Transcript Partial transcript
Machine transcription of the meeting recording. The words are the recognizer's, except where a passage is marked as corrected or machine re-recognized; most have
not been checked against the audio, so words, numbers and names can be misheard.
It describes what was said. It cannot establish who voted how, an amount or an outcome — the City's
minutes do that (above).
A time links to its passage, and “Copy link” copies that link. “▶ Play” opens the recording at that moment, on YouTube, in a new tab.
466 suspect passage(s) marked in place; 2 stretch(es) where a voice was detected and no words were recognized.
How this transcript was made. New machine transcription of the whole recording, with 21 voices separated from the audio.
56 short machine repair(s) (70 word(s)) are labelled in place, with the original words beside them: an ordinary word was replaced only where two further machine readings agreed on a different one.
Checks run on this transcript: the recognizer's own warning signs, whether a voice was detected where the words are and a language review for likely mishearings.
A second, independent machine reading was compared with it word by word: the same words for 87.1% of 18,902 content words.
Dotted words (602 places) are ordinary wording differences: hover or tap to see the other reading.
466 passages (28% of the words) are marked suspect: their words are not shown ("unclear audio") and support no statement: numbers, amounts, negation or names differ; the language review questioned them; or no voice was detected there.
Agreement between two machine readings is not verification.
Voice detected, no words recognized (2 stretches). Something may have been said here that the transcript does not have:
01:04:11 (8 s) — neither reading has words
01:10:15 (7 s) — neither reading has words
Speakers were separated by voice. A plain name rests on evidence tied to that voice; “provisional” is a name from an earlier text-only pass and is not verified; “Speaker N” is an unidentified voice.

we're going to make an attempt to get new lawmakers. In 45 days from the date, the National Action Network intends to take legal action against this government for not doing what they claim they're going to do. We requested a workshop over a year ago, and we have the minutes that say you have no time. There's no special time, excuse me. But over a year is outrageous.

He's in the middle of a semester. He's not able to come down for the workshop. The other is currently an expert witness involved in a trial, and we are waiting on dates for him to come and present the very lengthy report. And I have a copy here for the clerk to, so she'll have it in her office if anybody wants to do a public records request on it.
So, that's just honest conduct. Okay, Mr. Mayor, I'm just going to state for the record, one, I take great offense to that because I've spoken with Reverend Devers on several occasions and kept you apprised, not only the ‸ assistant city manager, because I spoke to you myself personally on two occasions when we had a conversation and I shared with you the use of force statistics. So, that's not a full representation of what occurred on the telephone, sir, and I really don't appreciate you from here oppuging myself or my assistant city manager's integrity. We have been working with a group that was doing a study. The city has expended to the tune of about,

study and absent having the study in its fatality and finished, it would be unwise for city council to make any decisions absent having the full study and the benefit of the consultants who studied the police department to come and present it. Hurricane got in the way and then trial got in the way, a semester got in the way with the folks that do it.

Cocoa Police Department? Because you're making allegations indirectly which are not true. And I've shared with you our use of force incidents, and there are none that you have raised. You've actually complimented the police department in dealing with the public. And I think it's disingenuous for you to come up here and put, and when this is the only city that's working with you to try to, ‸ form a chief's advisory group or a citizen review commission, and I don't think it's fair for you to come up here and characterize the council or mine or my city manager or the ‸ assistant city manager or chief of police as stalling. We did a comprehensive study of the police department, a comprehensive study, and we have since provided you data.

And I would say the study on behalf of council, this is their vest to make certain that they're making the decisions that are in the best interest of the city.

What we have this evening is the only public hearing item, and that is ordinance number 02-2018, an ordinance of the city council of the city of Cocoa, Brevard County, Florida, amending chapter 3, section 3-23 of the code of the city of Cocoa, providing an exception to the light-emitting diode LED sign standards contained therein to allow for larger LED on-premise wall signs on properties that are contiguous

There have been no changes. There have been no comments, no letters of objection, or any concerns at all. Second reading. And I'll just remind this board that the Planning and Zoning Board did recommend approval on February 14th, and you yourselves heard this ordinance for the first time on February 27th and recommended approval.

to increase the stabilization reserve for FY 2018. This item is based on operating expenditures in the general fund. Our reserve policy said you will have 9.5 million, or 36%, of our operating expenditures in the general fund. We've slightly exceeded that this year by $311,746. Thus, we need to increase the fund balance for committed. I'm here for questions.
there is a line item in here that talks about operating general fund. I'll have Debbie point that out to her when she comes up. But it's not specific to any one item. It's overall expenditures in the general fund for operating only.
It's based on our capitalization policy. There are several things that could be, but it's not one particular item. It's everything that's brought together to come up to a lump sum number.

accurately stated according to the generally accepted accounting principles I don't want to flip too much in the buy into the binder but I want to just point out a few things to you. and the total expenditures for the operating fund on page 44 that Terry was talking about
And again, there's more detail in the footnotes that break all that down for you. So, you know, if you look at 33 million in total expenditures you have 9 million in unassigned 11.6

assigned and you have committed. So you do have adequate funds. The city is in good financial condition so I think that's always important to know if you look at

okay so if you go to like I said page 48 and you look at the water and sewer fund and the total operating expenses, it's about halfway down. You can see that the total

operating expenses at about 42 million, if you take a fourth of that three months, you know, you're you're but right about, actually take out 2 million for lift stations.
that you would want to. ‸ have in there for to be able to cover three months of operating expenses, and you have 6.9 so just a little bit under that definitely not bad again still in good operating condition, realizing that
to keep it going and I do want to point out on page 49 because I love cash flows you all may not but I love cash flows because it says what's happening with cash. And if you look at the water and sewer system, net cash provided by operations you had 27 million 6.5 was transferred to other funds to the general fund. But you

so again I think it financial condition wise you're fine just those are numbers that we usually look at when we do the audit. the other thing is your internal service funds those are looking good too what I look for internal service

are at about 1.1 million so that's good. We don't want to be in the negative on an internal ‸ service funds, because that's where you're collecting money from all your other funds to fund your insurance and youryour workers comp, things like that. So you're looking good there, too. There is a lot of information in here to definitely look at. There is a new standard that was implemented this year on page 115. its tax abatement. This was a new standard that required that tax abatements be disclosed at a certain level. And that's what you see on page 115 and 116 is tax abatements that you have in place right now. you also have in here your funding for your police and your firefighters program on 122 and 123

Now our market shifted down, so you probably would see those numbers come down again, because the market has a big factor in that and how well it performs also

that was good. if you go to the back of your financial statement, page 203, we do a report on internal control and compliance with laws and regulations and I'm pleased to report that we had no findings in internal control
a lot of times will trip up, is compliance with the grants, because there's so much that you have to do but again I'm pleased to report that this is a clean report. So you're doing a good job with grant compliance. And the grants that you received, you can see on page 209, the federal grants that you did receive. Also, on page 211 is our independent auditors management letter. This is required by the rules of the Auditor General that we report certain things and we look at certain things. Financial condition is one of the things that we report on, and that is looks good. We also have to report on prior findings that we had and did the city correct them. And if you see at the bottom of page 211, we had two prior findings related to the pension plan trial balance and coding pensionable salary information. Those we reported to you in last year's report and both of those have been corrected. So really, this is a very good report. There's also on page
Flag: numbers, amounts, negation or names differ between the machine readings · 00:19:34–00:19:35 · unresolved: the words are not shown (unclear audio); listen to the recording
we have to test compliance with your investment policies and we found no issues there so you know overall like I said a very good report I say kudos to your accounting team for pulling this all together. We are quite a bit earlier issuing this year.
Flag: numbers, amounts, negation or names differ between the machine readings · 00:20:14–00:20:16 · unresolved: the words are not shown (unclear audio); listen to the recording
so we are almost a month ahead of schedule on issuing this so at this time I'd like to take any questions that you have a one more thing before I take questions next year there will be a new standard called the other post-employment benefit standard that you'll have to implement here in the statements you already put the OPEB liability in here which is where you have to offer retirees the same cost for insurance that you do normal employees and there's a liability
the full accrual statements. So the you will be getting an actuary report on that and there will be probably an increase in that liability because they're doing it a lot like they did the pension standards which came out a few years ago that said you have to record this whole pension liability actuaries have to determine it and we really take that number and then book it in the statements. But again it won't affect your budgeting it's just something that goes in the government-wide statements if you look at a full accrual and you're on modified accrual for for your book purposes and

to make sure that I clarify because I have to have my calculator to do the math when I'm looking at this when we're looking at committed fund balance it does not include capital in the governmental fund So the number that's on your

don't have that exact number we've actually been working in you know as car rigs and Ingram we've been that organization for seven years now car rigs and Ingram is a regional CPA firm that goes over to Texas and all the way up to Tennessee

so if you're not complying you will find it here in your report so I feel very confident that your accounting department is doing a very good job that you're financially sound I don't get into decisions of operations that's not my job but from a financial standpoint you know I feel like financially there you're doing a real good job
we have an exit conference we talk through the finances I feel like your city manager has and certainly ‸ finance director has a very good understanding of the finances and how everything works and controls are in place here so I believe that you are in good condition here and I will add to that I'm the partner on the job so while I do come out and review it I have another partner Christine who also does a lot of the work, and we have auditors that come in the field. So they really are doing a lot of the work, and
up. You can ask thethe city, you know, sometimes. And we change what we look at all the time. We're always trying to do different things, see if there's any other issues in other areas. ‸ You

We're in for the purposes of kind of trying to provide that mid-year snapshot, as well as some parameters and projections of where we think we may be. It's very preliminary because obviously we won't have any of the property ad valorem data, ad valorem data from the property appraiser, sales tax revenues, a lot of things we won't have. But it's going to be preliminary, but it's just an idea to have a conversation beforehand. It's on April 9th. I promise you it will not be a long workshop. It's just an introductory one and just kind of lay out, you know, where we're going. And

citizens from street to street to street are stakeholders in this. And, um, you've ‸ shown that it actually works. We've seen it in other cities like Charleston in the old days and other, other towns. But I mean, the sheriff's is- the sheriff has done a good job. The
doing everything they should be doing correctly or when, like, when our homeless have contact with police officers, the one thing that I consistently hear from the people I talk to who have regular contact with our police department, whether because they're criminals or they have, you know, family issues or whatever, that they- they're in contact with our police department a long time. The one thing that they consistently say to me is they always feel like they're treated with dignity and respect, no matter what the situation is. They
and respect on their way to jail. And I appreciate that more than anything else that the police department does and is knowing that even my homeless people tell me that I see on a regular basis, the police may run me out of where I'm sleeping, but they do it with respect and dignity. They don't treat me like I'm subhuman just because I'm homeless. And I really- to me, that is a policing philosophy that tells me that the attitude of our officers on the street, they feel like they're partners with our community. And that's what I
for sure. That's really it for me tonight. I think everything's going pretty well. All those economic development projects are moving ahead. And- Just- Yeah.
