we can get better health outcomes. That's what's going to keep us from having those big catastrophic claims down the road. So a couple dollars in a prescription is a worthwhile investment with that. So um ‸ as we go to the next slide, instead of boring you guys with 30 pages of graphs, what we did was kind of consolidate some of the less significant items here. But just to run through them real quick,
Flag: numbers, amounts, negation or names differ between the machine readings · 00:28:45–00:28:50 · unresolved: the words are not shown (unclear audio); listen to the recording
really can't control through the health center. That could be accidents. That could be kids having sports injuries. There's a lot of things that that can be. Catastrophic claims. Overall, we saw a 28 reduction in the number of catastrophic claims through the plan. And

The one other thing that we did see go up, however, though, is the average cost of those catastrophic claims. And on the next slide here, we just have a little little infographic to that you can take a look at. so the average cost

things that even could be treated in the health center. But this is really representative of what we're seeing overall going on inin medical claims costs is you know the cost of the really expensive stuff is getting more and more expensive. Cancer treatments, there's all these new drugs out. you know Some of them are ‸ quarter million dollars for a couple months of treatment. So there's a lot of things that are driving that average of those big claims up.

provides us some data on overall how much your plan spend increases in the year and you'll see that overall your plan spend went up 2.6 percent that's weighted on some of these based on how many claims there are in each of those categories but if you look 2.6 percent just to give you an idea, on average we've seen about

But professional and outpatient are actually down, and then inpatient hospital is up. But again, all those numbers as you look at them are really minimal compared to what we're seeing in a lot of the market. ‸ So next slide, satisfaction surveys. The health center
you know you have the option to complete a a satisfaction survey on ‸ electronic device. We just took a couple of the questions in there. How likely are you to recommend

of the responses. And then we just pulled two quotes out of about 50 pages worth of quotes. They were they were my two favorites, so I put those up there. But you
somebody said this is the best thing the city has ever done. And then somebody also, and a number of comments echoed this on the right, the satisfaction with the doctor in the health center is, you know,
there and what's ultimately going to drive the better results. So last couple ‸ slides as we go to talking about the money a little bit. We did some initial projections back before the clinic even opened. And
Flag: numbers, amounts, negation or names differ between the machine readings · 00:32:06–00:32:08 · unresolved: the words are not shown (unclear audio); listen to the recording
you know the first year is going to be lower a little bit lower than some of the other years you look at. The other thing that we don't do is, because it gets very tricky, is in these,
to go over and go to the clinic and move back to work in 45 minutes. How long would that have taken them if they had to go to their regular doctor and wait in the waiting room for 40 minutes? We don't try and do the soft dollar savings, because it's just very hard to try and figure out what the actual value is. So we were estimating that about

saved for every dollar spent. ‸ The initial ROI projections, just to give you an idea of how we do this, we take a look on the left at the utilization through the health center and what those what that visit would cost through the

return on investment is. The one thing that's a little bit difficult about this is, for the health center, other than prescriptions, we essentially put everything in the cost of the health center. I'll give you an example. If you go to your doctor and have an EKG, you're probably going to get a line item fee for service charge for that EKG on top of the visit. Well, in the health center, we don't do it that way. And I think you all remember from when we set it up,
it on an ROI, it's hard to break all those things out because we don't track it like that in the clinic. But overall, you'll see the ROIs on the right and as we look at the whole just the ‸ city's roi about
so really right in line with where we projected. But then when you also take the savings that the employee has for both their offices at copay that they would have had

sir, the Employee Health Center. When they go over there, do they have a copay? No, sir. They don't have a copay. No copay for the medication as long as the medication is dispensed there and no copay for the visit. Now, if they're given a script for a drug that the that care ATC doesn't cover, then they would use the medical plan and regular pharmacy.

is, you can't do without. And it's it's incredible. Within the last couple weeks, I've had an employee who was sick. There's been a flu and a nasty cold that's been going around. ‸ The employee had the flu. He had a call in sick. ‸ next day he came in, he had an appointment first thing with the clinic. He got his medications and he stayed and worked. He got medicated, stayed and worked, and came to work the next day. I guarantee that employee would have been out all week had he not have had that quick access. Because his primary health physician, like mine, when you call him up, they're like, well, we don't have anything today, how about three weeks from now?

that we had, I want to say, like, out of the six, I think five were previous law enforcement who had applications in with other agencies. And one of the biggest things that they had questions about was the CARE ATC and what a benefit they thought it was. established pharmacy has referred them to the pharmacist. Yes, the employees are receiving free prescriptions. However, at the end of the day, they are not free to the city, you know, because we're going to pay through them through the clinic at a reduced cost or we're going to pay through them through our insurance plan.
‸ the health center and receives a prescription, it lowers our insurance plan costs, and ultimately it will lower long term our claims experience, which will result in greater savings to the taxpayers as we manage these health care costs. uh And

how it's affected him. And then the chronic disease management, and this is because in large measure a lot of our employees, they were not receiving these through their primary care physician, as Doug and others indicated, because many of them wouldn't go. They don't go to the primary care physicians, or they were just going for a specific purpose. So we're being able to, over the long term, be responsible and judicious with the city's taxpayer dollars, as well as help our employees. At the beginning of the fiscal year, we became fully self-insured, and we will have the opportunity to evaluate our plan design going forward in subsequent years. And I think it's important to note,
so it's gone through ‸ competitive process. I know there's a lot of stuff out there. There's DVD that's been provided. But I know the county looked at this. But besides the county,

and they've come to the same conclusion where we are today, in large measure, absent the the health center. uh As city manager, I take the the responsibility of of of being good stewards

I would be glad to meet with any member of City Council ‸ desires to discuss the letter. I believe firmly that the health the employee health and the health center, while it's in its early stages, is providing a benefit to the taxpayers and our employees.

for every dollar spent. So we're doing better than anticipated, and when you take into the savings, uh and that is a conservative number because that's assuming that for the prescriptions, everybody's getting the copay, they're paying the 15 generic copay, the savings is much higher to the employees. ‸ overall,

uh because of the proposed improvements, and also the costs. uh And in conclusion, uh ‸ talk about the public hearing and moving forward on this project. The build alternative, as I discussed, is going to be widening of the existing Clear Lake Road from a two-lane facility to a four-lane divided facility. uh We are going to realign the curve at the Walmart, which is a 90 degree bend. Also, we are going to provide uh seven foot buffered bike lanes uh and sidewalks on both sides of the roadway. uh A 22 foot median will be provided, which is a part of access management class 5. And in order to accommodate the proposed widening to meet the permitting requirements, we are proposing some potential pond sites for the storm water treatment for the project. The project, if you recall, uh this project was broken into two segments. uh One is a north-south segment and other is the east-west segment. So let's talk about the north-south segment, basically from

divided, as I described before. The total right-of-way width required for this typical section is 104 feet for the proposed condition. The design speed is 45 miles per hour.
It kind of changes at several locations within this segment. The proposed was required ‸ 104. So as a part of the project, what is recommended is that the right of‸ acquisition will be required to accommodate the full typical of a four-lane divided section Significant evaluation was considered. And when I came here last, in October, we talked about three different alternatives. One was widening to the east. Second altery was widening to the west and widening to the center. Basically, perform widening on both sides of the roadway. After looking at engineering analysis, cost, environmental impacts, business damages, and impacts to the residential properties,

property. So when a value engineering was conducted for the project, they recommended a 35 miles per hour design speed bulb out option, what is shown here on this on this on this view. What that does is, it does impact some of the right-of-way on the north uh parcel over there.
Based on this option, there are three business parcels that will be impacted, and the cost associated with the right of a cost is 3.1 million dollars approximately As a part of our drainage analysis and the permitting requirements, we evaluated several uh pond options uh for each of those basins. And based on that evaluation, what you see here is the recommended pond site locations. uh of we we looked at there are several basins uh and for each basin we looked at three potential options And

think ‸ FDOT has got it right. The traffic is going to double probably in the next five years. I mean, it's going to be that especially with the port project going in, and a lot of the jobs are going to be created on the other end. But there's a lot of industry and a lot of companies moving in off within a few miles of there. So, I mean, it's I mean, we all were elected to make decisions. You know what
Well, I've been following I've been going to the website and reading the comments and stuff, and, you know, you never want to see a road widening, you know, take out properties. But if I lived in one of those 17 houses that are on the west side, and they came to me and said, you know, we're going to be

this road, and I'd be like, wow, great, because right now it's almost impossible for me to get out of my driveway with the traffic on this road, and I'm going to get to move someplace else, and,
So, you know, that was always my first concern. Oh, my, people are going to lose their homes. But I think if I lived in one of those homes, I'd be going, you know, finally I can get out of this mess. Because if you drive that corridor and you watch those people try and get out of their driveways and back out onto that busy road with traffic coming over that hill, and, I mean, it's a nightmare. Living there has to be a nightmare trying to get in and out of your driveway.
I've heard it's a large number. Yeah, like 11 of the 17 are rental homes. So I think, you know, for the most part the people will probably be happy to maybe move on to something else and do away with that nightmare of trying to get in and out of the road in and
the driveway there. I actually saw somebody stop to let somebody back out the other day. And cars coming over the hill didn't know that people were stopping. It
they're just waiting for the crash, you know. So it's a very dangerous area. Whether you live there or whether you travel it right now, it's dangerous. So I'm really looking forward to get it taken care of and getting the traffic dealt with in there. And, you know, trying to get in and out right now

been working with Matt and the city manager on ‸ District 4 over in Purdue Way and around ‸ areas like that. Their gray water's off. It isn't working. So we're trying to get that fixed and back on because the people say that their lawns are dying,
They had one more thing about that no left turn sign. I believe the reason they put it on the right lane is because there's a pedestrian crossing sign on the post on the left lane, you know. Right. But maybe they could just swap them over or something would be more realistic.
figure something out. Because Bill came in, Bill Terrell came in, and, you know, he caught me down the street one day and said, I never noticed that. ‸ I think that'll be taken care of then. And he'll be happy, and others will be happy. He didn't say it, but he had another comment about he sits out on Brevard quite a lot.
somebody will come driving up Brevard that way. And he suspects they're coming out of the bank or off of Orange. Now, I've been down there, and I looked on Orange, and there's two big one-way signs down there. So if you missed that, I just don't know what more you can do about it. But there isn't anything coming out of the bank.

Just a couple things. First of all, congratulations, Matt. Welcome back. time. Brenda stayed away. It was a great event. I thought, even though the private sector did it, it was ‸ a little different, but there was a lot of people at the main event, and it was calm. ‸ I was worried about any problems, but it worked out pretty good.
And I know we have a lot of capital projects on ‸ the docket, on the horizon. And I guess the one way I can put this to the council is years ago, I guess like 98 or 99, this went on for two or three years. The police department was, for whatever reason, was underpaid. And we started losing people to other police departments, the sheriff's department, ‸ other departments around the county and beyond.
mass. It wasn't crippling, but it was close to kind of crippling us. And finally the council at that time, I think Brenda may have been on there. Were you on there? ‸ Where you guys took action and actually looked at what everybody else is paying and didn't make an adjustment.
I want to be very clear with John. When John came in three years ago today, right, or this week, there was one big thing I had that him and I talked about. He doesn't remember, but I'm going to remind him. And that is a great city manager has to have time to do his job well. ‸ So ‸ here we go. We've got the city budget and then we have the utility budget. ‸ And
and probably the rest of the city managers before him. So really looking at this whole thing and I'm asking the council, it appears that we're not paying our utility employees, let's just say market rates,
‸ wages. And, you know, it's just ‸ nobody's fault right here. But what I would like to see happen ‸ is come back with maybe the rate study that we already had done and then look at what we can look at in short order for what we are paying, all the classifications. And then maybe if we have to have a special meeting on it, let's have a special meeting on it. But I would like to address that because we're losing people in droves and we should be the leader. This is a regional system. This isn't a little small system. And I just think we should look at it and address it. And also I guess ‸ the next thing is ‸ I come in and see John weekly, sometimes twice weekly, and I'm around ‸ and I see all the different things he has to do.

the water system is growing and ‸ being maintained properly and not forgetting to do things like they did years. Before the city manager got here, before Jack took over, let's face it, it was run a lot differently.

it scares me to think that we might, you know, get into a maintenance problem again. So, you know, it's bigger than all of us here. But one thing I demand is for our city manager, my city manager, to have time to run this city on behalf of the employees and then have the utility run professionally in some way, shape, or form, but also pay great wages. I want the top five people that left to come back, okay? And, I mean, I know there's been a lot of defections, and I know that ‸ we have some work to do here. So, just like in 98 and the police side, I believe we're experiencing the same thing here. And anybody have any input on this?

I just don't know how ‸ we can let ourselves get to that point. The only answer I can think of is we're not paying them enough money to attract them. So, I think we really need to look at that. ‸ I mean, that is our backbone, that water system. It is our backbone. If we don't take care of that thing, we're negligent. And we have to find a way. All governments seem to have this idea that, oh, we have to treat everybody the same and everybody has to get paid the same.
We need to pay the right people the right salaries to get the job done. And 20-some people gone ‸ and a couple of our key personnel have left the water system. We have something grave in front of us, and we need to jump on it with both feet.
I'm not sure where to go from there, but I know what I would do. I would go out, as we often do, and hire a consultant to look at the whole system and tell me what's wrong with it and tell me where we ought to make any changes and down the road like that. That's what I would do. We've hired consultants for all kinds of stuff, so I think that's probably what we ought to do. And somebody who's not familiar with our system whatsoever has nothing to do with it so that they don't have any preconceived notions. ‸ And that's going to cost us. But what is it going to cost us if we can't produce water?
three things, basically. We must be proactive, like we're doing now, addressing the issue. We must be competitive. Clearly, ‸ if we have a situation that we're dealing with now, we must have a solution. And I also feel that it's imperative that knowledge is power and that we maintain this level, if not increase our level of performance. There's ‸ no

I believe in our leadership capacity. And if everyone is giving fair and equitable pay, ‸ like you stated, let's be proactive, take a survey, bring a consulting group in, and move forward. You pay for what you get, and what you get is what you're going to pay for.
I just, you know, we did a salary survey. I'd like to start by looking at that and see where we were in the utilities department. And if we were, you know, right at the line, maybe see, you know, if other cities have increased their pay and that's what we can do with other departments ‸ and go from there.
know, I'm not going to object to hiring a consultant, but I want to ‸ have some specific, you know, to point them in the direction to point them in. I don't want to just hire somebody and not give them some direction. And I think, you know, we ought to depend on the staff we have, our utilities director and our city manager, to tell us, you know, what it is they think the problem is and what we need to be looking at.
utilities director and I have been having discussions here of late with regard to this issue, as well as the administrative services on the human resources.
in terms of interviews, scheduling interviews, ‸ evaluating the resumes and scheduling interviews and doing that paper, the paperwork to hire those people. The losses are, you know, ‸ to date, if I had to categorize them and look, because I do look at them. And I looked at the exit interviews from ‸ some of
York, back to where his family was. There are some pay specifically with operators, the engineers, and then the electricians. Those are the ones that we've identified.
that, because it being in a professional position, and that's where we're really hurting, is we established a system within the pay range that was based on the market study that provided for a pay, depending on your years of experience. So you now have an engineer at one, two, three, four, and your salary progresses. And

‸ so we can validate the results ‸ for the utility, because obviously the utility is very complex and large. ‸ And maybe when the evergreen, and ‸ I'd like to wait and see until we get that study from AWWA, is when

of the utility system and the vastness as it relates to, you know, ‸ the other positions in our city. So we've ordered the AWWA study to look at that. I mentioned the engineers.

discussing potential recruitment strategies, whether do we hire a consultant for the purposes of recruiting people? Do we bring somebody on board of which maybe utilities would pay in part for that?
from number one was to install new mins and maxes. And that's what you did. And then the other three were progressive with the fifth one being, you know, provide an increase, but also
from, you know, to make it more simple, to simplify it, goes from 20,000 to 40,000. If somebody is, you know, 10 years into their career and if you figure it's a 20 year career, they should be from 20 to 40, they should be sitting at $30,000. So it's

that market or that equity adjustment. That's the one area that we could not go to in this first year of implementing the pay plan. But we have discussed both Tammy and myself and, you know, and then on separately Jack, as well as the assistant city manager, looking at those critical positions in the utility system where we need to may have to enter into an MOU or something like that with the
Well, ‸ they're not going to argue ‸ for those that are receiving the pay raise because their position is, quote unquote, it merits it. It's the, you know, you have all the other classes and so those other employees might have an issue with, well, why is this person getting a raise and I'm not? Well, they're being paid according to what the market says. I mean, there have been two instances where, you know, both I think Public Works and Utilities has pointed out, you know, following our survey.
to work with the department. So, I mean, I know everybody's busy. ‸ They have a lot on their plate. ‸ That's true. And sometimes scheduling interviews or, you know, sitting on interviews isn't, you know, the top thing on their list, you know, with all the projects that they have on their plate. So, he's actually recently sat in on, I think, two interviews last week.

We have a… It's not good. If you recall, we typically do an annual workshop or presentation on the utility system in terms of the projects and the progress. Jack and I have discussed the scheduling of that, and we'll add this as part of the agenda in terms of staffing. And then we'll get with HR and all that, and we'll kind of identify what the issues are and add that to the agenda.

public works is different than an engineer in utilities, and it needs to be looked at that way. Mm-hmm. It's just like I'll firmly believe cops and firefighters are different people, and they need to be looked at that way, you know?
And I agree. And actually, where we find that issue in large measure is like, you know, take maintenance workers or electricians that are in public works versus that are in utilities, you know, some of the responsibilities may be greater in one versus the other, and they should be compensated. Right.
have to be collectively bargained. Don't disagree. That was one of the issues that we actually discussed initially at the outset of negotiations, and there just was no appetite.
