Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
464 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 22 voices separated from the audio.
37 short machine repair(s) (41 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 90.4% of 18,992 content words.
Dotted words (621 places) are ordinary wording differences: hover or tap to see the other reading.
464 passages (23% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Bear with me. I need to load this real quick. Okay. We got it. Okay. Wayne Justice, Vice Chair of the Canaveral Port Authority. Great opportunity to come by and give you a quick update. I'm going to roll some slides. It's really, pictures always say a thousand words. And we'll start right off. This is, just remind everybody where we came from

Here we are now. Just a couple of ‸ points here. Since 1986, though we're a special ‸ taxing district, just remind everybody that we haven't levied a penny tax for 31 years now.
Remind everybody again, Air Force Air Base, County Space Center, and it kind of keeps us a part of our attention. And things have changed out there with commercial space. We'll talk about that a little bit later. Just can't be more excited about it. Also, the Navy's out there, been out there, and is going to be out there. ‸ What's changed since I've

four business lines, but first and foremost, you can't run a port without deep water. We've finished a pretty massive dredging, which made it 100 feet wider. On the top right-hand side of that slide is where the Navy base lost about 100 feet of their waterfront there to widen the channel. And we're at 44 feet where we need to be, and

running for a year now. A significant success. I was out there again today on one of the cruise ‸ ships. And it's a gem, and it is now the home port of, that's the Anthem that sees the largest ship in the world, ties up there now.
Anthem, that came in today doing port calls. 4 million people last year. Over 4 million people, and we're hoping to make it to 5 million this year. Keeping ‸ in context,

This last year, we spent about $100 million on three different projects. This is Terminal 5, which is the northern, our northern and smallest terminal. We completely redid the parking garage, redid the terminal itself, and redid the waterfront area, made it deeper, made it larger, larger pier. So that we can put in some brand new, very versatile gangways.
And now Carnival has got a larger ship coming in there, which is what it's all about. The infrastructure improvements mean larger ships. In the middle there, of course, is Disney's.

And they, we put about $3 million to give them a little facelift. They always want to stay the best. They are the best. They are the best. It's hard to argue that.
though, on the left side of the screen there, Terminal 10, we just finished that just before the hurricane, really. Put about another $40 million into that as well. Mostly infrastructure to terminal, as well as peer improvements.

also home ported here. ‸ So it's a, you know, it's an infrastructure. We build it. They come. They'll come. We build it. It kind of works in hand in glove there.
roll through that port. And so it continues to be an exciting opportunity for our area ‸ here, not just that port. I particularly like to come here and talk about a port of call. We have 100-plus port of call days. Like today, we had three different ships. I had a chance to go through the anthem of the seas. Comes out of Bayonne, New Jersey, full of New Yorkers. And they, I'm a New Yorker, so I can talk like that. And they hit the pier and walk off the ship. And we were ready to get on board. We took a tour of their environmental, incredible environmental systems on the ship. But there was a little boy that walked by me and goes,
know, you could just tell he just got off, come out of New York, you know, and gets off on a beautiful sunny day. Okay. So making a point, you know, we're open for business at the, you know, for tours.

mindset to work that way. You know, that's how we're doing it. That's, we understand the importance. And we do, we think, well, we're pretty proud of all the people that are involved at the port up there.
and not the port people, but all the vendors and all the restaurants and all that whole tens of thousands of people make our port, at least in 2015, the cruise, best place to cruise out of in the whole world. Right.

It's Port Canaveral. And so the retail just wasn't coming in. So we shut that down. We're still open for business. We've got a couple of people coming in and developing on the inside there. And
And there's more to follow about what, how we're going to attend to this, this inland part of our property there off of the waterfront where all the restaurants are. Restaurants are there, aren't going away. Part of the fiber of the port. We ‸ can do some more in here and we're going to work on that. One thing specifically been in the news. Jetty Park. Oops. That's not what I want.
There we go. There we go. Jetty Park. I'm just, the operative term on this slide here is park. And there's an issue between us and the county about that property in red. But it's going to be a park. One way or the other, we're all committed to getting to that point. So I'll just leave it there. And that's really the answer I think everybody wants to hear. That's really a really nice park. ‸ What did I do? Okay. Okay. Shifting gears. Our cargo side, we're working hard to grow that.
Those oil tanks up there. I'm not sure everybody knows this, but all of the international aviation fuel. Every international flight that leads out of Orlando Airport, the fuel comes from here. Okay.

the top right-hand side there. On the left-hand side, it's a slag operation that red-colored ship there. Slag is a byproduct of steel production. It is, we import it, then we put it on barges, and we send it up and down the coast. It's used to help strengthen cement production, concrete production. So we have an import business going on as well. One of the cleanest, newest, and kind of fun businesses lines that's opened up in the last year is we're importing cars. Cars

That goes on the empty car carrier, and then they take this stuff down to South America. So it goes from Mexico to here to South America to Mexico to here. And so we actually have an export business going on as well. And all that's all good. Moving stuff. I didn't put this slide in because of the name of the facility, Mayor. But
for the crew members of the ‸ ships. These home ported ships we have here have thousands on each ship, ‸ and they're mostly foreign crew members. And this is ‸ really a challenge to get them the medical extension.

good. Yeah. But it's right on the property right there. It's a lot easier for these people to get ‸ service. So, again, I mean, they came to us to do this, and we were happy to be able to afford the opportunity. Containers are coming in. That's a slow but steady growth. And we're going to continue to try to grow that.

‸ Again, it's that chicken-egg thing. You've got to have the infrastructure, but it costs money to get it. Are they going to come? ‸ We're working on that side of it. And I'll take questions as desired. But obviously, that ties into the terrain situation. This is up in Titusville, our logistics center that we bought, built, and now have renters in it. And it's working out just fine. Our first customer is
be doing there. We've still got thousands of feet available. We've got interested customers. And the rent more than pays for our debt service on the place. And it kind of ties into ‸ just the commercial space opportunity for whomever. And ‸ we're pretty excited about it as ‸ it's grown in ‸ the district here. On the left-hand side, you know that we just formally last week sold the property, which you all are very involved with and interested in. And I think that's ‸ again, I couldn't be more excited. Obviously, we're happy how it worked out for us. But that's a great thing for the area.

Get this port going. This shot, this is the way it was when I first came in to Port Canaveral. And fishing, that's all it was for fishing boats. Now, the Navy picked an LST, which we had, to come in here and take all the equipment out to all these stations, all the way from here down through South America for ‸ the system. And we couldn't come in because there wasn't enough draft. So we beached her south of the jetty on the beach, opened up the bow doors, put the ramp down, and that's how we loaded her.
Then the third trip, we did come in and tied up at that old fishing pier. But we had to keep guys, had about 10 guys on watch all night long because any little wind, we would have tore that pier right off of there. And we made several trips. And
Then years later, I came here on the vanguard. I was captain of the vanguard and had her for a while, then went off to another ship, sailed away. And ‸ then I came back again, captain of the vanguard, and had her for a little while again, then off again.

If that missile from the submarine went off awry, they would push a button and it would explode it, so on and so forth. And I had a lot of fun doing that. And we're just, it's Kennedy Space Center and all that sort of stuff, whatever. But it's just, it's easy in and out. If you cruise out of Miami or Lauderdale, anybody's ever done that, you know it's not that easy. It's painful. And we have it, we, and I know, I

Well, okay. ‸ So we're doing a study about water. We're doing a study about power. We're doing a study about roads. You've got to have all those pieces before you move forward.
there were some people that were kind of like happy that that failed because they were afraid that it would impact other areas, which, you know, we all play nice together. to do is trap them, and we will spay or neuter them for free, which is a proven method to reduce the pet overpopulation issue, especially with feral cats.
Okay, play. There we go. We had lots of people come out and celebrate their pets with us, dressing them up, enjoying the pet contest, the pet parade, and having some good family fun, all of, all of these little critters and their families.

Good evening, Mayor. Good evening, Council members, staff. Brad Whitmore, Historic Cocoa Village Association. Very nice presentation by Admiral Justice, by the way. That was great. That's good. We're going to talk about the waterfront too, but on a much lesser scale. Let me ask everybody a question. How excited can you get about a one-sentence plug for Historic Cocoa Village?
How about if you multiply it by four million times? Here's what I'm talking about. We have a good relationship with Waterway Guide Publications. Seventieth year of operation, 20,000 ‸ circulation. They print cruising guides for boaters. Coastal Living Magazine approached them and said, we want to do an article. Actually, we want to do an eight-section article called,

The entire community, especially the boating community, will benefit from that. HCVA is very happy to see this moving forward. It's a huge step in the right direction. There's one thing that doesn't get addressed in that plan, and that's okay, and that is addressing our subpar dinghy facility for people coming in and out from cruising boats that are out in the basin. If you'll recall, I recently proposed a cost-effective, very simple interim solution. Three swimming pool-style ladders mounted to the seawall in a protected barrier would increase the dinghy available area, safer for the dinghies, and perhaps most importantly, far safer for people getting out of dinghies and going ashore rather than having to climb up on the dock that's about this high, a ladder to go up. So it's a $500 cost, easily done, and would help tremendously. Speaking of improvements, we are being recognized for what we've done in the past couple of years, which is a lot. We've cleaned up the waterfront. It looks a lot better. Historically, we've got a lot of slack about we ‸ just look like an area that nobody cared about. That is being removed. Part of the concern was a criminal, lawless idea. ‸ I'm afraid to say that I have heard recently of a couple of dinghies being stolen,
So I don't know if this is a little flurry or what, but we do need to stay on top of it through police, law enforcement actions. Hopefully, with citizen involvement, more citizen movement into the park over time as it becomes a more normal, naturalized park will help. And the thing that would really help would be security

An ordinance of the City Council of the City of Cocoa Brevard County, Florida, amending Appendix A zoning of the City Code, providing amendments related to the administrative appeal process for adverse decisions of administrative officials, providing amendments related to administrative verification of non-conforming uses, providing for the repeal of prior and consistent ordinances and resolutions,
This is a very just a little technical ordinance. Clarifies a few, clarifies and updates a few provisions in Appendix A zoning. Specifically, first and foremost, Appendix A zoning, which was prepared back in the 1980s, listed the building official, ‸ delegated to the building official certain authority for interpreting planning-type zoning issues. In the modern ‸ day now, ‸ those types of interpretations of the code fall upon the Community Development Department and ‸ the planners. So ‸ one of the clarifications of the ordinance is to strike the building official in a few places in Appendix A zoning and insert community ‸ development director or planning official. So another amendment ‸ that's proposed for this ordinance is to make it clear that when there is a final administrative interpretation of the zoning code made by the delegated official, that interpretation can be appealed to the Board of Adjustment pursuant to the administrative appeal process. And of course, as the code also provides Board of Adjustment decisions, can be appealed to the city council. But this clarifies that it's any final administrative interpretation made by any administrative official, not just the building official as it's currently worded in the code.
and an amendment regarding non-conforming uses from time to time. The city is presented with a question from a property owner whether or not their use on the property is non-conforming.

and figure out who's doing this. But generally speaking, it happens somewhere between 530 and 730 in the evening that somebody's coming in and obviously offloading trailers full of yard waste there along River Edge Boulevard at

which was some wonderful gospel music and some fabulous food. And our police officers were out there with copper and hot dogs and snow cones and popcorn for the kids. And I realized that one of our people who was out there all weekend is our auxiliary officer, Ralph Perrone, who puts in a lot of hours without any pay. And he spent the weekend out there
and also did a really good job of coordinating with Deborah Duke. So let's keep Officer Perrone in mind for the next event that Deborah's involved in because he did a really good job of supporting what she was doing. And also, just because there's been a lot of activity about it on social media yesterday,
who broke into her secured porch and killed one of her cats. Two other cats were able to escape from the dogs. And I just want to say thank you to Officer Aiken and Officer Rhodes who responded, especially Officer Aiken who came out first and made sure that the animals were contained and that nobody else was in any danger until animal control got there. And the Sheriff's Office animal control people did an excellent job, not only of capturing the animals and getting them out. One of the ‸ Sheriff's officers, animal control officers, actually took the deceased animal and buried it for the property owner, which is, I know, something he didn't have to do. So I just wanted to say to Officer Hahn from Animal Services, thank you so much.
But that was not something she was going to be capable of doing. It was very caring of you to do that. And also, he made sure all the other animals were safe and not injured before they left the residence. So I hear a lot of comments about animal services being part of the Sheriff's Office.
