Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
354 suspect passage(s) marked in place; inspection incomplete: language review.
How this transcript was made. New machine transcription of the whole recording, with 18 voices separated from the audio.
26 short machine repair(s) (29 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs and whether a voice was detected where the words are. Not completed: language review.
A second, independent machine reading was compared with it word by word: the same words for 94.1% of 14,220 content words.
Dotted words (503 places) are ordinary wording differences: hover or tap to see the other reading.
354 passages (22% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Inspection is incomplete: language review.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

I'm going to be talking to you today about the Brevard Museum of History and Natural Science and, uh, what a wonderful community resource it is and just, uh,
and just by way of introduction, Ben is the executive director of the Florida Historical Society, which Coco is fortunate enough to host in our own city.
when a group of local folks got together and decided to, uh, incorporate and, and form a, a museum. In 1973, Brevard County Schools, uh, provided a portable building for the museum to use. Uh, they were going around with a trunk to schools, but now they had a, a building.

the main building of the museum. And then other contributors, community contributors, uh, added to the fund and, and allowed for more construction, including

And then in 2014, ownership of the museum was transferred to the Florida Historical Society. And I'll tell you a little bit more about that in a moment. Uh, but
Augustine. Uh, we are the oldest existing cultural organization in the state, but we're right across the, the alleyway here, uh, in, uh, the former 1939 WPA era post office now. But we moved all around the state for about a century and a half before settling in Brevard County. Uh, our library of Florida history is right across the street. Uh, we have an extensive archive there. Uh,
Uh, probably our, our most, uh, effective educational outreach, as we've been talking about earlier, is our radio program, Florida Frontiers, the weekly radio magazine of the Florida Historical Society.
they were gonna have to close the doors if something wasn't done. So, they came to the Florida Historical Society and asked us if we could help. Uh, and the only way we could really do that was for the, the,
board to dissolve and have the museum absorbed into the Florida Historical Society. And pictured here is the board of directors of the Florida Historical Society at the time, uh, including a, a couple local

Natural Science has everything from the Ice Age to the Space Age, where we're, we sit on 22 acres of, uh, land that has nature trails that wind through three different Florida ecosystems. Uh, we have exhibits on, on, on,
Ice Age as I said. We have a lot of pioneer exhibits, and, and, uh, we had great help when we first took over the museum from Delaware North to have a great Hubble telescope exhibit, uh, placed in the museum. Uh, it's

remember in, uh, 1982, uh, when they were building the Windover Farm subdivision just up the road in Titusville, they were scraping away muck to, uh, to create this, this housing development. And

So these, these, uh, nearly 200 sets of intact burials, uh, were, uh, you know, 2,000 years older than, uh, the Great Pyramids in Egypt, 3,200 years older than King Tut. So, really an amazing find. And as I say, they're, they're all buried in the same position. Uh, they're wrapped in the oldest woven cloth found in North America. Uh, the, the, the anaerobic peat bog that they were buried in allowed

well-known Florida sculptor. And, uh, so you can walk into the museum now and look into the eyes of somebody who lived here in Brevard County between 7,000 and 8,000 years ago. Uh, and we refreshed the exhibit, uh, we, we cleaned it up and changed it, added a lot to it. Now there is a hands-on archaeology station because their dig was recreated, but archaeologists actually spend about six times more time in a lab than they do on-site. So we created a little on-site lab where people can do, there's a couple kids in the back doing it, hands-on work with, uh, their replica skeletons, of course. But they could do hands-on work with, with that.

We have international folks come to our museum. Uh, we also do the Florida Frontiers Festival, uh, in October, where we have a variety of, uh, multicultural musicians and, and, uh, presentations and exhibits. Uh, and that brings an additional, uh, 400 or so people to the museum property. And they can go in the museum and see the exhibits as well. So, uh, just quickly,

the gopher tortoise who lives there along with about 12 other gopher tortoises. And they don't just, uh, hide out in their holes. As you can see, they like to come to the museum as well. And if you can't quite see them in that picture there, there's a little more, uh, close up there. So we have wildlife. ‸ We, it's just a wonderful community resource. Uh, the problem is we, we've refreshed it. We've added great, great, uh, exhibits. Uh, we have, we've added two rotating exhibit spaces. What, what, one right now has,
it looks at the, still looking at the Apollo anniversary. Uh, we've got a lot of great things there. Also maps in the other rotating space of, uh, that show Florida history through maps. So a lot of exciting things going on, uh, at the museum. But, uh, museums, even with all the people that come there, they are not self-sustaining. They depend on, you know, the Taylor Trust helped for many years, but that's gone. Uh, and we are applying for grants. We've got, we've just found out about an exciting one from, uh, the National Endowment for the Arts. That can probably help us, but as I'm sure you know, those can take, you know, years to, uh, come to fruition.

I mean, that is the real education center of our community. And I hope we can look at it holistically. I hope we can see how it is, um, you know, the sum or, or the, the whole is worth more than the sum of its parts. And I would invite the rest of the council. Uh, we'll set up a date where we could have a workshop and I'll visit that museum just to look at the, the real value to our community.
And ‸ also mentioned that, uh, Ben is interviewing Jewel Collins tomorrow morning, actually, um, starting to, um, put together our exhibitions and thinking about our exhibitions, thinking about the, the new museum that we will be opening.

termination after almost 32 years of dedicated service i have given each of you. a copy of my performance evaluation that was given to me on february 27th along with my previous one submitted by my former manager that was denied by the finance director what you have in front of you is a classic example of retaliation retribution at the highest level an amount of abuse of power that i have never seen before

Now the employees know the extent and level and the dishonesty and the ethical choices these executive team members will go to protect the city manager and some of his executive staff. To tell you the truth, I find it horrifying. I know many extremely talented and dedicated employees that have been instructed to resign under similar circumstances. They follow policies and ask questions about things that were going on and not part of the city policy. They did this because they cared. And for this, they were forced out. I am pleading for council not to renew the city manager's contract, to look seriously into the wrongdoings on the third floor, specifically why cash is never balanced, why we're changing everything in purchasing, starting with transparency, the excessive sole sources, and

I've been meeting with two developers that are interested in coming in there and wanting to put affordable housing in there. But um they are not to the point right now the way they want to come to the staff and speak with the staff. We've just been talking. They've been throwing some stuff out there.
a while back that he's interested in swapping for a couple of lots, ‸ of fuel those locks And uh another one, um he's got the funding to come in and develop those properties. And uh he not only did he want to develop those properties, he actually want to uh get one of our facilities out in our industrial area where they want to actually manufacture these, um I want to say they're metal frame homes, I guess. And uh they're actually met
they're going to bring? So they want to start that first, um hire some folks to come in here locally to come in and build those and do all that. And then start to build some, fill in some of the infill there throughout the city with some of those lots. uh But i'm i'm I'm just, you know, just learning a little bit about this stuff, but I'm going to be bringing them to staff so he can talk to staff. They

So we got a couple more meetings once that happened, then I'll turn them over to staff and then they can do all the talks and and dealing with that stuff. And then I guess we can just kind of go from there.

funds for the purposes of trying to make the lots uh development ready or pad ready And once that's done, because that will lower the cost, uh as you're aware,
we get itit appraises for less than what we paid to build build build it. And so the idea is if we can offset that cost and have that and turn those lots that are pad ready with utilities and everything there and ready ‸ to go, that would lower the bottom line and thus enable uh a developer,
not-for-profit developer typically, uh to develop those sites. uh So that's kind of been the strategy that we've been pursuing. And I think Charlene or Nancy can verify if we've in if the Diamond Square Board has engaged the services the engineering services for the book for thosethat

So there are some provisions to seek some relief that you could provide, you know, that are consistent with our our bond covenants, you know, related to uh the utilities. just don't want i know sometimes government takes a long time to do a lot, right? um So I don't want to get to the point where, you know, we go down two or three years working on the subdivision when we you know, I want to know is‸ RFP going out. This is a big issue. In fact, whole countries, Canada in 2021, will make uh single-use plastics, plastic straws illegal. um So there's a transition going on, a recognition. And where does this come from? Well, we have new technologies and the ability to um test just microscopically for plastics on our environment. And what we're finding is that they're in the air, they're in the water, they're everywhere. It's probably have implications for water and wastewater treatment down the road. But that microplastic pollution is just tainting every corner of our earth. So um it's up to all of us to make that transition. And um I think getting rid of plastic straws is a good starting point. So I have a model resolution from Satellite Beach that I would um like us to i can i would like us to consider this as soon as possible. This will apply to ‸ all of the events the city does.
