Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
142 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 11 voices separated from the audio.
16 short machine repair(s) (20 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 86.3% of 5,101 content words.
Dotted words (100 places) are ordinary wording differences: hover or tap to see the other reading.
142 passages (31% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

Well, two things that we lightly talked about, and that is, uh, including golf carts being allowed to drive in the downtown village area because we already are allowing people on bikes to drive, uh, ride them in the village. But we failed to include golf carts and I've seen quite a few and I'm just hoping if this is something that needs to be put as an ordinance to allow that to happen, I highly recommend you do that. There are several people that have very good ideas. Uh,
to get this out of the way and not keep from golf ‸ carts being able to drive in the village. I was hoping if there might be a consensus, if not, then I guess I'll bring it up again. Is this something that I could get a consensus on? All right. Yes, sir.

Just to let you know that the city man is already working on that. Um, so I don't know if he would like to update you on it. Uh, if, if anybody just, just to kind of let you know that there's been conversation about it.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:07:18–00:07:21 · unresolved: the words are not shown (unclear audio); listen to the recording
Uh, and they require the, the, who's ever owns the golf carts to pay a permit fee to the city and you have to do some things to legalize it. Uh, my concern would be, uh, what I guess we would have to study what effect that would have on the parking situation as well, because if you have people that live here, that would normally walk around the village, but now they're driving golf carts.
but, uh, I, I'm sure the city manager is doing his research on it and, uh, and he'll come up with a good, uh, suggestion for the council. Uh, but I personally

also, I like to see the golf carts do the fact that, uh, in district three, you're allowed to ride a golf carts because you have two miles of a golf facility. And, uh, Mr. Greenwood, you like to think of new ideas and new businesses. Once you buy that vacant lot,

and also having some sort of, you know, we had talked about some sort of transit system using golf carts that could take you through the village to a different remote parking area. Yes. So I'm very much in support.
allowed to go to certain places for safety reasons and children who were under age were, you know, doing wheelies and golf carts. So I'm sure we will get the right parameters as far as the

So it's carrying more people. There's no driver. It's simply everything's done through an app. So that kind of relieves us of having to deal with employing somebody and so on and so forth. But Hey, I'll take a petty bicycle if I have to, but I'm in favor. Thank you. Thank you.

Well, thank you very much for the consensus and the input. And I also want to thank the city manager who's already been working on it. And I hope that this helped give them some support to continue. Uh,

two spaces instead of one. And I still would like to bring that up that we need to add the extra stripes to show where you have to park. Uh, and ‸ I know that a lot of, uh, several people on the board, the CRA board has seen that and it's been an issue. But, uh, in addition to, uh, correcting that problem about people, not parking properly, and instead they take two spaces, the cross, uh, we need in front of the village playhouse.
again, you don't really see it at that size, but I knew, and I remembered that when we got bids for the larger version, it was cost prohibitive, almost as bad as what it costs to get what we got. So I would like to see if we could add extra wide crosswalks on opposite sides of that design that was put in front of the village playhouse. That will tend to be more noticeable for safety. There are still people when we have a lot of people waiting in line to go to the theater. My girlfriend and I and another couple went to the recent one where it was showing where you could meet, uh, the Miss universe during the below deck thing. I was there and, um, and she looks good in person too. But anyway, uh, I feel, and I think it's a very important for safety reasons. It might not be as expensive as the artwork that was done at least outline it on opposite sides to make it look bigger. So that when people pull into Brevard Avenue, they notice that that is crosswalks and it causes them to slow down. And I still feel that we need to do that. Uh, I hope that you keep that in mind and also the parking stripes and I hope there's support for both of those. I'm not going to bother for asking for a consensus, but I
Flag: numbers, amounts, negation or names differ between the machine readings · 00:14:18–00:14:21 · unresolved: the words are not shown (unclear audio); listen to the recording
want to take your time anymore than necessary. Crosswalks throughout the village too. That's a good point making them a wider, but the ones that are missing now that that design is in front of the playhouse. It's attractive. I wish it was bigger. That was something I said publicly. It's not big enough, but because of the money that we were quoted, it was shocking.
we picked and the playhouse Stacy. She supported that design, but it needs to be bigger. Not the design. Let's take crosswalks, making them wider on opposite sides, which would help give the same effect for safety reasons that would cause cars to slow down.

It was not a unanimous vote, but it did was a majority vote on that meeting. So additionally from this, we have to come up with ‸ an agreement between the CRA and the police department in order to conduct the community policing and in order for us to track it. So part of the agreement memorializes what their requirements are and what our reporting requirements will be. Once we start collecting all of the data
Flag: words were replaced by a machine repair · 00:16:33–00:16:34 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
We won't have actual data of activity or any incidents that will occur, but we'll have you information regarding numbers of incidents if any occurred. So we're asking for approval of the agreement to move forward.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:17:09–00:17:18 · unresolved: the words are not shown (unclear audio); listen to the recording
I have two questions ‸ of the actual agreement itself on page 3 of 10, the scope of services and budget approval. It says during the agency's annual budget adoption process that the chief shall present to the agency a written budget proposal for such services. Is that going to be a specific line item or is it going to be?

That was the approved amount. Um, obviously, if there are needs that budgetary needs that need to increase that budget, we will bring it back before the agency for approval.
So basically the cap is whatever we decide on the budget and then if more is necessary, it will come back to us specifically for that amount. Yes. Thank you.
I'm not sure if this is something that we should be discussing now, but it has to do with the money on the $72,800 that we will be paying. It was my understanding that if there was an emergency, then the officers might be called away to other parts of the city. Is that not correct? So if that's true, I was also told at a meeting I went to in October that the way that is handled in the city is that
Flag: numbers, amounts, negation or names differ between the machine readings · 00:19:47–00:19:51 · unresolved: the words are not shown (unclear audio); listen to the recording
for because the officers would be pulled outside of the agency to attend to emergencies. Just wondered if that was something that we are going to consider or are we just paying for the full amount.
So ‸ I'd have to get some clarification from the finance director and the police chief, ‸ but what I understand is what we are doing is it's going to be considered a special detail. And so we'll be able to track it a little bit better than if it was just hourly on overtime.
plan would be quarterly that would be reporting and it will be a written report. And if you request that the police chief present the ‸ information, he can do that.

Gotcha. ‸ I got to give a broad scope of it. Okay. Um, I'm, I'm glad that we are considering this, um, contract. I think is, is we, we all know that nightlife is huge in downtown Cocoa. It is becoming, um, the hangout spot for a lot of people that may not go to Melbourne or Melbourne may be too busy and they come down to Cocoa. So, uh, Cocoa village is the nightlife. Um, it is, it is the spot. So, um, I really hope that we approve this and we can, uh, move forward on it.

this conversation and we've looked around at other municipalities and what is happening there, it seems that besides doing the community policing, we should do

more holistic approach also in doing, uh, what some municipalities have already done, which is to define what a bar is, define what a nightclub is, to define what a restaurant is, and then work from that. So that if you are, let's say your revenues from, uh, your establishment is less than 50% in food, then you would be considered a bar. And then they have also put, and so I think that's just another conversation. I think we're in the, going in the right direction, but I would like to now bring it in where we all have skin in the game, including our establishments. I think that will be a stronger way to protect our peace and happiness here.

Yes, sir. Thank you. I just, I would just like to see this program, this agreement, this partnership evolve ‸ into what the CRA actually covers as far as police goes, because y'all know I'm not real happy about. Anyway. Um, the neighborhood block watch, the citizen patrol, citizen contact patrol, foot patrol, neighborhood storefront, police stations, field interrogation,
during the day where the visibility is as well. And I realized that right now we're in a certain position in the, in the nightlife growth. And, and I, I, I realize and understand and agree with where this is going, but I'd like to see it evolve into the rest of the things that. CRA money can be used for it.

lot. There are some, some dead zones that the cameras may not pick up. So we wanted to add an additional camera. So there actually is going to be three cameras that you're approving tonight.
