The City's record
What the City's record shows
Built only from the City's minutes (1403_CC_Reg_Minutes_03_08_2022.pdf). Page numbers are the minutes' own. Discussion is in the minutes' text; it is not summarised here.

Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
401 suspect passage(s) marked in place; inspection incomplete: language review; 1 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 20 voices separated from the audio.
35 short machine repair(s) (40 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 91.7% of 15,886 content words.
Dotted words (347 places) are ordinary wording differences: hover or tap to see the other reading.
401 passages (24% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Voice detected, no words recognized (1 stretch). Something may have been said here that the transcript does not have:
00:03:02 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

come back and do what's necessary for themselves to improve, whether it's on the field or off the field, in the classroom or not in the classroom. We have coaches that have been mentors. Thank you, Councilman Hearns. He comes out and coaches our older kids, our 14-year-olds that are going into high school, from middle school. And it has been a joy and a blessing. Councilman Goins has always been out there from the start he came out. But just to give back to the kids that you serve. We appreciate it. We look forward to a continued partnership.

So however you guys do it, we appreciate it. And this is one of our Super Bowl winning teams. And I present

Okay. Well, there are actually two proclamations because not only is it International Women's Day on March 8th, but this month is Women's History Month. And so, let me start with the proclamation for International Women's Day. Whereas in 1921, the date was adopted internationally and in 1977, the United Nations declared the eighth day of March as International Women's Day, which is when the world should celebrate, recognize, and remember women and the accomplishment they have made to society. Whereas the colors of International Women's Day are purple, green, and white. Purple signifies justice ‸ and dignity. Green symbolizes hope. White represents purity. And whereas the 2022 theme is break the bias because whether it is deliberate or unconscious, bias makes it difficult for women to move ahead. And knowing that bias exists is not enough. Action is needed to level the playing field. So, now therefore I,

too. Yeah. And so, whereas the month of March is Women's History Month, whereas the 2022 Women's History theme is providing healing, promoting hope, which is a tribute to the ceaseless work ‸ of caregivers and frontline workers during this ongoing pandemic. And whereas Women's History Month recognizes thousands of ways that women of all cultures have provided both healing and hope throughout history. And whereas women as healers go back to ancient times, their gift of hope spreads light to the lives of others and reflects a belief in future generations.
who listen, ease suffering, restore dignity, and make decisions for our general and personal welfare. Now, therefore, Michael C. Blake, on behalf of the City Council, City of Cocoa

I've been asked to come here and speak about the previous meeting because there seems to be some, I'd say, confusion about what high school cross country is and kind of some of the rules and standards within the sport. So my experience is about nine years of competitive running. This would be, most of it's been high school, but this is my third collegiate year doing cross country and competing. So what I kind of tell people within the sport, the number one rule is that there are no rules. Most of the rules that you see are kind of within, for certified courses. And I'd say out of maybe 100 courses I've ran, maybe 10 of them were certified. It's kind of a very open sport. It's not extremely regulated, which is kind of what makes it fun.
[00:14:08]▶ PlaySpeaker 14 (introduced as “Kevin Bond” — machine-transcribed, not verified)
I had walked the trails. I was guided on them. And I was just kind of asked to give my opinion about what I thought about them and what I thought for ‸ competitive nature.

But for it to be a high school competitive course, I think it's great. The surface is good. The width is good. The turns are good. There was maybe two obstructions that would have to be moved. But they're just some small branches. I'd say it's a very competitive course. And that's a huge draw to bring in a lot of other teams and people even outside the county to come and race in it. Even for a local race, a trail race, ultra marathons, and all sorts of that.

it would not be a certified course, which is correct. It need a lot of work to be certified. But it doesn't need to be certified for high ‸ school. Even for college, it doesn't have to be certified. It's just preferred for fast times and a championship level race to be certified. And someone had mentioned a state championship couldn't be held there. Well, they're absolutely right. Because state championships have been at Florida State University, I believe it's Appalachian Regional Park, for the last, I believe, 10 years. And with the national NCAA D1 championships just being hosted there in the fall, I find it very unlikely that they would ever move the state championship from that venue. It would take a lot to move it. And for what these trails could be and their potential, I don't think it needs to be championship caliber. And they don't need to be certified. And I believe there was a notion to purchase the easement. And that would increase the hospitality. And you can't go into it, but just make the overall venue so much better. And it can bring in so many more people and teams and schools. So that's all.

ahead, ma'am. So, yeah, I want to thank you guys. I sent an email last minute because I do coach cross country, but I also coach tennis, and it is tennis season. So I apologize I was not able to speak, but I appreciate your time in reading emails. ‸ So we did a little tag team because I do have an experienced runner in the family, and he got some of it from me. And for extra credit, they had to go down ‸ to Palm Bay. And so, gosh, we could have an opportunity for them to go right down the street here in Cocoa to get their environmental experience. So, again, cross country is my heart. But I want to think bigger than that. You know, the conservation. If we have kids that don't know the value of going out in the woods because that's not what they do, you know, I believe it was Maya Angelou said that when you know better, you do better. And so this is an opportunity to give our kids some experience with aspects.

or in vain. And I appreciate that. But, you know, I do want to speak to some of the comments. As far as hosting to make money, money-making opportunities, again, there are some of those. When we're talking about like a chain of lakes events with 50 teams, that's not in my heart. That's not in my passion. That's not.
But I would invite a good number of teams. That would be beneficial. I partner with some of the local coaches and some of the other high schools. So we get good training opportunities. And that would be a good training opportunity for us. You know, to host a good fun 5K for walkers and runners, that would be a very different venue than what some of the local races are. So that's, again, a money-making opportunity if that's what we're looking at. Again, in talking with our trail runners,

Every COCOAN should subscribe to this newsletter. ‸ After watching the mayor's video, I was especially interested to read about the upcoming goal setting and budget workshops. in 2003 COCO applied for and got a sizable grant from the Florida Community Trust. It was to be used to purchase land between Range Road near COCO High School across to State Road 524 for conservation. So COCO purchased the land and signed the contract to care and maintain the area as a native Florida plant and animal preserve. The agreement includes keeping out invasive species, using controlled burns, and trail maintenance. In return for these reasonable costs, COCO gets an amazing place. See it for yourself. A good way to do that is to take a guided tour. You can find out when one is being given by going to the site of the COCO Cares Facebook group. They are a group of citizens who support sharing ideas to improve COCO and citizen participation in government. This project, which they and many others support, is a major asset.

Second, please direct the city manager by email to respond to my emails and freedom of information requests so that I can be prepared with the type of fiscal information that I need to be a valued participant. I have been waiting for weeks for a response to my request for current fund balances and statuses of spending on approved capital projects.

My statement tonight is about the City Goal Setting and ‸ Priorities Workshop next Tuesday, March 15th, from 10 a.m. to 4 p.m. I support citizen participation in the upcoming city planning, ‸ priorities, and goal setting events. In the 2016 to 2021 strategic plan,
that expressly include public participation. To help the city meeting its goal of promoting greater transparency in budgeting and financial matters. Objective 2.1 is to encourage stakeholders to participate in budget workshops and ‸ meetings. Encouraging citizens to participate in next week's workshop directly contributes to the city's objectives to engage stakeholders. While I have reached out to the city directly on this and to encourage citizen input to be clarified,
welcome to the public or the agenda for the event. The Facebook and website announcements should be updated to welcome public participation. Regarding the city's priorities in the 2016 plan, when I reviewed the strategic plan recently, I was surprised by two items.

eighth as a priority for the city? Should citizens be involved in setting these priorities on behalf of COCO? I think so. The City Council Code of Conduct states the following that each council member agreed to. I will seek to provide appropriate leadership that nurtures and motivates the citizens of COCO to be stakeholders in the affairs and achievements of the city. I support each of you in fulfilling the promise of this code of conduct. Due to the uncertainty of next week's event agenda, I am presenting citizen priorities early.
included in the March 8th meeting minutes. The citizen priorities compiled by COCO CARES will be posted in the COCO CARES Citizens Public Facebook group. I look forward to attending the workshop next week and to helping the city fulfill its vision of COCO as a community where all residents have the opportunity to participate in community decisions. Thank you for your time this evening. I look forward to next week and I would appreciate it if the city would encourage citizen participation in that event as it's been made clear tonight. Thank you for your consideration.

Thank you, sir. This is, there are two changes that we are proposing for the master fee schedule. The first one would actually encompass what you guys just approved to agenda items earlier, which is the change in the wording for the tiers for special events. So all that is doing is taking that wording and putting it into our master fee schedule. And then the second thing that we'll be changing is the price for the public safety personnel.
an hour for for-profit entities and $40 an hour for nonprofit entities. The same thing with fire and also our public works personnel that worked special detail for special events. We, you know, back in October, we raised the pay rates for all of our employees.
special detail for public events. So we have, we did do a study to check out what other departments are charging as well. So this is commensurate with what the sheriff's office is charging and some of the other cities as well.
do away with the nonprofit rate. And then we also have added a command level staff rate of $55 per hour per person. So those are the two changes that we are proposing for the fee schedule. And I'm happy to answer any questions.
are certain needs that we have to fill when we have certain special events. If there's an event that has so many people that we need to have so many fire personnel or police personnel. And so we were having trouble filling those spots with our, with our police and fire personnel because we, the rates weren't commensurate with what they are now making just regular pay. And so we are, we needed to adjust that to compensate so we can fill those spots and not have to go out to outside agencies to fill those spots.

thank you so much. So, uh, with the new CDC guidance, a lot has changed as far as COVID-19. We had a few that were still out of their homes due to water damage, but we had some place for them to stay until that was remediated. And then Monday, the remainder went back except for one. And of course, that was where the fire originated. But we've kept in contact with the management company there along with the resident to ensure that they had some place to stay and weren't just out on the street.

just something I was trying to be able to reach out to constituents that maybe can't get to the meeting or, you know, it's just easier for them to, um, to, to zoom in, so to speak. And we had a tremendous turnout. I was really impressed.

and came up with some good ideas out of that because again, the idea was to reach out and try to get some citizen feedback on strategic planning. This is something that, you know, I've been speaking with the city manager about since, um, since he came on board.
And a little bit concerned as we heard tonight that it's kind of changed because it was strategic planning and now it's priority setting. And I'm hoping we're still on the strategic planning. Just as when we work with small businessmen, the entrepreneurs, our entrepreneur program, and we ask them to come to us with a plan. We need to have a plan too. We need to be able to tell our constituents about that plan. Have an opportunity for citizen buy-in. So say, well, this is what we got together. You had the chance to participate and find different ways to include people. Uh, whether that be through survey or Zoom call or whatever, but, um, I see that you're having a town hall. And soon. Yeah, deputy mayor.
you haven't. Okay. I thought I saw something about that, but, um, I know the town hall has always been a good way to get feedback. And, um, you know, the problems we had last year were to a large degree because we didn't have that initial involvement when we were making some pretty big decisions.
feedback on that, but I'm really eager to hear, you know, what we can do to get some feedback. Um, and I will certainly be incorporating all the ideas that we've been collecting in this series of community meetings. Um, I also, and I was glad to see ‸ really thrilled about the monthly newsletter. I think that's, that's great.
biweekly report, just a bulleted list of new things that are coming up because I read in the paper, I think it was, I don't know, what was it? Uh, for the community meeting that, um, the framework group is going to do on Thursday night at the Civic Center. I had no idea that that was going on. Was that, did you know about it?
for, and I think it's a reasonable request, the only reason I was asking for that bulleted list was because I've had the experience of going to the hairdresser, and the hairdresser is actually informing me about things that I probably should have known before then. Um, and that's how kind of rumors evolve and you get misinformation out there.
Yeah, because I, like I say, I've been requesting this since September 20th, 2021, which is six months now. And, um, I don't think it's that much work because it's just a bulleted list.
know, you know, who is applying for permits and that sort of thing. What sort of developments are submitting applications? And, um, I seem to be getting the information late. And maybe it's because I'm not an avid Facebook person, although I do check in on Facebook.
be equipped with that information. I would like to be, you know, enabled with that information so that when my constituents come to me, I can respond to them. Um, ‸ so that, those are the two things
And I just want to thank everyone that did come to the Zoom meeting, that have come to the community meetings, and all of your input. And I'll do my best on Tuesday to incorporate that and hope that you'll have a chance to speak too.

Sheriff's Office. I saw some, uh, county, uh, representatives. It was a really good event to see, um, how this county is attracting people that's willing to come in and reinvest in our communities. Um, you know, it is Merritt Island, the event that I attended, but we have citizens that, that are moving over that way because of the times where it's hard to find housing in the area. Uh, so it was good to go over there and show support, um, and to see people investing in this area. So that was a great event. I attended.

‸ And are talking about redeveloping the Bank of America site over here. That is not a city meeting. ‸ That is their meeting. So we're not participating in that at all. But they did print postcards and distributed them through the village. I think we put it on our site, obviously, because it's a community project, but as a ‸ community ‸ service there. So that's entirely their meeting. You know, the biweekly reports, there are cities that do that. They do it weekly. There are cities that have a whole lot more staff than we do.
not redundant, that's irrelevant. You're always going to miss something because there's just a whole lot going on. And so you're always going to miss something. that we have. Nothing's changed about the workshops and no one has said something's changed other than the small group of folks who want to present that narrative. So whether we call it ‸ the budget focus and strategic planning workshops there, the format or the content will still consist of strategic planning. The council and the city has a strategic planning document that has expired. And so unlike the city of Titusville, you don't have anything to present the citizens to respond to or to react to. And so you all haven't sat as a council and said, these are our strategic priorities. And I think ‸ that's ‸ the first order of business. And Rob, if you can bring that up on the screen. And I was going to do this under my reports, but. Um.

We did a survey. We're waiting on those results from career source. The feedback, the majority of the surveys I read, the main feedback was to do it in the later afternoon, early evening, possibly like 3 to 6 PM, 3 to 7 to try to capture those people that may be working and unable to come in on their lunch hour.
And it was supposed to be open by then and it got extended. Um, so that we didn't get, ‸ usually we'd put signs out there to get the people driving by and we weren't able to do that. So,
and we picked the latest date on their list because we wanted time to promote it and advertise it. So I think in the future too, I would recommend having more, um, you know, time in between to promote it and get the word out. So, yeah,
