Agenda (the City's wording)
The City's agenda for this meeting is on file (CC_Reg_Packet_02_28_2023), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
498 suspect passage(s) marked in place; inspection incomplete: language review; 3 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 29 voices separated from the audio.
44 short machine repair(s) (52 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 88.0% of 15,093 content words.
Dotted words (399 places) are ordinary wording differences: hover or tap to see the other reading.
498 passages (30% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (3 stretches). Something may have been said here that the transcript does not have:
00:08:53 (71 s) — neither reading has words
00:33:02 (7 s) — neither reading has words
00:36:22 (13 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

So it's my honor to honor you. And this proclamation contains a little bit of information about you, but also just the fact that you are reflecting so well on Coco. As Teacher of the Year throughout Brevard County, I imagine there are a lot of competitors. But you top them out. And of course, your principal speaks so highly of you.

And whereas in addition to teaching, Ms. Brockmire is the coach for the girls' golf team, which she led to state in 2018. She is also an announcer ‸ for home games for the football team. will do my very, very best and I will make sure I specifically keep it under the three minutes. I want to start off by thanking our entire city council for being here for the things that you do. One of the things that I think is very evident, which may not necessarily be truly understood, as that local city government is the purest form of a democracy. One of the things I always tell myself is that people are going to respect what you inspect. Each and every one of you are being inspected every single meeting. You

Local city government is the heartbeat of America. If I have a problem with Joe Biden, I don't have the opportunity to fill out one of these cards and go and speak. If I have an issue with our Congress, I cannot walk through the walls of Congress and fill out one of these and be heard. If I have a problem with our state government, I cannot fill this out and be heard. But nowhere but the local city government where you can be heard by filling out a card and have the complete ear and attention of every single member of your city government. I truly thank you all for your transparency. I thank you all for your commitment to our school. One of the things I think is truly important to understand is that every single one of you all, by allowing ‸ us to hold you accountable, by your transparency, are allowing the scholars

It's because of you all that they can flourish. All of the things that each and every one of you know that you do behind the scenes for our schools that a lot of people do not know. I'm here to thank you for that because of the fact that the fruits of your labor are now coming to fruition now. When you have

the fruits of your labor. That is your harvest time. When you have Emma Jewel Charter Academy going over the satellite, competing in the innovation games and come back with the first place trophy, that is the fruit of your labor. When you have scholars that are upstanding, that are representing our community, whether it may be the Black History Program, whether it may be at City Hall, those are the harvest time. So when you all are traveling that road that is less traveled and things may seem to be a little dark sometimes, I ask you all to please think about your harvest time. Because of the fact that you have saved low dose seeds so that we can have a harvest. And I will leave you one thing to our mayor, to our police chief, to our councils, to our city manager. One of the things my grandmother always told me, a fan only blows when you're hot. Keep doing what you're doing. We love you.
So not fair I've been going after Mr. Cole. I love Mr. Cole. I agree with everything he just said. But he's such a tremendous man in the community. I appreciate you tremendously. You need to be in that conversation. ‸ Absolutely. So I'm here because we're doing some really cool things. I'm the founder of Hey Blue. And Hey Blue facilitates meaningful connection between police officers in the community. So I want to invite the council next week. So next Tuesday, which is the 7th from 4 to 8 p.m. We're going to be having a design thinking session, design thinking workshop happening at Endeavor Elementary from 4 to 8. And it's basically to share your experiences and help work towards solutions in the community. Okay.

So that everybody sees the most important thing is that we're all working together to keep each other safe. So that's ‸ what that's about. If anyone is interested, I don't know. Can
the Hey Blue platform and some of the solutions that we have heard already from members of the community, one of the things that we're working on is a way in which community members, through positive connections with police officers, can actually utilize points to pay down municipal penalties like parking tickets and moving violations. So I know that's a ‸ little bit of a radical concept, obviously, but I wanted to come here and kind of introduce that concept to you all and see the feasibility of that. Imagine

positive connections. Now we can use those positive connections to drive down the fines and fees that have been incurred to people that have done that have made mistakes. So I'm sure you probably have a question or two about it. I'll leave the 50 seconds if you do.

Yeah, absolutely. So ‸ right now we're in beta test. So what would happen is officers would make themselves available for the public to simply just say hello. And when they do, we have a mobile platform that tallies points. So members of the community will be able to utilize their points to go towards things that they need, whether it's gift cards or to pay down municipal penalties. And for the police officers, ‸ they gain points too, but all of their points go directly to ‸ either a child in their community or a not-for-profit in the community that they serve. So right now because we're in beta, all the points, the generated monies is through donations that we fundraised for. But we've been

to a self-serving cause, right? It has to go back to the community in which they serve. And we'd also like to have that conversation and leave that open and get that input from the community council as well. Let's figure, you know, what would make the best sense. But ‸ they will have a choice.
on this particular day from 4 to 8 p.m., we'll be doing in the design thinking session, all of the positive interactions that the officers will have that day. And you'll see how it goes. Hopefully, if you'll be there, we'll be generating money to go to a local not-for-profit ‸ next week.

our community to take part ‸ in this process. The last event that we had at Emma Jewel was absolutely amazing because we had an opportunity to share with the police officers the thoughts of citizens that may have had not-so-nice interactions with some officers. But also, we got to hear from the officer's side of the other point of view, how they feel about different interactions that they might have had. So the whole point is trying to bridge that gap. And so if you love Coco, if you have children, if you have grandchildren, if you have young adults inside of your household, we want you to be a part of this process. So again, it's at Endeavor Elementary School that is on March 7th from 4 to 8 p.m. We

also want to note, too, that we only have the ability to open it up to 60 people at the session, and that we need people to RSVP so that we know exactly who we have, and that's why it says on the flyer if you can RSVP. I
but we definitely need it. And we ask that everyone that comes to that session, that you're coming to the session with a solution mindset. Okay? I understand. ‸ I went to a meeting last week, and people have a lot of stuff that they want to flush out. There's a lot of things that people want to say, ‸ and we'll have that space. Absolutely. But everybody has to understand that in that space, we also have to say, okay, how do we start working towards solutions together?

No officer should ever have to look behind them and wonder if somebody is going to follow them based on them doing a job that they didn't even ask to do. Right. They're doing a job because the police officer, which is our police chief, gave her that job. And she's doing that job to the best of her abilities. Right.
I'm asking for the community to pay attention. Support all of our officers because we have this thing that's called back the blue. Right. That's what we say. That's what we say. We've been saying that now for three or four years, five years or so.

no matter color, creed. It doesn't matter. We want them to go home to their families. We don't want them looking in their rearview mirror. So I'm asking all of our citizens just to pay attention what's going on.

to try to twist my words. All right. So all of our firefighters, all of our first responders, all of our staff, just protect them. That's all we ask from everyone. Again, we don't mind accountability as a council or a staff, but we would not take being threatened. We would not ever have to worry about anyone trying to harm us when we're just simply doing a job. So that's all I have to say.
