The City's agenda for this meeting is on file (DS_Reg_Agenda_03_11_2024), but its item list has not been read reliably by machine yet, so no outline is shown.
Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. No recording can be started from here.
245 suspect passage(s) marked in place.
How this transcript was made. New machine transcription of the whole recording, with 12 voices separated from the audio.
27 short machine repair(s) (30 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 91.1% of 10,564 content words.
Dotted words (276 places) are ordinary wording differences: hover or tap to see the other reading.
245 passages (25% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

transferring this amount to the City's general fund to complete the construction of the five affordable homes. So, as you know, in 2023, staff requested approval from the Diamond Square for the purposes of constructing these new homes in the Michael C. Blake subdivision. There are five of them total. You have allocated additionally $475,000 towards that construction of the homes and then $150,000 towards homebuyer assistance, which would come as the homes are ready to close as needed. Additionally, the City Council authorized the City Manager to negotiate that agreement with CHI to construct the homes. And,
and the City executed the agreement with CHI for $750,000, which was the City's portion of the ‸ amount for the initial construction to start the process. As part of the Diamond Square plan update, our goal is to create partnerships with our local developers and to promote affordable housing.

Square to improve the housing inventory of our city. So, the construction of the five homes in the Michael C. Blake subdivision, the average cost for the construction is about $275,000 for each of the five homes, with an additional $55,000 and change for closing costs.

to reduce and plus reduction of impact fees and other general fund contributions. We are requesting impact fee reductions for both water utilities and for the impact fees for the county impact fees. So, the utility impact fees, we're working on getting that finalized and the impact fees for the county, we put a request into the county for that reduction or removal waiver of those fees. As part of this process,
Any unspent funding will be returned to the CRA upon the sale of the homes. Any funds remaining after the final sales are complete will be placed in an account for future affordable housing within the Diamond Square CRA upon approval. And we have an attached item cost breakdown of all of those costs. Our down payment assistance, we have $150,000 budgeted in the Diamond Square CRA for down payment assistance that will remain in the Diamond Square CRA budget to assist our potential homeowners. ‸ The new homes being constructed have an appraised value of between $310,000 and $320,000. Since the appraised value of the homes exceeds the defined amount that is allowed per HUD standards,

This development subsidy will be an additional silent mortgage on the home that will be forgiven after 10 years if the homeowner resides in the home the entire time. If at any time the homeowner does sell the home, the city will recapture the funds in a
for the city's general fund costs related to those five homes. And any transfers will be initiated upon approval of this. And moving forward, we're expecting the closing of the homes to occur sometime in mid to late May. We have multiple people who have already pre-qualified for the homes.

and, and also with the city attorney's office. The city attorney's office, they have sort of a standard form they use for their interlocals. And, uh, and, uh,
Okay. So when we put this money into, so we transfer this money into the city account, in other words. That's correct. And the city is able to then utilize it for these five homes.
Correct. Now we ‸ add the funds to the purchase. We have a current purchase order with CHI to build the homes. We will add those funds to that purchase order for them to complete the sale or complete the construction of the homes. Okay.
Um, we have a city council member here with us. Just a quick question for him. Um, do you see this as being the adequate enough to get these, this project to where we want it to be?

they're not going to get the full amount. Am I correct about that? As far as say if the, say if the closing cost is 50,000, would they receive 50,000? Would they receive a portion of it?

So we've allocated $150,000 of diamond square money. Plus we additionally have $150,000 of city dollars that are also going to be used. So those are HUD dollars that we've received through HUD that can be used.
for the city of Coco or work in the city of Coco and, and have that desire to live where they work. And, and what better place to be able to provide them with, um, a wonderfully built home. I mean, it is a sturdy home. It is block all the way through. It is a, it's a wonderful house.

So, um, their mortgage will be, uh, a very reasonable mortgage and they will have already built in equity on the home. Um, obviously, you know, the preference would be to not, uh, touch that equity for the entire time.
Um, there, anyone who is going through the qualification process has to go through the, the classes with CHI. So they're required to go through those classes, which are helping them with how to budget accordingly, how to plan for instances of what happens when I become a homeowner and my AC breaks or this breaks or that breaks. And, and so they're giving them the tools that they need in order to be responsible homeowners and, and be able to remain in that home because we, we want them to live there for the 30 years. Yeah, that's the ultimate goal.
So, so if I, if I compare this to some of the other cities that we, that around us, um, we're one of the only cities that even have programs like this. Um, so will some people think that this program could do more? Yeah, of course. Where, but
So I want to make that clear too. So for some that may already have homes now, they want to move into the area. They may not be able to qualify for this particular program, but those who are coming in and trying to get started, new family, things of that nature. I think it is a good program.
none of the other cities have done five homes like we have, um, Palm Bay and Melbourne each did one or two homes over the last few years, but they only did one or two at a time.
that. But I believe that the interest that we're getting from outside developers to want to partner with us to, to make this a, uh, a, something that's going to be a long-term effect for all of us, I think is, is what's the positive portion that we're seeing. And, and,
chance to walk through them. Cool. That, that is an absolute plus. We will, we'll have a final, uh, kind of like a welcome home. You know how we did with the habitat homes. Um, that would be my desire to do the same with these homeowners is to have a welcome home celebration for them and, and provide them with, you know, little gift baskets and, you know, stuff from the community that we, uh, work together to get that.

process right now. I don't see that until the final, um, list comes in. So I know that there are city employees that have expressed interest and have contacted CHI. But again, I don't have that list until they go through the final certification with us.
All right. Um, I was gonna ask the attorney about, um, the, the legal document itself, but he, uh, volunteered to let us know. It all looks in order. Uh, so, uh, I guess what we're looking for now is ‸ the approval of this agreement. Uh, can I get a motion for the approval of this?
Flag: numbers, amounts, negation or names differ between the machine readings · 00:20:27–00:20:28 · unresolved: the words are not shown (unclear audio); listen to the recording
All in favor. Aye. Any opposed? Not opposed motion carried. We're looking forward to this, um, project. We've been looking forward since we did the ‸ groundbreaking, um, seeing things happen over there and, and looking forward to, uh, welcoming, if not already residents of Cocoa, maybe new residents. Of Cocoa, so,
and, and to give you some, uh, kind of an update on where we are, uh, holistically with, uh, not only the city, but diamond square in general is we are.
you know, a lot of the lots within diamond square are smaller and they're, they're what we call legal nonconforming lots. And, and so a lot of times the homes that can be built on those lots are. Don't necessarily a, some of the diamonds, some of the homes that we're building right now would not fit on a normal lot within diamond square. So we're working towards, um, changing some of our setbacks, changing some of our zoning codes to accommodate some of these legal nonconforming lots.
And, and we're looking at other creative ways as Mr. Goins has noted in the past on how to, to come up with some new ideas to build some new different types of homes that are still affordable, but unique and would fit in this type of setting.

and to get those lots, um, moved into the, into somebody who's going to build affordable housing. And so as we surplus these properties and, and either sell them or, um, contribute to a developer to build on these lots, a lot of the funds that are acquired from some of those sales will come back into

the lots properly. And so there is a process with the new live local act. We have to follow their new process that the state has put in place in order to dispose of these lots properly. Yes, ma'am.
uh, to potentially, they have several lots also within diamond square and about building some homes. And we've had conversation with them, you know, that they are building one of the 3d printed homes down in the Melbourne area. Uh,

And so, so again, that's where the creative trying to be a little bit different than everybody else that we want to try to, uh, facilitate some of that, those partnerships. But habitat is definitely a partner with us to, to continue building

And so that's where we were, uh, looking to, that's on the surplus lot list as well. And, and we do have some interest from developers when, when that list went out, we, we've garnered some interest for that. So I really do foresee us, uh, making some headway with this in the next few months.

So my whole thing was that now we're at a point that because we apply for this and it's money for a business that we want to receive it, but it's a process. And I know it's a process, but in the process it's on hold. You know what
mean? Right now we, we, we feed the homeless. We, we teach kids how to cook and that building will suffice for that. So my whole thing was, is that if I have to spend 20,000 to get 10,000, what really is it? Is it a reimbursement of 10 big
Flag: words were replaced by a machine repair · 00:27:58–00:27:58 · machine repair: words replaced where two further machine readings agreed (not checked by a person)
is it going to be, I spend 20 ‸ and get 10 back now? I don't know where we are with, I haven't heard anything yet, but I do want to move forward because now we're at a standstill. You know what
But if I have to spend 10,000 in order to get 10,000 is the grant really worth getting to get 10,000, which I think Mr. Brown told me that it was, if I spend according to my budget,
it down a little bit farther. So I'm really trying to get some clarification on how the process is moving and where do we stand or should we just discard this grant and move forward and still be in the city of Coco to try to do business and do good things. I hear a lot of good things about houses. I hear all that good stuff, but what about the small business? What are we going to do about the small business?
you're doing, but the rules and regs for that, of course, can be a bit daunting. So I want staff to kind of give him an idea best way to proceed forward. ‸ So

that are out there in what we deal with. As far as our state ‸ federal grants, we spend the money up front. We have to submit all of our documentation to the state and then they reimburse us the percentage that we're allocated for a grant. And ‸ so we're following those typical guidelines, which are the state purchasing guidelines for grant activities ‸ and doing it in a manner that we have a process of an application process. So you have to submit the application with all of your quotes of what it's going to cost. We have to bring it before the board. Once we bring it before the board, the board will decide whether or not to grant that facade grant to you. And then an agreement will be placed with you ‸ with the city that says you will perform all of these, the work, whether it's windows, doors, whatever it is.
contractors, showing that you have no liens on the property, showing that you have no expenses that have left been left unsaid. And then the ‸ city will be real or the CRA will reimburse you 50% of whatever those expenditures are. So if your expenditures are $10,000, the city, the CRA reimburses you only $5,000 because it is a 50% grant. It is a one to one ratio.

searches. We have to go through all of that process that there are no code enforcement violations. Once we have done all of those verifications, then we bring it before the board. That process typically takes 30 to 45 days to complete. And we only meet once a month. So depending on when you

was February. Well, we had started the process then, sir, but we were still, you had come back with additional paperwork that I had asked for. And so you're on track right now to probably be at the next April
It just, you weren't going to make it in time for this meeting because of, of that paperwork coming in after that initial, just because we started meeting in February about that didn't mean it was going to be done. Okay. Yeah. All right. So
once we've stamped it as received and fully complete, then we will send it before the board at the next meeting. So the, the April meeting will be presented before the board for that facade grant, and then they will approve it.

How successful is that grant? Because I haven't heard about many people at all getting that grant. So is it just that daunting that you have the money set aside? However, nobody gets to partake in it because of the procedures that are so so I'm asking the city that. Yeah,

if we get more applications, then we go before the board and we ask them to reallocate additional funds. Now our Coco CRA, we have funds and we do about $50,000 a year to our Coco CRA applicants. Now there are more businesses within Coco CRA than there are diamond square CRA businesses. Right.
grants than the diamond square CRA because of the number of businesses that are located within the Coco CRA limits as opposed to what's in the diamond square CRA. I can't remember all of the businesses off the top of my head. Um, but, but we have had a number of businesses, most of them very small, like yourself, who are looking to just make some minor improvements to your building.
So it is not that it is daunting. It is that a lot of folks are looking for, um, they're either because they have to do the work right away and they don't want to wait. And that's, that's some of the process

the highest form of consideration. They, they, they're looking at trying to help the business and we know that you have, um, challenges that you have to obtain, but we unfortunately, and, and our attorney can talk the legal side of things about giving out the money

ratio back. So ‸ it's not like you have to max out and have $20,000 available. You can only have $5,000 available and just get $2,500 back, you know, potentially. But the second thing is I'm not aware once, I believe, of a situation where an applicant was approved and then didn't get the money once the project started. So there's really no risk associated.

One of the things I did want, because I wanted both of you or one of you to kind of explain a little bit about your business, because I'm looking at here is a Taste of Elegance Kitchen. Right. So, you know, bringing us up to date on what you do is a good thing as well.
It would be a rental kitchen, a commercial rental kitchen for businesses, for caterers, for food trucks, for hot dog carts, things of that nature. So that that is the I guess I want to say purpose behind ‸ the kitchen. And
